Outpatient Scheduling Optimization
EXECUTIVE OVERVIEW
The H. Lee Moffitt Cancer Center & Research Institute (MCC), located in Tampa, Florida, began
operations in 1986. As an academic and research medical center, MCC is the only National Cancer
Institute-designated oncology research institute in Florida and one of the Southeast's leading cancer
centers.
Comprised of an inpatient facility, ambulatory outpatient surgery center, ambulatory clinics, a cancer
screening facility and research laboratories, MCC offers a sophisticated network of services and
technologies that assure the citizens of its region convenient, cost-effective, high quality health care.
Moffitt’s workforce is currently comprised of approximately 5300 employees, 700 medical residents, 600
volunteers, and 1000 students and interns.
OBJECTIVE
Moffitt Cancer Center is seeking a company to perform an assessment and advise on improvements of
outpatient scheduling processes with special attention to enhance the patient’s experience with the
process while maintaining performance of essential financial, regulatory and demographic functions.

This Request for Proposal shall be conducted under the following time line, which is subject to change
only upon prior approval by Purchasing and granted to all vendors.

VENDOR PRE-SUBMISSION CONFERENCE
Moffitt Cancer Center will conduct a vendor Pre-Submission conference call to further clarify and discuss
the requirements of this RFP on October 2nd

On the date indicated in the timeline section of this RFP Overview, your bid must be received via e-mail to
contact listed above no later than 2:00pm EST.
RFP CONTENTS
The RFP package includes the following documents, which require response as part of the vendor’s
proposal as indicated:
1. Cover Letter (e-mail)
2. Overview Document
3. Vendor Acknowledgement Form – requires response
4. Supplier Diversity Utilization and Subcontracting Plan – requires response
5. Statement Of Work/Need Requirements – requires response
Your response should be provided in electronic format. All responses will be confidential.
AWARD CRITERIA
The award of this Request for Proposal is subject to terms and conditions contained herein and any that
will be developed by Moffitt Cancer Center during the Request for Proposal process to augment purchase
order conditions of purchase. Quality of service, pricing, products, Supplier Diversity and other terms of
purchase will be an integral part of the decision selection process.
If you are awarded this bid, a guideline will be developed that will quantify, monitor, and provide a plan for
cure of deficiencies which shall include, but not be limited to, reimbursement of personnel and
administrative costs, monetary assessment for continual deficiencies, and possible cancellation of
agreement. We reserve the right to award this agreement in whole or in part to the vendor that can best
meet Moffitt’s business needs.
Moffitt Cancer Center assumes no responsibility and bears no liability for costs incurred by a Company in
the preparation and submittal of a quote proposal in response to this RFP.
STATEMENT OF WORK
Moffitt Cancer Center is seeking a company to perform an assessment and advise on improvements of
outpatient scheduling processes with special attention to enhance the patient’s experience of the process
while maintaining performance of essential financial, regulatory and demographic functions.
Areas for review should include but not limited to:
Process for Scheduling Appointments
 Centralized vs decentralized scheduling
 Scheduling according to patient’s clinical needs and preferences
 Resolution for multiple scheduling types and overbooking
 Scheduling between multiple locations
 Integration between ACD and scheduling system
 Interoperability between systems (Radiation Oncology)
 Pre-operative testing/scheduling process and workflow
 Application of standardized templates and workload leveling
 Communication with patients and families, including reminders emails and text messaging
 Wayfinding
 Online patient scheduling
 Assessment of the scheduling algorithm tools and how Moffitt can achieve “right patient with right
provider 90-100% of the time” despite complexities of cancer care.
 A system view to the entire care pathway to see wait times.
Staffing and Productivity Management
 Management structure
 Assessment of collaborative and competency needs
 Provider coverage models
 Staff turnover, satisfaction, compensation, and skill mix
 Productivity management and performance reporting
Provider and Resource Templates
 Template design, including slot types/durations and appointment types
 Overbooking and add-on practices
 Scheduling of non-provider resources
 Clinic cancellation process
Other Operational Considerations
 Policies
 Training program(s)
 Balance of use of native scheduling system (Cerner) vs other (non-integrated) resources to guide
accurate scheduling
 Optimal technology utilization
 Evaluation practice variability
 Industry best practices including reporting standards
This assessment should include identification of additional items as they are discovered through data
collection, quantitative assessment, benchmarking analysis and discussions with stakeholders,
physicians, clinical and administrative staff. The findings should be synthesized to provide an operational
overview and quantification of the financial impact to the organization of any proposed recommendations.
Moffitt Cancer Center will also want a proposal for implementation to hardwire improvements for long term
sustainment.
 Prioritize achievable opportunities; sequence initiatives and timelines
 Organize and deploy improvement teams
 Conduct regular review processes and meetings as necessary to ensure best practice sharing
and problem solving. Monitor and track progress against goals
 Interface with Information Technology and maximize services

SUPPLIER DIVERSITY UTILIZATION AND SUBCONTRACTING PLAN
REQUIREMENT
Moffitt Cancer Center recognizes the importance of supplier diversity in all aspects of our business and
procurement practices and actively encourages the development, utilization and economic growth of
certified Minority, Women, Veteran and Service Disabled Veteran-owned Business Enterprise
(MBE/WBE/VBE/SDVBE). Central to this initiative is the inclusion and participation of a diverse group of
vendors doing business with Moffitt Cancer Center and as such, Moffitt encourages the participation of
MBE/WBE/VBE/SDVBEs in its procurement process both at the prime vendor level as well as at the
subcontractor level of its prime contracts. Moffitt Cancer Center is committed to a comprehensive

