ABSTRACT

Title:          UTILIZATION OF INFORMATION TECHNOLOGY AMONG
                HIGHER EDUCATIONAL INSTITUTIONS REGION III

         The study aimed to describe the utilization of information technology

among Comprehensive Higher Educational Institutions in Region III.

         Specifically, it aimed to answer the following questions:

   1. What is the status of the information technology facilities managed by

         Comprehensive Higher Educational Institutions in Region III of:

               1.1.1.1 Administrative offices,

               1.1.1.2 Academic offices, and

               1.1.1.3 Non-academic offices?

     2. How frequent is IT utilization in these offices as component of IT ?

     3. How competent are the faculty and staff in information technology

         utilization?

     4. What technical support is given by the HEI’s to manage the services

         demanded by faculty and students:

               4.1 Provisions of training and seminar

               4.2 Systems Engineering

               4.3 Systems integration and support
4.4 Web development, and

              4.5 Maintenance?

    5. What problems are encountered in the management of IT?

     6. What are the implications of the study to the Educational Management?

       The study used a descriptive-evaluative research method. The purpose of

the descriptive research is to describe systematically the management of

information technology with respect to the status of information technology

facilities and frequency of utilization, the competence of the personnel and

faculty in the utilization of IT and the problems encountered in management of

IT among Comprehensive Higher Educational Institutions in Region III was

identified to provide implications of the study. The evaluation aspects pertained

to the analysis by the respondents to determine the strength and weaknesses from

the results of utilization weaknesses were included and identified among the

problems.

       A set of questionnaire was administered to the respondents. Respondents

were: IT/MIS personnel, administrative personnel and faculty personnel.

Administrative consisted of the registrar, admission officer, and research and

extension officer, accounting officer and library personnel that are often utilizing

technology in performing their tasks. The faculty personnel were composed of

faculty staff under the College of Information Technology, Computer Science,

Business Administration, Education and Engineering that integrates technology

in their classroom task to enhance learning.
The population of the study consisted of the comprehensive higher

educational institutions in REGION III namely: Baliuag University-Baliuag,

Bulacan, Bulacan State University- Malolos City, Central Luzon State

University, Muñoz, Nueva Ecija, Holy Angel University-Angeles City, Tarlac

State University-Tarlac City, and Wesleyan University-Cabanatuan City. Out of

8, only 6 agreed to take part of the study.

       The research instruments were two sets of questionnaire that were

administered to the respondents. The questions were b ased on management of IT

pattern through “An Educators Guide in Evaluating Technology in Schools and

Classroom” by Holcomb (2002). One set was answered by IT/MIS personnel

concerned to described the IT utilization and identify the technical support

provided by the management to meet the services needed by the students. The

second set of questionnaire was distributed to the academic and non -academic

personnel to determine their competency and frequency of utilization of

technology in performing their daily tasks in rendering services to the clients.

       The questionnaires were presented to the experts for content validation.

Comments, suggestions, and recommendations of the evaluators were considered

for their revision.

       To determine the information technology facilities in the administrative

offices and classroom instruction the different technologies were checked for

their availability.

       To evaluate the degree or frequency of utilization the respondents rated

the IT utilization in terms of daily, when needed and never.
To evaluate competence of the faculty and staff on their IT skills level,

eight areas of competence were given for checking (computer hardware,

computer software, computer with internet connection, printer, fax machine,

scanner, liquid crystal display, and database server) this asks their ability to task

on storing, retrieving, transmitting information, and proficiency in the use of

technology tools to create and distribute new knowledge.

       To determine the problems encountered in the managem ent of IT and

evaluate the different types of technical support by the management of

Comprehensive HEI’s in IT utilization, the IT/MIS personnel were to identify the

kind of technical support and problems among the key areas for the improvement

of the services needed by the students and faculty.

   This study found that:

1. IT facilities in Administrative offices in HEI’s R-III were equipped with

   quantity which corresponds to the needs of the service. This is to complement

   the demands of the students and to comply with the requirements of the

   Commission on Higher Education to integrate technology not only for

   instructional purposes but also in the administrative offices.

2. The status of IT facilities in Academic offices of HEI’s R -III was good with a

   good number of units.

3. The status of IT facilities in Non-academic offices of HEIs R-III was low.

   There were some which started the computerization of their processes (3 out

   of 6) particularly in Property, Business centers, and Information offices.

