O
caminho ganha novos contornos e a paisagem fica mais verde e es-
paçada. Avançando para o norte da Região Metropolitana de Cam-
pinas (RMC) pela rodovia General Milton Tavares de Souza (SP-332),
a predominância fabril dá espaço à economia rural. Apinhadas sobre colinas,
chácaras exibem laranjeiras, plantações de cana-de-açúcar e outras culturas,
entre uma ou outra corporação.
Agricultor, Gilson Modro reside em Conchal, extremo norte da SP-332. Para
vender abacate, mandioca e manga nas Centrais de Abastecimento de Campi-
nas (Ceasa), tem de percorrer toda rodovia e pagar tarifa em duas praças. Há
15 anos comercializando na central campineira, ele explica que o valor de seu
frete aumentou em R$ 1 mil após o pedágio. “Meu custo dobrou. O valor que
gasto em pedágio é praticamente o mesmo do diesel”, revela.
Modro diminuiu seu fluxo de cinco para três viagens semanais pelo aumento.
Os dois dias resultam numa diferença negativa para o agricultor. “Na safra da
manga, chego a perder R$ 5 mil mensais”, expõe o sitiante, acrescentando que
a mesma dura cinco meses. “Não bastasse isso, gasto com manutenção porque
lá só o acostamento melhorou um pouco”, reporta.
Engenheiro Coelho, município vizinho a Conchal e com cerca de 15 mil ha-
bitantes, também tem sua economia baseada na produção agrícola. Chefe de
Gabinete do município, Denis da Cruz (PSDB) indica que o pedágio desestimula
a produção rural já que aumenta o custo da produção, mas não do produto.
“O insumo agrícola sobe, mas o produto jamais vai ser valorizado por causa
de um pedágio. Também sou produtor rural e faz 20 anos que o saco de milho
está custando R$ 17. Já subiu a semente do milho, o adubo... Mas o produto
não”, relata.
Fuga
A instalação da praça de pedágio no quilômetro 159,7 onerou o trecho que
interliga Conchal e Engenheiro Coelho a Artur Nogueira, no sentido de Campi-
nas. Para Cruz, um equívoco em vista da dependência que existe entre as urbes
da RMC. “Os munícipes tem em Artur Nogueira uma cidade mãe e o pedágio
dificulta o acesso ao município vizinho”.

he road gains new contours and the landscape becomes greener and
more spaced. Traveling to the north of the Metropolitan Region of
Campinas (MRC) on General Milton Tavares de Souza (SP-332) highway,
the manufacturing predomination gives way to the rural economy. Piled on
hills, small farms display orange, sugar cane plantations and other crops -
between one corporation and another.
Farmer, Gilson Modro resides in Conchal, north end of SP-332. In order to
sell his avocados, mangos and cassava at the Supply Centers of Campinas
(CEASA), he has to travel the entire length of the highway and pay toll at two
turnpikes. After trading for 15 years in the Campinas marketplace, he explains
that after the toll the cost of freight increased in R$ 1,000. “My expenses have
doubled. The amount I pay on tolls is basically the same I spend on diesel,” he
reveals.
Modro decreased his commute from five to three trips a week because of
the added cost. The two-day difference results in a negative balance for the
farmer. “During the mango season, I lose up to R$ 5,000 per month,” the
farmer explains, adding that the season lasts for five months. “On top of that, I
have regular maintenance expenses since only the highway shoulder improved
a little,” he complains.
Engenheiro Coelho, Conchal’s neighboring city of about 15,000
inhabitants, also has its economy based on agricultural production. Chief of
Staff of the municipality, Denis da Cruz says that the toll discourages rural
production because it increases the cost of production but not value of the
produce. “Agricultural input prices rise, but the product will never increase its
value because of a toll. I am also a farmer and for 20 years the bag of maize
has been costing R$ 17.00. The price of seed corn, fertilizer has already
increased... But not the price of the product,” he reports.
Escape
The installation of the turnpike at Km 159.7 burdened the stretch of highway
bound for Campinas that connects Conchal and Engenheiro Coelho to Artur
Nogueira. For Cruz this is a mistake, in view of the dependency that exists

