B.COM SYLLABUS SECOND SEMESTER
2.6: WOMEN ENTREPRENEURSHIP
Objectives: To acquaint students with the concepts of women entrepreneurship and to familiarize
the entrepreneurial development process. Pedagogy: Classroom lecture, Assignments and Field Visit.
Unit 1: Introduction: Concept, meaning and definition of Women entrepreneur and Women
entrepreneurship, Characteristics and Types of entrepreneurs, Functions of Women entrepreneur,
evolution of Women Entrepreneurship in India, Entrepreneurial skills and competency requirements
for women entrepreneur, Role of Women entrepreneurship in economic development. (15 Hours)
Unit 2: Opportunities and challenges faced by women entrepreneurs: Challenges faced by Women
entrepreneurs, Opportunities for an entrepreneurial career, measure to improve women
entrepreneurship, factors influencing the women entrepreneurship, entrepreneurial motivation
concept. (10 Hours)
Unit 3: Role of financial institution in support of women entrepreneurial activities: SIDBI, DIC, CEDOK,
RUDSETI, SFC, EDII, KVIC, (objectives and functions), Long term and Short term financing. Women
empowerment through Entrepreneurship Development Programmes. (15 Hours)
Unit 4: Government Schemes and Institutional support to Promote Women Entrepreneur: Trade
Related Entrepreneurship Assistance and Development (TREAD) scheme for Women, AWAKE,
NAYE, Mahila Coir Yojana, Mahila Udyam Nidhi, Stand-up India, Annapurna Scheme, Stree Shakti
Package For Women Entrepreneurs, Bharatiya Mahila Bank Business Loan, Dena Shakti Scheme,
Udyogini Scheme, Cent Kalyani Scheme, Mahila Udyam Nidhi Scheme, Mudra Yojana Scheme For
Women, Orient Mahila Vikas Yojana Scheme, etc. (20 Hours)
Unit 5: Project Identification and Formulation: Meaning of project, project identification, project
selection, project formulation: meaning, significance, contents, formulation steps, Planning
Commission’s Guidelines for formulating a Project report, Specimen of a project report. (10 Hours)

DISTRICT INDUSTRIES
CENTRE (DIC)
DISTRICT INDUSTRIES CENTRE (DIC)
The ‘District Industries Centre’ (DICs) programme was started by the
central government in 1978 with the objective of providing a focal point for
promoting small, tiny, cottage and village industries in a particular area and
to make available to them all necessary services and facilities at one place.
The finances for setting up DICs in a state are contributed equally by the
particular State Government and the Central Government.
To facilitate the process of small enterprise development, DICs have
been entrusted with most of the administrative and financial powers. For
purpose of allotment of land, work sheds, raw materials etc., DICs functions
under the ‘Directorate of Industries’. Each DIC is headed by a General
Manager who is assisted by four functional managers and three project
managers to look after the following activities :
ACTIVITIES OF DISTRICT INDUSTRIES
CENTRE (DIC):
i. Economic Investigation
ii. Plant and Machinery
iii. Research, education and training
iv. Raw materials
v. Credit facilities
vi. Marketing assistance
vii. Cottage industries
OBJECTIVES OF DISTRICT INDUSTRIES CENTRE
(DIC):
The important objectives of DICs are as follow :
i. Accelerate the overall efforts for industrialisation of the district.
ii. Rural industrialisation and development of rural industries and
handicrafts.
iii. Attainment of economic equality in various regions of the district.
iv. Providing the benefit of the government schemes to the new
entrepreneurs.
v. Centralisation of procedures required to start a new industrial unit and
minimisation- of the efforts and time required to obtain various permissions,
licenses, registrations, subsidies etc.
FUNCTIONS OF DISTRICT INDUSTRIES CENTRE
(DIC):
1. Acts as the focal point of the industrialisation of the district.
2. Prepares the industrial profile of the district with respect to : Statistics and
information about existing industrial units in the district in the large,
Medium, small as well as co-operative sectors.
3. Opportunity guidance to entrepreneurs.
4. Compilation of information about local sources of raw materials and their
availability.
5. Manpower assessment with respect to skilled, semi-skilled workers.
6. Assessment of availability of infrastructure facilities like quality testing,
research and development, transport, prototype development, warehouse etc.
7. Organises entrepreneurship development training programs.
8. Provides information about various government schemes, subsidies, grants
and assistance available from the other corporations set up for promotion of
industries.
9. Gives SSI registration.
10.Prepares techno-economic feasibility report.
11.Advices the entrepreneurs on investments.
12.Acts as a link between the entrepreneurs and the lead bank of the district.
13.Implements government sponsored schemes for educated unemployed people
like PMRY scheme, Jawahar Rojgar Yojana, etc.
14.Helps entrepreneurs in obtaining licenses from the Electricity Board, Water
Supply Board, No Objection Certificates etc.
15.Assist the entrepreneur to procure imported machinery and raw materials.
16.Organises marketing outlets in liaison with other government agencies.

