O documento propõe a construção de um anfiteatro ambientalmente sustentável na área da piscina pública de Chapada dos Guimarães para servir como local para eventos e shows, aliviando os conflitos entre eventos e serviços religiosos no centro da cidade. O projeto também inclui a criação de uma área de estacionamento e controle de águas pluviais no local.

Chapada dos Guimarães sempre foi o centro das pessoas em férias do trabalho, escola,
ou para passar o final de semana, outras vezes a cidade é atraída pelo clima agradável,
pela beleza natural, pelos festivais, shows e apresentações. O misticismo também é
mais uma das principais razões para visitar a cidade o ano todo. Alguns dos eventos
realizados aqui são: Festival de Inverno, Festa de Santana, Festival de Jazz, eventos
programados para o Final de Ano, Cinema Nacional, e outras comemorações cívicas e
culturais.

The Future of Chapada dos Guimarães in Mato Grosso
Chapada has always been a center for persons on vacation or weekend get-always.
Often during the year concerts and performances are a main reason for visiting
Chapada. Some of the events held here are: Festival of Winter, Party of the Church of
Sant`Anna, Festival of Jazz, Events Programmed for the End of Year, National Cinema,
and other civic and many other cultural events.

Igreja Versus Festival: Para quase todos os acontecimentos,
estruturas metálicas são erguidas os chamados “palcos temporários”, na maioria das
vezes são bem elaborados, e, portanto muito caros! O dinheiro gasto nesse palco é
desaparecido após o evento. Se houvesse apenas um evento por ano, daria para
entender, mas, no entanto, como Chapada tem muitas festas e comemorações isso
acaba sendo um desperdiço de dinheiro. Além disso, os palcos temporários acontecem
SEMPRE na Praça Wunibaldo no centro da cidade, em frente à Igreja de Nossa Senhora
de Santana do Sacramento, portanto SEMPRE em conflito com os serviços religiosos. A
igreja que é um registro histórico sempre estará lá, não será realocada, sendo assim os
conflitos continuarão entre: os serviços da Igreja e eventos programados pela
prefeitura municipal.
Lugar para Estacionar e os Eventos: Para complicar a
situação o estacionamento é dedicado para os participantes da igreja, o que significa
nada para os freqüentadores dos festivais. No centro da cidade existe pouca vaga de
estacionamento, tornando o tráfego um constante problema interminável
principalmente em noites de festas. Chapada não é muito diferente do que qualquer
outra cidade em crescimento no Brasil. Os veículos aumentam a cada ano exigindo
vagas para estacionar seus carros, e o número é sempre crescente. Esta não é uma coisa
ruim, na verdade, é um sinal maravilhoso de crescimento do Brasil! Mais pessoas estão
adquirindo veículos jamais vistos na nossa história. Contudo, Chapada é uma cidade
pequena concebida e construída nos anos 1700 em torno dos cavalos e bicicletas. Os
carros e garagens colocam desafios enormes senão dizer conflitos constantes.
Simplificando, se você tiver um grande número de pessoas (ou visitantes, no nosso
caso), é necessário um grande número de lugar para estacionar seu automóvel.
Chapada quer ser uma cidade moderna e tem tudo para ser, e agora é a hora!

Church Versus Festival: For almost every event, temporary stage
structures are erected. Often they are quite elaborate, and thus quite costly. The money
spent on any sort of a temporary stage is gone after the event. If there were only one
event per year, this would make since, however with Chapada having many events per
year; it ends up as money wasted. In addition, the temporary stages are ALWAYS set up
downtown, in front of the Sant`Anna Church, thus ALWAYS in conflict with the religious

4. services of the church. The church is registered Historic Structure and will always be
there, it will not be relocated. There are, and will continue to be, constant conflicts
between the Church services and scheduled events. Event Parking: To complicate the
situation, there is minimal dedicated parking for the church attendees, which means
none for the concert goers. While downtown Chapada is quant, there exists very few
parking spaces, making traffic a constant, never ending issue downtown on event
nights. Chapada is not dissimilar than any other growing city in Brazil, the number of
cars greatly increases every year, demanding parking spaces for the ever increasing
number and variety of vehicles. This is not a bad thing; in fact, it is awonderful sign of
Brazil growth! More people are car owners that ever before in our history. However
Chapada is a small city designed and constructed in the 1700’s around horses and
bicycles, cars and parking space poses tremendous challenges if not constant conflicts.
Simply put, in the new, modern Brazil, if you have a vast number of persons (or visitors
in our case), you NEED a vast number of parking spaces.

