1. IREL: PAST, PRESENT AND
FUTURE
How the libraries of the IUA and RCSI have collaborated to deliver essential
information resources to researchers
Arlene Healy (Library,Trinity College Dublin), Rita Pinhasi (IReL at MU)
2. HISTORY
Increase in Irish government
investment in research from 2000,
especially in ICT and Biotechnology!
Recognition of insufficient
information resource access to
support growing research community
Lobbying by senior researchers and
university librarians for funding
Shared research electronic Library for all
the Universities
Essential piece of research infrastructure
6. CORE PRINCIPLES
Centrally funded (Maintenance of existing spend)
Strictly online resources only
Emphasis on current, full text journals/databases
Access to ALL resources for ALL staff, students and researchers of the
seven Universities and selected resources for Royal College of Surgeons in
Ireland
Resource selection based on consultation across research community
Resources included reflected greatest demand across all eight members
Value for money was key from the outset
Impact and usage analysed from beginning
8. HOW ARE RESOURCES SELECTED?
Researchers identify
resource for inclusion
Usage is reviewed each
year (IReL Staff, MG)
Resources is assessed for
suitability for national
licence (ISG, IReL Staff)
National Licence is
obtained by IReL (ISG,
IReL Staff)
Annual Review of
Resources: Usage, Value
for money, Relevance
(ISG, IReL Staff)
Researchers consulted
about retention or
cancellation (ISG)
12. VALUE AND IMPACT
Evaluating both the value & impact
of IReL on research - Bibliometrics +
Usage Statistics
Increase in IUA & RCSI research
productivity & research impact since
the establishment of IReL Several
factors important including the
availability of online information
resources
15. Reduced budget for 2009
Real blow - 2010…
No IReL beyond 2010???
23% of original allocation
planned at some stage
Final allocation:VERY lean
16. …AND HOW WE SURVIVED
Resources reviewed based on
Cost per use
Discipline
Consultation
Relevance of national vs local
licence
Several resources cancelled –
strong reactions
Contracts renegotiated –
Funders’ instructions:
reductions
17. WHERE AREWE NOW?
Challenges cont’d!
National budget for higher education
Focus on not losing more resources
titles moving between publishers
Publishers changing policies
=> rationale: fairness! => 50% increase!
21. … group discounts
… central
negotiations
… central invoicing
… central funding
… model licence
22. “WHAT’S IN IT FOR ME?”
We asked some publishers – what are the benefits of working with
IReL?
Well, it’s not just money, money, money…
National licence – prestige
Central negotiations
Exposure
23. Stability –2-3 years
Time saver
Fast moving industry – OA?
Confidence in negotiations
Publisher – Institution relationship
“WHAT’S IN IT FOR ME?”
Central negotiations
Access?
Pricing
Licensing
24. International links - licensing and open
access
ICOLC – International Coalition of Library
Consortia
LERU – League of European Research
Universities
EUA – European Universities’Association
Preparing the ground & research, network
for any potential changes
25. WHAT’S NEXT?
High Expectations
Value for money - Supporting the needs of our research
community
IReL review
Review of current holdings
Cancellations?
End of the Big Deal?
Changes in national policy?
Moving to publication rather than
reading focused model?
OA – leadership and strategy
Stability –2-3 years
IReL is working on behalf of several institutions – saves time
General publishing business moving very fast – ex.: if OA becomes the norm in Ireland, IReL could channel the negotiations
Institutions have more confidence as they have 1 central negotiations – much less hassle
Publisher – Institution relationship: as licensing is looked after centrally, publishers can discuss other things with members
Marketing of Publishers’ resources to publisher: IReL = trusted source
While IReL, through its current set of resources can cater for the essential requirements of its members, investments beyond the funding request will be required to equip Ireland with a globally competitive research infrastructure. With additional funding IReL could develop a collection that would provide a level playing field to its researchers against a backdrop of an increasingly competitive international landscape etc. see pge 5.
IReL falling behind with major scholarly c.ollections such as JSTOR, OUP, Sage etc. (pge 9)
The SG in collaboration with researchers – submitting a proposal on potential areas for growth and associated costs BUT ALSO CANCELLATION. Improving on the content available to the consortium nationally the HEA, IUA Council and DJEI will provide an environment which could not only support research to an international level but will also be capable of attracting and nurturing world class talent, including researchers who seek new opportunities, for e.g. Brexit.
Are we going to go down the Project DEAL route, similar to Germany. ??? TBD. Dutch model, Read and publish rather than Big Deal etc.
Ensuring continuing compliance with government procurement guidelines – databases challenges in this area.