ENTREPRENEURSHIP
DEVELOPMENT OF KARNATAKA
(CEDOK)
CEDOK Established in 1992 is a Government of Karnataka Organisation promoted by the
Department of Industries and Commerce with the support of State level industrial
developmental agencies such as :
• Karnataka State Small Industries Development Corporation (KSSIDC),
• Karnataka State Financial Corporation (KSFC),
• Karnataka State Industrial Investment Development Corporation (KSIIDC),
• Karnataka Industrial Area Development Board (KIADB),
• and national level financial institutions such as
• Industrial Development Bank of India (IDBI),
• Industrial Finance Corporation of India (IFCI),
• Industrial Credit and Investment Corporation of India (ICICI) and
• Government of India through Development Commissioner (SSI), New Delhi
with a objective to contribute to the development and dispersal of entrepreneurship by
undertaking various entrepreneurship development and skill development / upgradation
training programmes thus expand the social and economical base of entrepreneurial class

VISION & MISSION:
Vision
1. To become a centre of Excellence in Entrepreneurship
education and training.
2. Resource centre for research and project guidance for
entrepreneurial opportunities.
Mission
To facilitate emergence of enterprising generation of
entrepreneurs and to facilitate transition of existing Small and
Medium Enterprises into nimble footed, growth-oriented
enterprises through education, training, research & institution
building.
Based on this belief, the mission of CEDOK is:
 To augment the supply of entrepreneurs through education, training
& research
 To produce multiplier effect on opportunities for self employment
 To improve the managerial capabilities of small entrepreneurs.
 To contribute to the dispersal of entrepreneurship and thus expand
the social base of the entrepreneurial class in urban / rural areas.
 To be a centre of learning for trainer – motivators on
entrepreneurship development.
 To contribute in growth of entrepreneurship culture, spirit and
entrepreneurship development in developing countries.
The centre has an established statewide reputation and currently offers
structured and specific entrepreneurship development programmes of value
and assistance to the first generation potential entrepreneurs. CEDOK has
Joint Directors assisted by programme assistants. Officers who act as full
time trainer-motivator in all the district headquarters throughout the
state. Its endeavour is to cater to the needs of the entrepreneurs and escort
them till they establish successful enterprises.
The centre focuses on a co-ordinated approach. The participants are
provided with an opportunity to talk one-to-one or to participate in group
sessions. The faculty and officers are always willing to provide suitable
advice to help make your experience at the centre fulfilling as possible. A
good way to evaluate a programme is by seeing how much it can do for
you in the classroom. In this area, CEDOK really excels.
CEDOK’S EXPERTISE

CEDOK-ITS LOCATION :
The Centre for Entrepreneurship Development of Karnataka (CEDOK),
an autonomous organization, registered on 15th May 1992, is promoted
by the Government of Karnataka and supported by the Department of
Skill Development, Entrepreneurship and Livelihood, GOK.
PARTICIPANTS :
CEDOK conducts programmes for individuals without any family
background or experience in business or industry. Programmes are
specially designed and fine tuned to cater to the requirements of the
participants, such as middle-level managers, teachers, accountants,
traders, fresh graduates from technical and non-technical institutions,
artisans, school and college dropouts, women and backward or
minority communities.

TEACHING & LEARNING ENVIRONMENT
FACULTY :
The Centre has Highly experienced Faculty members with appropriate
Qualifications and Training.
The Faculty members specialized in Entrepreneurial Motivation, Project
Opportunity Guidance, Small Enterprise Management, Project Management,
Micro enterprise creation, Group Entrepreneurship, Project Appraisal, Micro
Finance, Monitoring and Evaluation studies etc. who regularly consult with
industry, trade and Government organizations. This enables the reality of
today’s world into the class rooms.
Computer Centre :
Latest computers are available for faculty with high speed data.
Library and information centre:
Participants have access to a specialised collection of books, directories,
newsletters, periodicals, journals, reports, video cassettes and dissertation
extracts.
Campus accommodation:
Hostel facility which can accommodate 24 partcipants.
Auditorium & Seminar halls:
The auditorium can accommodate 300 participants. It has two green rooms
and is equipped with a projector, acoustic and lighting equipment.
CEDOK offers many opportunities for an entrepreneur to
expand his horizons, attain expertise in entrepreneurship, and
plan careers as successful entrepreneurs.