Palco do Festival e a Prefeitura Municipal
(UMA ÚNICA ESTRUTURA): Chapada de fato já tem uma área
de festival conhecido como "O PALCO DOFESTIVAL", que é localizado ao lado da
prefeitura municipal. Este local também não tem estacionamento dedicado, e
raramente é usado. Uma localização pobre para o propósito designado. Na verdade o
espaço que já existe seria melhor utilizado para uma ESTRUTURA CÍVICA para o uso
(Ex: Nova Prefeitura, Fórum, Delegacia de Polícia, Detran, Biblioteca, Correios,
Procon,etc.) que alias pode acomodar o estacionamento. Isso será necessário para o
crescimento futuro de Chapada dos Guimarães que é logo obrigado a ocorrer. As
empresas públicas e privadas também podem ser acomodadas nesta área, incluindo:
Casa loteria, Bancos, etc. As antigas estrutura serão alugadas ou arrendados para os
outros níveis de governo, serviços públicos e semi-públicos. Possivelmente incluindo
até mesmo uma nova estação rodoviária de ônibus central (o que liberaria a antiga
rodoviária para venda ou outros usos).

PALCO DO FESTIVAL/City Hall Property: While
Chapada does in fact already has a concert area “ PALCO DO FESTIVAL“, it is also
located downtown, and also has no dedicated parking, it is seldom used, and is poorly
located for its designated purpose. Actually, the space that it exists on would be much
better utilized for a civic structure of uses (I.e.: new city hall, courts, central police
station, Detran offices, library, Post office, building services, etc.) which could also
accommodate their needed parking, and future growth which is bound too occur.
Private and semi-private uses could also be accommodated on this combined site,
including Lotto, Bank of Brazil, etc, with spaces and structures be in granted or leased
to the other levels of semi-government and public oriented services. Possibly including
even a new central bus station (which would free that site for sale or other uses).
Events are basically held at PALCO DO FESTIVAL once a year. This is an extremely poor
utilization of such an expensive, well located piece of property. Almost any use (even if
were to be sold) would be better than the current utilization. However if all of our civic
uses were to be combined on this one centralized site, closing the road between the
uses, this would free up more than ten other small, poorly located civic buildings and
sites which are all very saleable properties (with little if no parking), and if sold, could
easily pay for a centrally located single use property (with parking). Call it a SHOPPING
Mall of government and civic uses - park one time and visit every service you need to -
not a new idea but one that is easily accomplished here in Chapada. CARS: One thing
which will be a constant in all of Brazil is cars; the number of vehicles will not, is not
going to decrease. The growth of the number of vehicles has just begun there will be
doubling of cars in the next seven years. For Chapada, this could mean economic death.
No place to park = not a fun place to visit.

