• In many countries which have international sport success, like
China and Australia, the national sport program is implemented
and coordinated by a national organization and achieve all levels
of sports organizations (HOULIHAN and GREEN, 2008)
There are not clear task descriptions, because NOC and
Ministry of Sports are responsible for developing elite sport
nationally so there is an overlap of tasks
There is no strong coordination of all agencies involved in
elite sport, because different sport entities do not follow a
national guideline, and the communication is only about
financial resources transfers
It has been verificated that clubs, sport associations and
municipal governments are responsible for developing elite
sport locally

9. Brazil requires to structure its sport program and
organize its national implementation to operate
efficiently at regional levels
There should exist an integrated and coordinated
program with guidelines proposed by government
entities and national sports organizations
