BACKGROUND
 since the start of world war 2, the congress had started a
movement against British government in India. Congress
ministries resigned from 27th October till 15th November 1939 as
protest.
 As British suffered many defeats in the early years of the war
therefore, Viceroy of India Lord Linlithgow made constitutional
assurances to the Indian leadership and offered to increase the
number of Indian members in governor generals Executive
council in August 1940..
Introduction
 congress started civil disobedience movement.
 11th March 1942 the British P.M announced a mission
will be sent to India with a draft declaration.
 In march 1942 Sir Stafford published the draft
proposals.
Proposals
 At the end of World War a constituent assembly
will be established.
 The constituent Assembly will be elected by Lower
House of all Provincial legislative assemblies.
 Any province will be free to remain out of the
union.
 Britain will sign a treaty on all important subjects.
 States will have the power to revise treaty
arrangements
 The Viceroy of India Lord Wavell wanted to check the popularity of the
political parties, after the disagreement of Congress and Muslim league on
the issue of representation of 5 Muslim members to the executive Council.
 Lord Wavell announced that elections will be held for central and
provincial assemblies in Dec 1945 and Jan 1946.
 During the elections out of 100 seats in central assembly 30 seats were
nominated for Muslims and in all Provincial assemblies total number of
seats for Muslims were 482 seats.
 the Elections were contested by all the political parties like Muslim
League, Congress, Punjab Unionist party, Hindu Mahasaba Party….etc
 Congress contested the election on the basis of united
India and total representation of all the ethnic
communities of India.
 Muslim League contested the elections in the Name of a
separate state for Muslims (Pakistan).
Outcome of elections
 In the central assembly the Muslim League won 30 out
of 30 seats reserved for Muslims and the result was
100%.
 In the Provincial assemblies the Muslim league won
424 seats out of 482 seats reserved for Muslims and the
result was 87%.
 this proved that Muslim league is the only
representative party of the Muslim Community in
India.