A Piscina Pública
& O Projeto Real
(ANFITEATRO)
A descrição acima é sobre o que

oferece nenhuma solução para o

promovido entre a prefeitura e
igreja de Santana. Novamente, o
estacionamento é, e continuará
a ser uma questão importante.
Se o conflito área da Igreja não tem solução, e a área de show no centro que é levantado
a cada festival para o uso temporário, este pode ser solucionado.
Existe outra área da comunidade que também é mal utilizada, o conhecido PISCINÃO. A
piscina pública localizada no Bosque Municipal Jonas de Oliveira Martins, o Piscinão
não pode ser usado, devido à demanda no abastecimento de água da cidade, a piscina já
nem sequer contém água, esta é uma piscina sem água!Além disso, tem havido uns
inúmeros acidentes nesta área. O uso da piscina precisa ser mudado, ou ir embora. O
local é de propriedade do Município de Chapada, e esta é mais uma responsabilidade
para a prefeitura. A propriedade que fica para o leste, é totalmente vago, e precisa ser
explorado. Ela implora para se tornar uma área de estacionamento, e poderia ser bem
planejada como tal. Aqui também poderia ser um dos primeiros projetos de controle de
água na área - que contém o ESCOAMENTO DE ÀGUA, ÀREA DE ESTACIONAMENTO e
também o ANFITEATRO, usando os métodos existentes, porém bem trabalhado, tais
como lagoa de retenção.

The Pool, The real project (Amphitheater): The
above is about what exists downtown, but offers no solution to the concert/church
conflict issue. Again, parking is, and will continue to be a major issue. If the Church area
conflict has no solution, and the downtown concert area is modified into a daily use,
where do we hold concerts? First, what other area of the community is poorly utilized?
The Big Pool, ou Piscinão. Simply put, the pool is not used, due to the demand on the
city’s water supply; the pool no longer even contains water. What good is a pool with no
water? In addition, there have been a number of swimming related accidents. Simply
put, the pool use needs to be changed, or go away. The property is owned by the City of
Chapada, and at best is now nothing but a liability to the City, in addition the City owns
sand controls the property to the east that is totally vacant, and sits unused. It begs to
become a parking area, and could be well planned as such. This could also be one of the
first projects of water control in the area - containing the water runoff created by the
parking area and also the amphitheater, using existing well working containment
methods such as retention ponds. (Actual photo)

controle de água com problemas de
muitas inundações e alagamentos. A
cidade de Chapada dos Guimarães tem tempo para corrigir esse mal, pelo menos,
algumas dessas questões, ESTE PROJETO poderia dar o exemplo de desenvolvimento.
Chapada deve ser projetada usando métodos de RETENÇÃO DE ÁGUA. A piscina
existente em si só, e já pode se tornar uma solução durante as enchentes, solucionada o
escoamento de água da cidade para esse local. A área da piscina já é uma "natureza
construída" para o ANFITEATRO. Há uma variante natural grade de aproximadamente
10 metros, todos com focos para a piscina (sem água).

Water drainage - a SOLUTION FOR the many
DAYS OF RAIN: Brazil has major storm water control issues, with too
many flooding problems. Time to fix at least some of these issues, and this project could
set the example for how all development; all over Brazil should be designed using
water retention methods. The existing pool itself ready exists and could become water
flooding problem solution.
The pool area is already a “nature constructed” amphitheater. There is a natural grade
variant of approximately 10 meters, all focusing to the existing (no water) pool. See
actual picture model for construction of the seats of amphitheater.

Esta é uma oportunidade
maravilhosa e de bom exemplo
para o mundo, a construção de
um anfiteatro natural,
ambientalmente sadio ao desenvolvimento. Chapada será uma das cidades que o
mundo gostaria de viver (e com certeza gostaria de visitar).No local do PISCINÃO há
inúmeras árvores que durante o dia oferece sombra e pela noite pode oferecer um
show de luz artificial. Para uma cidade que precisa de um TEATRO dedicado, o Piscinão
teria o uso melhor do local, atualmente não utilizada. Por favor, ver as fotos abaixo,
estes são apenas modelos que caracterizam a sensação do Teatro de Chapada. Com
pouco concreto e muito verde no assento do anfiteatro a população poderia trazer sua
própria cadeira, ou cobertor para um piquenique, é simplista, mas também bonito!
Cada nível seria de aproximadamente 2 metros de largura, todo gramado, tudo natural,
poucas das árvores existentes precisariam ser removidas ou realocadas.