(10 Hours) Unit 3: Role of financial institution in support of women entrepreneurial activities: SIDBI, DIC, CEDOK, RUDSETI, SFC, EDII, KVIC, (objectives and functions), Long term and Short term financing. Women empowerment through Entrepreneurship Development Programmes. (15 Hours) Unit 4: Government Schemes and Institutional support to Promote Women Entrepreneur: Trade Related Entrepreneurship Assistance and Development (TREAD) scheme for Women, AWAKE, NAYE, Mahila Coir Yojana, Mahila Udyam Nidhi, Stand-up India, Annapurna Scheme, Stree Shakti Package For Women Entrepreneurs, Bharatiya Mahila Bank Business Loan, Dena Shakti Scheme, Udyogini Scheme, Cent Kalyani Scheme, Mahila Udyam Nidhi Scheme, Mudra Yojana Scheme For Women, Orient Mahila Vikas Yojana Scheme, etc. (20 Hours) Unit 5: Project Identification and Formulation: Meaning of project, project identification, project selection, project formulation: meaning, significance, contents, formulation steps, Planning Commission’s Guidelines for formulating a Project report, Specimen of a project report. (10 Hours)

Centre for Entrepreneurship Development of Karnataka (CEDOK) 4. Rural Development and Self Employment Training Institute (RUDSETI) 5. State Financial Corporation (SFC) 6. Entrepreneurship Development Institute of India (EDII) 7. The Khadi and Village Industries Commission (KVIC) 8. Long term and short term financing. 9. Women Empowerment through Entrepreneurial Development Programmes.
  • 5. DISTRICT INDUSTRIES CENTRE (DIC) The ‘District Industries Centre’ (DICs) programme was started by the central government in 1978 with the objective of providing a focal point for promoting small, tiny, cottage and village industries in a particular area and to make available to them all necessary services and facilities at one place. The finances for setting up DICs in a state are contributed equally by the particular State Government and the Central Government. To facilitate the process of small enterprise development, DICs have been entrusted with most of the administrative and financial powers. For purpose of allotment of land, work sheds, raw materials etc., DICs functions under the ‘Directorate of Industries’. Each DIC is headed by a General Manager who is assisted by four functional managers and three project managers to look after the following activities :
  • 6. ACTIVITIES OF DISTRICT INDUSTRIES CENTRE (DIC): i. Economic Investigation ii. Plant and Machinery iii. Research, education and training iv. Raw materials v. Credit facilities vi. Marketing assistance vii. Cottage industries
  • 7. OBJECTIVES OF DISTRICT INDUSTRIES CENTRE (DIC): The important objectives of DICs are as follow : i. Accelerate the overall efforts for industrialisation of the district. ii. Rural industrialisation and development of rural industries and handicrafts. iii. Attainment of economic equality in various regions of the district. iv. Providing the benefit of the government schemes to the new entrepreneurs. v. Centralisation of procedures required to start a new industrial unit and minimisation- of the efforts and time required to obtain various permissions, licenses, registrations, subsidies etc.
  • 8. FUNCTIONS OF DISTRICT INDUSTRIES CENTRE (DIC): 1. Acts as the focal point of the industrialisation of the district. 2. Prepares the industrial profile of the district with respect to : Statistics and information about existing industrial units in the district in the large, Medium, small as well as co-operative sectors. 3. Opportunity guidance to entrepreneurs. 4. Compilation of information about local sources of raw materials and their availability. 5. Manpower assessment with respect to skilled, semi-skilled workers. 6. Assessment of availability of infrastructure facilities like quality testing, research and development, transport, prototype development, warehouse etc. 7. Organises entrepreneurship development training programs.
  • 9. 8. Provides information about various government schemes, subsidies, grants and assistance available from the other corporations set up for promotion of industries. 9. Gives SSI registration. 10.Prepares techno-economic feasibility report. 11.Advices the entrepreneurs on investments. 12.Acts as a link between the entrepreneurs and the lead bank of the district. 13.Implements government sponsored schemes for educated unemployed people like PMRY scheme, Jawahar Rojgar Yojana, etc. 14.Helps entrepreneurs in obtaining licenses from the Electricity Board, Water Supply Board, No Objection Certificates etc. 15.Assist the entrepreneur to procure imported machinery and raw materials. 16.Organises marketing outlets in liaison with other government agencies.

