2. Improving the lives of the over 30 million Europeans who suffer from a
rare disease is an important priority for the European Commission action
on health.
I would like to congratulate the Honourable Members of the European
Parliament Mário David and Graça Carvalho for hosting this important
event on rare diseases at the European Parliament in association with the
Portuguese Association for Rare Diseases, Raríssima, and under the High
Patronage of Her Excellency the Portuguese First Lady, Maria Cavaco
Silva. It will provide an excellent opportunity to raise awareness of the
central role of research and innovation in improving the understanding
and diagnosis of rare diseases and the means to treat them.
Patients with rare diseases often spend years of uncertainty waiting for their disease to be diagnosed, wai-
ting for an appropriate treatment to be found. The medical expert who can diagnose such a rare disease
may live in another city or region or across the border in another Member State. Scientific knowledge on
the rare disease in question is likely to be insufficient and scattered. Knowledge and expertise on a rare
disease tends to be as rare as the disease itself.
This is why the European Union dimension and the co-operation between Member States can make a di-
fference. The European Commission can help in pooling together knowledge and expertise and in granting
the authorisation of the best possible medicines for these diseases for the whole European Union.
This is also why action on rare diseases features prominently in the new Health Programme and the new
EU Research and Innovation Programme Horizon 2020.
The proposed Health Programme 2014-2020 is designed to support action on rare diseases, in particular
exchange of information, rare diseases registries and European Reference Networks. The Networks will
connect highly specialised medical centres across Europe to enable the sharing of medical knowledge and
to allow patients with rare diseases to get the treatment they need anywhere in Europe.
Horizon 2020 has announced funding for a wide range of rare disease initiatives, to support the objectives
of the International Rare Diseases Research Consortium, such as coordination of national and regional
research programmes and the development of new therapeutic approaches.
Europe has come a long way in fostering co-operation to improve the lives of people suffering from a rare
disease, and there is still a long way to go if we are to secure that each and every rare disease patient gets
the right diagnosis and best possible treatment. Your initiative is a valuable contribution to accomplishing
such a goal.

A Exposição fotográfica Mais Perto do que é Raro, que já tive oca-
sião de ver em Lisboa, é mais uma chamada de atenção para uma
realidade raríssima que, precisamente por isso, merece ainda mais o
nosso olhar.
Não apenas um olhar compassivo, de sofrer com, mas de querermos
perceber mais, agir mais, tratar melhor.
Estes rostos que nos fitam dizem-nos apenas que querem ser pesso-
as como nós. Que querem fazer tudo a que têm direito e que esteja
dentro das suas capacidades físicas e intelectuais.
Que querem ser cidadãos de corpo inteiro, de direitos totais.
E nós, quando levamos esse olhar connosco, percebemos melhor o
que é ser raro, percebemos melhor o que temos de fazer para que a
raridade não seja um obstáculo a uma vida total mas uma mais valia
para todos: eles e nós.
Se pararmos um pouco para pensar, todos somos raros, uns mais do
que outros, porque todos carregamos o dom mais precioso que nos
foi concedido: a Vida. E todos, e cada um de nós, temos o direito de
vivê-la com aquilo que temos e sem aquilo que não temos.
Façamos destes nossos concidadãos nossos companheiros perma-
nentes nessa viagem, que é sempre uma aventura e que todos temos
obrigação de valorizar.
Quando essa viagem é feita com boas companhias, tudo se torna
mais fácil e mais enriquecedor.
Que estes muitos olhares que nos contemplam nos abram o entendi-
mento e o coração para esta realidade Raríssima.
Os pais, familiares e amigos destes nossos cidadãos raros podem aju-
dar-nos nesse caminho.
Assim nós estejamos dispostos a percorrê-lo.

It is an honour and a great privilege to host, here in Brussels, at the
house of the European Democracy, this Exhibition on rare diseases
with the high Patronage of Her Excellency the Portuguese First Lady,
Maria Cavaco Silva.
I would like to thank the Portuguese Federation for Rare Diseases
(FEDRA) as well as the Spanish Federation (FEDER) and the Euro-
pean Organization for Rare Diseases (EURORDIS) for their fantastic
effort in setting up this Exhibition and Workshop for which I had the
cooperation of my colleague Maria da Graça Carvalho.
Patient organisations like FEDRA, FEDER and EURORDIS play a
very relevant role on public awareness for rare diseases, on the sup-
port of patients and their families and on providing additional incen-
tives for the development of orphan drugs and treatments. Thus, I
would like to take this opportunity to public congratulate their ackno-
wledgeable work on awareness-raising and improving recognition and
visibility of rare diseases!
Targeted by the European Union as a top priority for action on health
policies, rare diseases are a good example on how the best level to
deal with it is the European one. By making rare diseases less rare (by
increasing the number of patients for each diagnosis), by encouraging
joint actions and pooling scarce resources that are currently spread
across the EU Member-States, the EU is helping patients and profes-
sionals sharing expertise, exchanging information and best practices
by gathering the expertise on rare diseases at the European level, thus
empowering the patient organisations and their families. Further,
more and enhanced research on rare diseases, along with a stronger
will to foster the engagement of centres of expertise and European
reference networks for rare diseases is needed! Also, rare diseases are
less rare and distant from us when we realise that the number of Eu-
ropeans living with a rare disease is approximately the same size of all
population of Benelux or Romania and Bulgaria together… As a final
point, rare diseases are something which we always think ‘will only
happen to others’- something unusual, but in fact, they are ‘Closer’
than ‘rare’…