Environmental Amphitheater - Chapada
Theater: This is a wonderful opportunity for a world class, natural,
environmentally sensitive amphitheater- one most other cities in the world would love
to have (and would definitely take advantage of). In addition, there are a number of
trees that will offer shade during the day and character (via selective lighting) at night.
What better use for an currently otherwise non-used area, in a city that NEEDS a
dedicated theater. Please note the photos below, which are conceptual, characterize the
feel of the Chapada Theater. Chapada Theater seating arrangement (bring your own
chair, or blanket for a picnic), is simplistic, but also beautiful. Each level would be
approximately 2meters wide, all grass, all natural. Few if any of the existing trees would
need to be removed, or relocated.

A estrutura do palco em si precisa

cinema. O componente vital para
esse projeto seria um elemento de iluminação bem pensada, tanto para o próprio palco,
mas também a área de assento do anfiteatro. Como quase todas as performances
ocorrem à noite, a cobertura de revestimento do próprio palco poderia promover a
crença de que "ET aterrissou em Chapada" - pelo menos durante a noite – isso iria
reforçar positivamente todos os visitantes a memória da sua visita na cidade.

Structure of the Amphitheater: The stage structure itself
needs to be flexible, able to contain not only musical performances, but accommodate
many other theatrical uses, and stage performances, specifically housing a semi-
professional backstage area, easily accommodated within the natural design. This

11. would allow for a much more diverse use of the facility, not just for major festivals. The
design should be able to include such simple things as outdoor television theater (I.e.
Globo movie night), to live orchestral performances, live theater performances (local,
and regional), recorded music and light/laser shows, June children parties, and simple
TV/movie projections, as well as the above stated historical performances of Chapada.
A vital component would be a well thought out lighting element, both for the stage
itself, but also the basin seating area, as almost all performances occur at night. A fabric
roof covering of the stage itself could foster the belief that “ET has landed in Chapada” -
at least at night - which would positively reinforce every visitors memory of their time
in Chapada.

Vaga de Estacionamento: A propriedade para o oeste do lado da
rua (R. Ver.Antônio Barbosa) seria de estacionamento com uma ligação através de túnel
subterrâneo ( R. Ver. José Olario Filho) para a área próxima aos assentos que permitiria
ininterrupto conexão andando absolutamente com nenhum veículo.Além disso, os
serviços de alimentação, bebidas e banheiros poderiam ser acomodados no
estacionamento. Aqui teria uma semi ou permanente estrutura que poderia ser alugado
por ano, mês ou por evento. A idéia é de que a população pode “comprar” antes de ir
para o espetáculo, portanto, não interrompendo qualquer performance.
A Feira e os
Artesanatos
No park do Anfiteatro juntamente com a
estrutura de alimentação poderia ser
utilizado a feira do final de semana e
venda de artesanato local. Em outdoors o
calendário dos eventos diários ou
semanais como as feiras e produto de
artesão expostos. Mais uma vez, tais usos
teriam estacionamento adequado - é
apenas uma questão de tempo até o fim
da feira no final de semana na praça Wunibaldo ter incidente sérios de pedestres e

Parking Space: The property to the East would be parking with a tunnel
pedestrian underground connection to the mid area of seating that would allow un-
interrupted walking connection with absolutely no vehicle/people conflicts. In
addition, services could be accommodated in the parking area (food, beverages, etc) in
semi-permanent structures that could be rented annually/monthly/per event to the
various services, food, or beverage providers. The idea being buy what you need before
you go to the performance, thus not interrupting any of the performance.
The Fair and the Handicrafts: In addition, the same shelters
could be utilized, located next to the two intersecting streets for daily or weekly events
(local vegetable farmer markets, small, resident free market weekend sales, etc.) Again,
now such uses would have adequate parking - it is only a matter of time until the
existing weekend markets end in a serious pedestrian/vehicle incident.