  • 1. Request For Proposal 19-04-SSP Outpatient Scheduling Optimization EXECUTIVE OVERVIEW The H. Lee Moffitt Cancer Center & Research Institute (MCC), located in Tampa, Florida, began operations in 1986. As an academic and research medical center, MCC is the only National Cancer Institute-designated oncology research institute in Florida and one of the Southeast's leading cancer centers. Comprised of an inpatient facility, ambulatory outpatient surgery center, ambulatory clinics, a cancer screening facility and research laboratories, MCC offers a sophisticated network of services and technologies that assure the citizens of its region convenient, cost-effective, high quality health care. Moffitt’s workforce is currently comprised of approximately 5300 employees, 700 medical residents, 600 volunteers, and 1000 students and interns. OBJECTIVE Moffitt Cancer Center is seeking a company to perform an assessment and advise on improvements of outpatient scheduling processes with special attention to enhance the patient’s experience with the process while maintaining performance of essential financial, regulatory and demographic functions. TIMELINE This Request for Proposal shall be conducted under the following time line, which is subject to change only upon prior approval by Purchasing and granted to all vendors. Issuance of Bid 09/18/2018 Return of Intent to Bid 09/27/2018 Vendor Conference Call 10/02/2018 Bid Packages Due from Vendors 10/15/2018 Award of Bid TBD VENDOR PRE-SUBMISSION CONFERENCE Moffitt Cancer Center will conduct a vendor Pre-Submission conference call to further clarify and discuss the requirements of this RFP on October 2nd , 2018 12:00pm-1:00pm EST: 800-206-6032. Conference ID: 7457113. On the date indicated in the timeline section of this RFP Overview, your bid must be received via e-mail to contact listed above no later than 2:00pm EST. RFP CONTENTS The RFP package includes the following documents, which require response as part of the vendor’s proposal as indicated: 1. Cover Letter (e-mail) 2. Overview Document 3. Vendor Acknowledgement Form – requires response 4. Supplier Diversity Utilization and Subcontracting Plan – requires response 5. Statement Of Work/Need Requirements – requires response Your response should be provided in electronic format. All responses will be confidential.

AWARD CRITERIA The award of this Request for Proposal is subject to terms and conditions contained herein and any that will be developed by Moffitt Cancer Center during the Request for Proposal process to augment purchase order conditions of purchase. Quality of service, pricing, products, Supplier Diversity and other terms of purchase will be an integral part of the decision selection process. If you are awarded this bid, a guideline will be developed that will quantify, monitor, and provide a plan for cure of deficiencies which shall include, but not be limited to, reimbursement of personnel and administrative costs, monetary assessment for continual deficiencies, and possible cancellation of agreement. We reserve the right to award this agreement in whole or in part to the vendor that can best meet Moffitt’s business needs. Moffitt Cancer Center assumes no responsibility and bears no liability for costs incurred by a Company in the preparation and submittal of a quote proposal in response to this RFP. STATEMENT OF WORK Moffitt Cancer Center is seeking a company to perform an assessment and advise on improvements of outpatient scheduling processes with special attention to enhance the patient’s experience of the process while maintaining performance of essential financial, regulatory and demographic functions. Areas for review should include but not limited to: Process for Scheduling Appointments  Centralized vs decentralized scheduling  Scheduling according to patient’s clinical needs and preferences  Resolution for multiple scheduling types and overbooking  Scheduling between multiple locations  Integration between ACD and scheduling system  Interoperability between systems (Radiation Oncology)  Pre-operative testing/scheduling process and workflow  Application of standardized templates and workload leveling  Communication with patients and families, including reminders emails and text messaging  Wayfinding  Online patient scheduling  Assessment of the scheduling algorithm tools and how Moffitt can achieve “right patient with right provider 90-100% of the time” despite complexities of cancer care.  A system view to the entire care pathway to see wait times. Staffing and Productivity Management  Management structure  Assessment of collaborative and competency needs  Provider coverage models  Staff turnover, satisfaction, compensation, and skill mix  Productivity management and performance reporting Provider and Resource Templates  Template design, including slot types/durations and appointment types  Overbooking and add-on practices  Scheduling of non-provider resources  Clinic cancellation process Other Operational Considerations  Policies  Training program(s)  Balance of use of native scheduling system (Cerner) vs other (non-integrated) resources to guide accurate scheduling  Optimal technology utilization  Evaluation practice variability  Industry best practices including reporting standards

This assessment should include identification of additional items as they are discovered through data collection, quantitative assessment, benchmarking analysis and discussions with stakeholders, physicians, clinical and administrative staff. The findings should be synthesized to provide an operational overview and quantification of the financial impact to the organization of any proposed recommendations. Moffitt Cancer Center will also want a proposal for implementation to hardwire improvements for long term sustainment.  Prioritize achievable opportunities; sequence initiatives and timelines  Organize and deploy improvement teams  Conduct regular review processes and meetings as necessary to ensure best practice sharing and problem solving. Monitor and track progress against goals  Interface with Information Technology and maximize services
