Scientific knowledge from the Global South is very much underrepresented in the collective scientific output worldwide. This is not different for OA publishing. Therefore DOAJ started an Ambassador programme with the main objectives to clarify the OA publishing landscape and to increase the number of quality OA journals in order to reduce the number of questionable journals in the Global South. Better understanding among the publishers about the differences and potential conflicts between copyright and licensing is vital. By building local CC communities in cooperation with the CC organization, the DOAJ programme could further improve the quality of scholarly publishing in the Global South. Increased usage of Creative Commons licensing will act against the Northern dominance in knowledge sharing.

18. The Problem with Global Scientific Output
Global scientific publishing, including open access publishing, is still heavily
biased towards journals and authors from the Global North
This has led to a situation where scientific knowledge from the Global South is
very much underrepresented in the collective scientific output worldwide: a
problem which has been described as cognitive injustice
The DOAJ Ambassador Programme acts against this imbalance by promotion of
local language open access journals that will publish a great deal of local
knowledge

The concept of cognitive justice, stemming from the reflections of the Indian
anthropologist Shiv Visvanathan and reworked in the SOHA network (open
science in Haiti and Africa), designates an epistemological, ethical and political
ideal aimed at the emergence and the free circulation of knowledge. socially
relevant all over the planet, not just in the North, in a science that practices
inclusive universalism, open to all knowledge and epistemologies, and not an
allegedly abstract universalism based on Western/ american-centered norms