4. Administrative and Academic staff utilized word processing and the internet
access because the computer applications were frequently used. This is

   because these applications need fewer skills and they are used in preparation

   of reports and for other office documents.

5. IT facilities such as fax machines, scanners, and LCD projectors were never

   utilized by the IT users because of their minimal utilities in offices although

   they are available.

6. Administrative and most of the Academic staffs, with the exclusion of ICT

   faculty members, never utilized the advanced technologies. They were more

   at home with basic facilities like computers and printers.

7. HEI’s staff and academic faculty members are becoming aware of the need to

   be technology literate since most of them utilized IT facil ities.

8. The biggest problem in IT management is on the cost of upgrading the

   facilities because of the fast phase in the growth of technology and each

   upgrading would cost big amount of budget. Management of IT facilities also

   entails cost and this cost is spelled out by thousand of pesos.

This study recommends the following:

   1.    The Comprehensive Higher Educational Institutions in Region III

         should bank on the growing utilization of IT facilities to implement

         intensively the maximum utilization of all IT facilities in the campus

         and promote the utilization more on advanced technologies.

   2.    The Management of Comprehensive Higher Educational Institutions in

         Region III should be prepared to allocate funding for their IT facilities
upgrading because of the fast trend in IT upgrading. Because of this,

     proper maintenance of the facilities is necessary.

3.   Since the movement is toward higher technologies, the investment on

     IT, though costly should be a welcome improvement by the school.

4.   There should be more orientation on the processes involved to utilize

     other technologies such as fax machines, scanners, LCD projectors and

     others; more trainings on the use of other computer applications such

     as spreadsheets, and data-based applications, among others. Without

     the training, the community would not realize that some computer

     applications may facilitate measurement and evaluation of student

     outcomes and research.

5.   Institutions should go into the adoption of school-wide automation,

     and networking offices to facilitate service and expedite data or

     information retrieval and otherwise improvement of service

6.   Important but less used computer application of advanced technology

     is tele-conferencing. With the fast movement of officials and the scope

     of their work, tele-conferencing is a promising technology that would

     help address the need for meeting personally.

7.   With the number of people who are competent in dealing with technology

     facilities, HEI's should be assured of experts that would help the

     administration maintain it’s expensive but advanced technology equipment.

8.   Similar studies on the information technology should be conducted on the

     maintenance of the facilities because of cost of the acquisition of IT facilities.

  • 2. ABSTRACT Title: UTILIZATION OF INFORMATION TECHNOLOGY AMONG HIGHER EDUCATIONAL INSTITUTIONS REGION III Researcher: FEDERICO C. AQUINO JR. Degree: Doctor of Education Major: Educational Management The study aimed to describe the utilization of information technology among Comprehensive Higher Educational Institutions in Region III. Specifically, it aimed to answer the following questions: 1. What is the status of the information technology facilities managed by Comprehensive Higher Educational Institutions in Region III of: 1.1.1.1 Administrative offices, 1.1.1.2 Academic offices, and 1.1.1.3 Non-academic offices? 2. How frequent is IT utilization in these offices as component of IT ? 3. How competent are the faculty and staff in information technology utilization? 4. What technical support is given by the HEI’s to manage the services demanded by faculty and students: 4.1 Provisions of training and seminar 4.2 Systems Engineering 4.3 Systems integration and support
  • 3. 4.4 Web development, and 4.5 Maintenance? 5. What problems are encountered in the management of IT? 6. What are the implications of the study to the Educational Management? The study used a descriptive-evaluative research method. The purpose of the descriptive research is to describe systematically the management of information technology with respect to the status of information technology facilities and frequency of utilization, the competence of the personnel and faculty in the utilization of IT and the problems encountered in management of IT among Comprehensive Higher Educational Institutions in Region III was identified to provide implications of the study. The evaluation aspects pertained to the analysis by the respondents to determine the strength and weaknesses from the results of utilization weaknesses were included and identified among the problems. A set of questionnaire was administered to the respondents. Respondents were: IT/MIS personnel, administrative personnel and faculty personnel. Administrative consisted of the registrar, admission officer, and research and extension officer, accounting officer and library personnel that are often utilizing technology in performing their tasks. The faculty personnel were composed of faculty staff under the College of Information Technology, Computer Science, Business Administration, Education and Engineering that integrates technology in their classroom task to enhance learning.