Ser mãe é, acima de tudo, o maior presente que qualquer mulher pode
receber;
É abdicar de nós em prole de uma vida;
É amar incondicionalmente sem queixume;
É entender mesmo o que um filho não diz;
É estar ciente que tudo vai ser muito diferente;
É amar mais do que a nós próprios.
Se tudo isto são verdades incondicionais, são ainda mais marcadas
quando a mãe natureza nos põe nos braços um filho diferente, raro
diria eu, cuja condição não pedimos, mas que reforça para todo o
sempre as já existentes características das mães, bem definidas pela
sociedade. Por nós, passarão lentamente as horas, os dias, os anos!....
Por nós, passarão amigos, as férias, os momentos a dois!... Por nós,
passarão unicamente médicos, médicos e mais médicos e, quando um
dia nos olharmos ao espelho, vimos rugas marcadas... Não pelo so-
frmento, mas pelo amor incondicional, o amor que dedicámos a um
filho raro, mas que nunca ninguém compreenderá, só nós!
Não faz mal, pensamos nós, sou feliz assim! E somos, vos garanto que
somos! Até um dia! Aquele dia em que a mesma vida que nos pôs um
filho amado nos braços nos leva tudo, sem dó nem piedade e tornámo-
-nos um farrapo humano e a única opção é SOBREVIVER!
Podem passar anos, muitos anos, até um dia renascermos das cinzas,
verdade Juan e Naca Corrión? Onde quer que estejam os nossos fi-
lhos, estarão seguramente orgulhosos pela dignidade como renasce-
mos e nos tornámos pais de milhares de filhos como os nossos e os
abraçamos como se Filhos de um Deus Maior se tratassem!
A exposição fotográfica Mais Perto do que é Raro não é mais do que a
dignificação de rostos como os do Marco e da Celia. São os gritos que
eles não conseguiram proferir, numa tentativa de se fazerem ouvir ao
mais alto nível, mas que nós compreendemos como ninguém.
“Ajudem-nos a viver” diriam eles... “Dignifiquem os seus direitos” -
diremos nós!

Esta exposición fotográfica representa la esperanza, ilusión y lucha
de las personas con enfermedades raras (ER) y sus familias. Desde
FEDER hay un compromiso adquirido para defender, proteger y pro-
mover los derechos de los más de 3 millones de personas con patolo-
gías poco frecuentes en España.
FEDER une a toda la comunidad de familias, haciendo visibles sus
necesidades comunes y proponiendo soluciones para mejorar su espe-
ranza y calidad de vida. Unidos, el movimiento asociativo lucha para
que se garantice en condiciones de equidad, la plena integración so-
cial, sanitaria, educativa y laboral de las personas afectadas.
Todas las imágenes presentes en esta exposición transmiten la espe-
ranza y fuerza que las personas con enfermedades poco frecuentes
demuestran en la búsqueda día a día por normalizar la imagen de este
tipo de patologías, porque raras son las enfermedades no las personas.
Muchas son las personas que se pueden sentir identificadas con las
fotografías expuestas, y eso llena de magia esta muestra que tiene en-
tre sus objetivos acercar a la población las vivencias y experiencias de
los miles de personas que padecen este tipo de patologías.
Entre los valores que FEDER defiende se encuentran el valor de lo
minoritario, la unidad, el valor de las personas, la equidad, la accesibi-
lidad. Y todos estos valores se encuentran reflejados en estas imágenes
que expresan las circunstancias, vivencias y situaciones que día a día
viven los afectados y sus familias. Realidades que deben ser conocidas
por la sociedad para poder actuar y unirse en la defensa de los dere-
chos de estas personas.
Quisiera agradecer el haber hecho posible esta exposición que nos da
fuerza para seguir en nuestra labor diaria por mejorar la calidad de
vida de las personas con ER. Paso a paso estamos consiguiendo gran-
des logros que suponen un soplo de esperanza e ilusión para todos y
están siendo posibles gracias a la entrega de muchas personas que
quieren construir un mundo mejor.