CEDOK Established in 1992 is a Government of Karnataka Organisation promoted by the Department of Industries and Commerce with the support of State level industrial developmental agencies such as : • Karnataka State Small Industries Development Corporation (KSSIDC), • Karnataka State Financial Corporation (KSFC), • Karnataka State Industrial Investment Development Corporation (KSIIDC), • Karnataka Industrial Area Development Board (KIADB), • and national level financial institutions such as • Industrial Development Bank of India (IDBI), • Industrial Finance Corporation of India (IFCI), • Industrial Credit and Investment Corporation of India (ICICI) and • Government of India through Development Commissioner (SSI), New Delhi with a objective to contribute to the development and dispersal of entrepreneurship by undertaking various entrepreneurship development and skill development / upgradation training programmes thus expand the social and economical base of entrepreneurial class Centre for Entrepreneurship Development of Karnataka (CEDOK)
  • 12. VISION & MISSION: Vision 1. To become a centre of Excellence in Entrepreneurship education and training. 2. Resource centre for research and project guidance for entrepreneurial opportunities. Mission To facilitate emergence of enterprising generation of entrepreneurs and to facilitate transition of existing Small and Medium Enterprises into nimble footed, growth-oriented enterprises through education, training, research & institution building.

Based on this belief, the mission of CEDOK is:  To augment the supply of entrepreneurs through education, training & research  To produce multiplier effect on opportunities for self employment  To improve the managerial capabilities of small entrepreneurs.  To contribute to the dispersal of entrepreneurship and thus expand the social base of the entrepreneurial class in urban / rural areas.  To be a centre of learning for trainer – motivators on entrepreneurship development.  To contribute in growth of entrepreneurship culture, spirit and entrepreneurship development in developing countries.

The centre has an established statewide reputation and currently offers structured and specific entrepreneurship development programmes of value and assistance to the first generation potential entrepreneurs. CEDOK has Joint Directors assisted by programme assistants. Officers who act as full time trainer-motivator in all the district headquarters throughout the state. Its endeavour is to cater to the needs of the entrepreneurs and escort them till they establish successful enterprises. The centre focuses on a co-ordinated approach. The participants are provided with an opportunity to talk one-to-one or to participate in group sessions. The faculty and officers are always willing to provide suitable advice to help make your experience at the centre fulfilling as possible. A good way to evaluate a programme is by seeing how much it can do for you in the classroom. In this area, CEDOK really excels.
  • 15. CEDOK’S EXPERTISE 1. Designing and conducting entrepreneurship development programmes throughout Karnataka. 2. Designing self employment training programmes for unemployed youth. 3. Skill training programmes for women and rural youth. 4. Management development programmes. 5. Faculty development programmes. 6. Market survey and business plan preparation. 7. Conducting monitoring and evaluation studies.

CEDOK-ITS LOCATION : The Centre for Entrepreneurship Development of Karnataka (CEDOK), an autonomous organization, registered on 15th May 1992, is promoted by the Government of Karnataka and supported by the Department of Skill Development, Entrepreneurship and Livelihood, GOK. PARTICIPANTS : CEDOK conducts programmes for individuals without any family background or experience in business or industry. Programmes are specially designed and fine tuned to cater to the requirements of the participants, such as middle-level managers, teachers, accountants, traders, fresh graduates from technical and non-technical institutions, artisans, school and college dropouts, women and backward or minority communities.

The Faculty members specialized in Entrepreneurial Motivation, Project Opportunity Guidance, Small Enterprise Management, Project Management, Micro enterprise creation, Group Entrepreneurship, Project Appraisal, Micro Finance, Monitoring and Evaluation studies etc. who regularly consult with industry, trade and Government organizations. This enables the reality of today’s world into the class rooms.

Library and information centre: Participants have access to a specialised collection of books, directories, newsletters, periodicals, journals, reports, video cassettes and dissertation extracts. Campus accommodation: Hostel facility which can accommodate 24 partcipants. Auditorium & Seminar halls: The auditorium can accommodate 300 participants. It has two green rooms and is equipped with a projector, acoustic and lighting equipment.