Conclusão: Este é um projeto que vale a pena? Sim. Chapada precisa de uma
solução para seus problemas, e esta proposta cumpre suas necessidades e melhorias
para a comunidade. É pedir demais em querer realizar o desejo de uma pequena
comunidade como essa de Chapada? NÃO. Chapada tem sido para muitos um lugar para
passar o final de semana e assistir aos shows. Acidade foi o destino de férias durante
décadas, e só vai crescer se os seus administradores ajudar.
AGORA é a hora para planejar nosso futuro, o Brasil está crescendo! O Estado de Mato
Grosso tem necessidades de destinos de férias, Chapada tem de ser, merece ser, na
vanguarda dessa mudança! Será este um objetivo realizável do ponto de vista
financeiro? Absolutamente. Ela realmente terá uma mudança de redução de custos no
longo prazo! Com a enorme vantagem que é o planejamento a espera do futuro de
Chapada, e uma grande vantagem na parcela regional de MT. Sim, isto ajuda hoje, mas
realmente a intenção é de fazer o nosso futuro possível, e acomodar nosso crescimento.
Por que colocar todos os serviços comunitários em um ponto? Em primeiro lugar - por
que não fazê-lo? O centro da cidade de Chapada dos Guimarães tem pouco
estacionamento e ele é limitado para o uso público, seria melhor benefício privado ou
comercial? Especialmente quando existe fácil e simples solução? A prefeitura ira
beneficiar a população de Chapada. Quanto vai custar tudo isso? Não totalmente

13. determinada, mas o que será o custo, se algo assim não é realizado? Pessoalmente, não
estou familiarizado com os custos no Brasil, Chapada muito menos, apenas para que
todos saibam DETESTO A CORRUPÇÃO, vou trabalhar de graça, vou fazer as estimativas
de custo de graça (vou precisar de ajuda local) vou fazer o gerenciamento de
construção de graça (vou precisar de assistência local), vou fazer o projeto de graça
(mais uma vez vou precisar de assistência local). Minha única exigência é que haverá -
ZERO - corrupção envolvida, sem retornos, sem incentivos políticos, etc. Não vou
participar de qualquer forma se a corrupção está envolvida. NADA. Estou fazendo isso
para a minha comunidade, não para mim ou para minha família.

Conclusions: Is this a worthwhile undertaking? Yes. Chapada NEEDS a
solution to its many issues and this proposal accomplishes vary many needed, past due,
improvements to the community. Is it too much for a small community to accomplish,
or desire? NO. Chapada has been a weekend, festival, vacation destination for decades,
and will only grow as such.
NOW is the time to plan for our future, Brazil is growing! All of MT needs vacation
destinations, Chapada needs to be, deserves to be, on the forefront of this change! Is
this an accomplish able goal from a financial standpoint? Absolutely. It will actually be a
cost saving change in the long run! With the huge plus that it is planning and
accommodating the future of Chapada, and a large regional portion of MT. Yes it helps
TODAY, but is really meant to MAKE our future possible and accommodate our growth.
Why put all of the community services in one spot? First - why NOT do so? Downtown
Chapada has extremely limited parking, why should all of the public/semi-public uses
all of the parking spaces when the same parkin gwould better benefit private
commercial uses? Especially when there exists such a simple, inexpensive, easy,
straight forward solution? The “one stop government” will benefit the total population
of Chapada, cars in actual parking spaces, government employees, and the connivance
to the total community. How much will all of this cost? Not totally determined, but what
will the cost be if something like this is not undertaken? Personally, I am not that
familiar with costs in Brazil, much less Chapada. Just so everyone knows, I detest
corruption, I will work for free, I will do the cost estimates for free (I will need local
assistance of Course) I will do the construction management for free (I will need local
assistance), I will do the design for free (again I may need local assistance). My only
requirement is that there will be - ZERO – corruption involved, no payoffs, no political
incentives, etc. I will not participate if any way if corruption is involved. NONE. I am
doing this for my community, not for me or for my family. Any question? Money will

14. have to be spent to determine costs, and there WILL be open bidding, no fixed
contracts, and no special deals. The cost will be the actual cost - in no way inflated to
accommodate political or personal gains, or I will not be involved.
