Objectives
Main objectives:
To understand the INSPIRE Directive and comprise the
reasons that led to the creation of the European Spatial
Data Infrastructure;
To analyze the application of the Directive to the Portuguese
National Road Infrastructure, including the role of the
national authorities, and identify the major benefits and the
obstacles in the implementation process;
To develop a pilot-project of a web view service for the
provision of INSPIRE data on road infrastructure.

View Service
Stages of development of the view service:
1. Selecting the study sample from the National Road Network and
subsequent creation of the INSPIRE database;
2. Verifying and correcting the network topology, creation of Routes and their
Calibration;
3. Development of Event Tables for the representation of the attributes and
properties of road transport network;
4. Creation of the map where is contained all the geographic information that
will be available on the view service;
5. Creation of the view service with the ArcGIS Server software;
6. Establishment of the application that allows the access to the geographic
information present in the service through the internet.

− Conclusions −
The INSPIRE Directive appears as the solution for the problems and
gaps related to geographic information, making it available in a
harmonized way and with extreme quality, for formulation,
implementation, monitoring and evaluation of policies;
It was possible the development of a view service which provides
access to geographic information on the Portuguese National
Motorways Network, through the internet;
The establishment of an infrastructure for spatial information where the
road information is properly addressed will bring enormous benefits to
the planning and management of transport infrastructures;
The creation of an SDI targeted for road information is fundamental for
the development of ITS and mobility management and traffic, road
safety, environmental and social planning.

− Future prospects −
Link the INSPIRE Directive with the CEN Transmodel family, like the
IFOPT standard;
Link also with conceptual standardization promoted by initiatives like
START project (INTEGRA concept), INSPIRE and Transmodel which
have certainly an important role in the future of a European seamless
transport reality;
The creation of a Spatial Data Infrastructure dedicated to the theme of
Transport (INSPIRE-T) and its harmonization with others CEN
Standards.
