Presentation by Ms. Leisa Perch from the International Policy Centre for Inclusive Growth (IPC-IG) at the II National Development Conference (CODE/IPEA). This presentation is based on largely on IPC-IG's Poverty in Focus magazine #23 and speaks to four key areas/messages: (i) Intersections of environmental risk and poverty and social risk and the environment are fundamental to the inclusiveness of growth; (ii) Both structural and situational in nature, they require solutions that focus on both participation and benefit-sharing; (iii) Relevant policy innovations exist and need to be up-scaled; (iv) A focus on the quality of growth will be key in sustaining progress.

- Even the tension between adaptation and mitigation is a symptom of the tension between the macro and the micro.
- 1.A healthy environment can be a necessary but not sufficient condition to lift people out of poverty – some of the deepest poverty readings take place in pristine environments 2. This can turn into a complex optimization problem, one which the target is not to maximize a single variable but rather to find the best balance among several. 3. Over the past 50 years this has resulted in the six fold increase of the global economy. The effects of this growth has not been trivial; more than half of all ecosystem services are degraded or being used unsustainably….the notion some sectors of society might have to sacrifice some consumption to achieve a world free of poverty under conditions of sustainability is still anathema to some countries in the developed and developing worlds. 4. Demands time and attention from qualified staff – a generally scarce resource. It can also entail re-accommodation of expenditures between sectors because realizing the benefits of poverty-environment mainstreaming can require increases in environmental spending, a potentially difficult choice for a policy maker with limited resources. 5. Projects that provide technical support to countries in order to integrate P and E policies should priorities those interventions in which pay offs are maximized, preferably in the short run, and use these as building blocks for more complex efforts.