It is very possible that someone you know is living with a rare disease.
Perhaps a neighbour or a friend. A colleague... or a family member.
Over 6000 different rare diseases have been identified to date. While
each one may affect only a few people, taken collectively, all of these
rare diseases impact 30,000,000 people in Europe alone. Yet many
people are not aware of this.
Thus we are very happy that the beautiful ‘Closer’ than ‘Rare’... Photo
Exhibition, compiled and organised by the Portuguese Rare Diseases
Federation (FEDRA), is being displayed at the European Parliament.
It is crucial to raise awareness for rare diseases and the challenges
they pose – including the global lack of knowledge, diagnostics, rese-
arch, medicines, and social support.
The European Organisation for Rare Diseases (EURORDIS) has been
advocating on behalf of people with rare diseases since 1997. Today,
we represent over 600 rare disease patient organisations in more than
50 countries, and encompassing over 4000 different rare diseases.
Our overall mission is to build a strong pan-European community able
to speak with one voice, to act together, to engage with all stakehol-
ders in order to create positive change for all people with rare dise-
ases. EURORDIS is actively involved in the rare disease and orphan
medicine‐related initiatives of the European Parliament, the European
Commission and the European Medicines Agencies. The Portuguese
Rare Diseases Federation, FEDRA, established in 2008, is a valued
member of EURORDIS. The ‘Closer’ than ‘Rare’... Photo Exhibition,
created by FEDRA, represents an example of FEDRA’s commitment
to Improving the recognition and visibility of rare diseases. The ‘Clo-
ser’ than ‘Rare’... Photo Exhibition captures the unwavering spirit of
people living with a rare disease and communicates the very important
message that people with rare diseases are much more than their di-
sease. While their disease is a part of who they are, it does not define
them. People with a rare disease are in fact, like anyone else. And like
anyone else, they deserve the resources and care that allow them to
enjoy the best life possible.

A síndrome auto-inflamatória associada
à Criopirina (CAPS) inclui três doenças
relacionadas com um defeito no mesmo
gene. As três doenças diferem entre si
mediante os órgãos envolvidos e a gravi-
dade da doença, e incluem síndroma Cró-
nica Infantil Neurológica Cutânea e Arti-
cular (CINCA), síndroma de Muckle-Wells
e síndrome Autoinflamatória Familiar ao
Frio. A CAPS é uma doença autossómi-
ca dominante (em que uma mutação em
apenas uma cópia do gene herdado de um
dos pais causa a doença).
Cryopyrin-associated autoinflammatory
syndrome (CAPS) includes three diseases
related to a defect in the same gene. The
three diseases differ in the organs in-
volved and in the severity of the disease,
and includes Chronic Inflammatory Neu-
rological Cutaneous Articular syndrome
(CINCA), Muckle-Wells syndrome and Fa-
milial cold autoinflammatory syndrome.
CAPS is inherited as an autosomal domi-
nant disease (in which a mutation in only
one copy of the gene inherited from one
parent is sufficient to cause disease).

Doença que afecta, principalmente, a fun-
ção renal. Esta condição, que pode ocor-
rer em qualquer idade, provoca a for-
mação de coágulos sanguíneos anormais
(trombos) nos pequenos vasos sanguíne-
os dos rins. Estes coágulos podem causar
graves problemas de saúde uma vez que
podem bloquear o fluxo de sangue. Este
síndroma é caracterizado por três prin-
cipais características: anemia hemolítica,
trombocitopenia e insuficiência renal.
Atypical Hemolytic-Uremic Syndrome is
a disease that primarily affects kidney
function. This condition, which can occur
at any age, causes abnormal blood clots
(thrombi) to form in small blood vessels
in the kidneys. These clots can cause se-
rious medical problems if they restrict or
block blood flow. Atypical hemolytic-ure-
mic syndrome is characterized by three
major features related to abnormal clot-
ting: hemolytic anemia, thrombocytope-
nia, and kidney failure.

Doença muscular progressiva que afec-
ta principalmente os membros superio-
res, no entanto, os membros inferiores
também podem ser afectados. Os sinais
e sintomas incluem fraqueza nas mãos
e antebraços e, menos frequentemente
(e geralmente menos grave), a fraqueza
nos membros inferiores. As pessoas com
esta neuropatia podem sentir cólicas,
contracções involuntárias ou espasmos
e atrofia dos músculos afectados.
Multifocal Motor Neuropathy is a pro-
gressive muscle disorder that primar-
ily affects the upper limbs, however the
lower limbs can also be affected. Signs and
symptoms include weakness in the hands
and lower arms, and less often (and typi-
cally less severe) weakness in the lower
limbs. People with this neuropathy may
experience cramping, involuntary con-
tractions or twitching, and wasting of af-
fected muscles.

A Mucopolissacaridose tipo 6 (MPS 6) é
uma doença do armazenamento lisosso-
mal com envolvimento multissistémico
progressivo, associado a uma deficiência
da enzima arilsulfatase B (ASB), levando
à acumulação de sulfato de dermatano.
A displasia esquelética característica in-
clui baixa estatura, disostose múltipla e
doença articular degenerativa.
Mucopolysaccharidosis type 6 (MPS 6) is a
lysosomal storage disease with progres-
sive multisystem involvement, associated
with a deficiency of arylsulfatase B (ASB)
leading to the accumulation of dermatan
sulfate. The characteristic skeletal dys-
plasia includes short stature, dysostosis
multiplex and degenerative joint disease.