2. between the cities of the MRC. “The residents have in Artur Nogueira a mother
city and the toll hinders access to the adjacent municipality.”
A side road that connects Engenheiro Coelho to a rural neighborhood
travels parallel to the toll road allowing motorists to get ahead one kilometer
past the turnpike, hence evading the charge. The rustic road is mainly used
to transport local agricultural products and has received heavy traffic after the
installation of the toll booth. This is what assures merchant Gloria Lee, who
has witnessed the fact from her establishment.” The high-traffic happened
overnight,” she says.
Owner of stud farm Coudelaria do Sol (Stable of the Sun), Daniela Reimann
also confirms that the flow of vehicles has grown in the region. She explains
that it is now dangerous to exercise the animals on the road and her expenses
with machinery increased due to road conditions. “It was very unfortunate the
location chosen for the installation of the turnpike. It is especially inappropriate
for small ranchers,” she believes.
Education
Maria Esperança has lived on a highway side farm for 25 years. The new
toll booth was built in front of her property, which mainly produces oranges.
Maria says the new barrier affects the delivery of her homemade products and
also the deliveries of her husband. “Sometimes he needs to go to Engenheiro
Coelho three times a day. Do you think I’m going to pay toll three times a
day?” she asks. The rural resident says she contacted executives from the
concession company and explained her problem. “They had two meetings
where I presented my case, but nothing seems to be happening, it’s not
working out,” she presumes.
Uma estrada vicinal que interliga Engenheiro Coelho a um bairro rural, corta
também o pedágio em paralelo, permitindo aos motoristas avançar até um
quilômetro após a área de cobrança, burlando o imposto. Rústica, a estrada
serve para escoamento da produção agrícola e tem recebido tráfego intenso
após a instalação da praça. É o que garante a comerciante Glória Lima, que
presenciou o fato de seu estabelecimento. “O movimento aconteceu da noite
pro dia”, declara.
Proprietária do haras Coudelaria do Sol, Daniela Reimann também confirma
que o fluxo de veículos cresceu na região. Ela explica que agora é perigoso
exercitar os animais na via e que seu desgaste com maquinários aumentou em
função das condições da estrada. “Foi muito infeliz o local de instalação da
praça. É impróprio principalmente para os pequenos sitiantes”, opina.
Ensino
Há 25 anos Maria Esperança mora em uma fazenda a beira da rodovia.
A nova estação de pagamento pelo uso da via foi construída em frente à sua
propriedade, que produz predominantemente laranja. Maria diz que a nova
barreira prejudica suas entregas de produtos caseiros e também as entregas
do esposo. “Tem dia que ele precisa ir três vezes a Engenheiro Coelho. Você
acha que vou pagar pedágio três vezes por dia?”. A ruralista conta que já pro-
curou os responsáveis da concessionária e expôs seu problema. “Tiveram duas
reuniões que eu falei do meu caso, mas parece que está parado, não estão
resolvendo”, presume.
“Minha prioridade é o estudo da minha filha. Pra ir a aula tem que pagar dois
pedágios por dia. Um pra ir e outro pra voltar porque não tem onde passar”,
explica. Antes do pedágio, Maria Esperança acessava a SP-332 pela vicinal,
fazia um retorno e tomava a Estrada Municipal Pr. Walter Boger, onde está
localizada a escola. Com a instalação do pedágio, o retorno foi extinto (veja
infográfico na página 66) e ela precisa pagar a taxa todas as vezes que leva ou
busca a criança no local.
Em meio à área agrícola, o Centro Universitário Adventista de São Paulo,
campus Engenheiro Coelho (Unasp-EC) é um complexo que atua desde a Edu-
cação Básica até o Ensino Superior e atende 3,2 mil alunos da região. Além dos
estudantes, moradores de condomínios residenciais no entorno da instituição
também utilizavam o retorno constantemente para sair em direção a Campinas
ou São Paulo.
Diretor geral do campus, Paulo Martini considera o pedágio algo “útil e ne-
cessário para manter estradas em boas condições, inclusive evitar acidentes e
poupar vidas”. No entanto, considera preocupante o local onde foi instalada a
praça; “considerando que o Centro Universitário está localizado nos municípios
de Engenheiro Coelho e Artur Nogueira, a praça de Pedágio faz um bloqueio
entre a comunidade e a Universidade, dificultando as ações entre ambas”.
Por outro lado, o diretor fala da sensibilidade que encontrou na diretoria da
Rota das Bandeiras, que sinalizou uma atenção especial para os alunos que
necessitam passar pela praça do Pedágio a partir deste semestre. “Nas duas
reuniões em que foram apresentadas as preocupações dos alunos, a diretoria
da Rota das Bandeiras demonstrou muito interesse em ajudar a resolver esta
questão e já apresentou uma proposta que minimiza o custo do pedágio para
o aluno”.
Denis da Cruz, chefe de gabinete de Engenheiro Coelho, conta que ele e
a prefeita Rosemeire Scholl (PSDB) também estiveram com representantes da
Artesp e depõe que o pedágio inibe empresas de virem para a cidade, embora
a cidade esteja dentro da RMC. “Os grandes pólos de venda são Campinas,
São Paulo; e Engenheiro Coelho está sitiada pelos pedágios. O município não
tem o que fazer, está brigando contra o governo do estado”, decepciona-se.

3. placed in a bad location, which could be a problem. “Considering that
the school is situated in a position between Engenheiro Coelho and Artur
Nogueira, the toll became a barrier that separates the community from the
University. This situation hinders the interaction between both parties involved.
On the other hand, the principal noticed a positive response coming from
Rota da Bandeira’s board of directors. They seemed to give special attention to
the students who will pass through the toll. “Two meetings were held to present
the students’ concerns over the case. The board appeared to be interested in
the resolution of this issue. They even offered a proposal which would lower the
price for students.
Denis da Cruz, Chief of Staff of Engenheiro Coelho, said he and the mayor
Rosimeire Scholl have also met with representatives of ARTESP and indicates
that the toll “inhibits businesses from coming to our town, regardless being
part of the MRC. The great commercial poles are Campinas, São Paulo; and
Engenheiro Coelho is besieged by toll roads. The municipality has no where to
go and is fighting against the state government,” says disappointingly.
“My priority is my daughter’s education. To go to school we have to pay two
tolls everyday. One to go and another to get back because there is no other
access,” she explains. Before the toll, Maria Esperança would access SP-332
using the marginal road, make a u-turn and take municipal Road Pastor Walter
Boger, where the school is located. With the construction of the tollbooths, the
u-turn intersection was demoed and she has to pay the fee every time she takes
her child to, and back from school.
In the midst of the farmland, the Adventist University Center of São Paulo,
Campus Engenheiro Coelho (UNASP-EC) is an institution that offers from
elementary to higher education and serves over 3200 students from across the
region. In addition to students, also residents of communities surrounding the
institution constantly used the u-turn intersection to go towards Campinas and
São Paulo.
Director and Dean of the institution, Paulo Martini believes the toll is
something “useful and necessary to keep roads in good condition, including
to prevent accidents and to save lives.” However, he thinks that the tolls were