The population of the study consisted of the comprehensive higher educational institutions in REGION III namely: Baliuag University-Baliuag, Bulacan, Bulacan State University- Malolos City, Central Luzon State University, Muñoz, Nueva Ecija, Holy Angel University-Angeles City, Tarlac State University-Tarlac City, and Wesleyan University-Cabanatuan City. Out of 8, only 6 agreed to take part of the study. The research instruments were two sets of questionnaire that were administered to the respondents. The questions were b ased on management of IT pattern through “An Educators Guide in Evaluating Technology in Schools and Classroom” by Holcomb (2002). One set was answered by IT/MIS personnel concerned to described the IT utilization and identify the technical support provided by the management to meet the services needed by the students. The second set of questionnaire was distributed to the academic and non -academic personnel to determine their competency and frequency of utilization of technology in performing their daily tasks in rendering services to the clients. The questionnaires were presented to the experts for content validation. Comments, suggestions, and recommendations of the evaluators were considered for their revision. To determine the information technology facilities in the administrative offices and classroom instruction the different technologies were checked for their availability. To evaluate the degree or frequency of utilization the respondents rated the IT utilization in terms of daily, when needed and never.

To evaluate competence of the faculty and staff on their IT skills level, eight areas of competence were given for checking (computer hardware, computer software, computer with internet connection, printer, fax machine, scanner, liquid crystal display, and database server) this asks their ability to task on storing, retrieving, transmitting information, and proficiency in the use of technology tools to create and distribute new knowledge. To determine the problems encountered in the managem ent of IT and evaluate the different types of technical support by the management of Comprehensive HEI’s in IT utilization, the IT/MIS personnel were to identify the kind of technical support and problems among the key areas for the improvement of the services needed by the students and faculty. This study found that: 1. IT facilities in Administrative offices in HEI’s R-III were equipped with quantity which corresponds to the needs of the service. This is to complement the demands of the students and to comply with the requirements of the Commission on Higher Education to integrate technology not only for instructional purposes but also in the administrative offices. 2. The status of IT facilities in Academic offices of HEI’s R -III was good with a good number of units. 3. The status of IT facilities in Non-academic offices of HEIs R-III was low. There were some which started the computerization of their processes (3 out of 6) particularly in Property, Business centers, and Information offices. 4. Administrative and Academic staff utilized word processing and the internet
  • 6. access because the computer applications were frequently used. This is because these applications need fewer skills and they are used in preparation of reports and for other office documents. 5. IT facilities such as fax machines, scanners, and LCD projectors were never utilized by the IT users because of their minimal utilities in offices although they are available. 6. Administrative and most of the Academic staffs, with the exclusion of ICT faculty members, never utilized the advanced technologies. They were more at home with basic facilities like computers and printers. 7. HEI’s staff and academic faculty members are becoming aware of the need to be technology literate since most of them utilized IT facil ities. 8. The biggest problem in IT management is on the cost of upgrading the facilities because of the fast phase in the growth of technology and each upgrading would cost big amount of budget. Management of IT facilities also entails cost and this cost is spelled out by thousand of pesos. This study recommends the following: 1. The Comprehensive Higher Educational Institutions in Region III should bank on the growing utilization of IT facilities to implement intensively the maximum utilization of all IT facilities in the campus and promote the utilization more on advanced technologies. 2. The Management of Comprehensive Higher Educational Institutions in Region III should be prepared to allocate funding for their IT facilities
  • 7. upgrading because of the fast trend in IT upgrading. Because of this, proper maintenance of the facilities is necessary. 3. Since the movement is toward higher technologies, the investment on IT, though costly should be a welcome improvement by the school. 4. There should be more orientation on the processes involved to utilize other technologies such as fax machines, scanners, LCD projectors and others; more trainings on the use of other computer applications such as spreadsheets, and data-based applications, among others. Without the training, the community would not realize that some computer applications may facilitate measurement and evaluation of student outcomes and research. 5. Institutions should go into the adoption of school-wide automation, and networking offices to facilitate service and expedite data or information retrieval and otherwise improvement of service 6. Important but less used computer application of advanced technology is tele-conferencing. With the fast movement of officials and the scope of their work, tele-conferencing is a promising technology that would help address the need for meeting personally. 7. With the number of people who are competent in dealing with technology facilities, HEI's should be assured of experts that would help the administration maintain it’s expensive but advanced technology equipment. 8. Similar studies on the information technology should be conducted on the maintenance of the facilities because of cost of the acquisition of IT facilities.
