Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

O presente documento tem por objetivo compor o processo de licenciamento de uma
Estação Rádio Base (ERB) – RSFRL07A, da empresa Claro SA, a ser instalada no
Município de Farroupilha / RS.
Este estudo permite caracterizar, todo o projeto de instalação e operação da
Estação de Rádio Base (ERB) RSFRL07A, a ser instalada na Rua Adelina Ângela
Fae Guerra, Lote 03, Quadra 989, Loteamento Dante Guerra, Bairro Santa Catarina,
Farroupilha/RS, situado na Zona Ambiental E (ZAE). Já existe, anteriormente ao
Plano Diretor vigente, Projeto Aprovado e Licença de Instalação nº. 02/2002 que
autorizam a implantação desta atividade no local pretendido, sendo que a área
locada permanece a mesma, bem como projeto de implantação da ERB.
Além desta caracterização, é apresentado um diagnóstico das áreas de influência do
empreendimento, considerando os meios antrópico, físico e biótico, mas destacando
o meio antrópico, visto que este será o principal meio impactado – positiva e
negativamente – pelo empreendimento.
Com base nestes itens, serão analisados todos os impactos sócio-ambientais
decorrentes da implantação da ERB RSFRL07A.

A implantação deste empreendimento visa atender aos clientes, às Corporações,
Empresas e Entidades locais que utilizam os serviços de telefonia móvel celular da
Claro S/A, sendo que os principais objetivos deste empreendimento,
indubitavelmente é a fomentação da rede de prestação de serviços e a melhoria da
cobertura de sinal de telefonia móvel celular do município.

O presente memorial descritivo, que compõe este Estudo de impacto de Vizinhança,
tem por finalidade estabelecer detalhes de acabamento, tipo e qualidade dos
materiais e serviços empregados na instalação da ERB. Os tipos e marcas aqui
indicados serviram como elementos de referência determinados em definitivo por
ocasião da concorrência de aquisição dos mesmos. Foram toleradas modificações

3.2.3 - Serviços Preliminares
1 - LIMPEZA DO TERRENO
Para a implantação da ERB, se efetuará a limpeza do local para a perfeita
implantação da obra.
2 - LOCAÇÃO E DEMARCAÇÃO DA OBRA
A obra será demarcada por profissional habilitado, obedecendo rigorosamente o
projeto preliminar de implantação, quanto aos seus limites e posições dos
equipamentos.
3 - NIVELAMENTO DO TERRENO
O terreno, após a limpeza, será ajustado aos níveis constantes no projeto preliminar
de implantação.
3.2.4 – Bases para equipamentos
1 – ESCAVAÇÃO MANUAL
Para execução da laje radier de apoio dos gabinetes outdoor Eltek’s / BTS GSM,
será efetuada a escavação das valas de acordo com as dimensões e profundidades
constantes no projeto específico de implantação civil.
2 – APILOAMENTO DO FUNDO DAS CAVAS
O fundo das valas serão apiloados, aumentando-se desta maneira a compactação
do terreno natural, com conseqüente acréscimo na capacidade de carga do mesmo.
3 – LASTRO DE CONCRETO MAGRO
No fundo das valas, sobre o terreno devidamente compactado, isento de materiais
soltos, será executado um lastro de concreto magro espessura de 05 cm com teor
de cimento de 250 kg/m3.
4 – FORMA EM COMPENSADO RESINADO
As formas para o concreto obedecerão às dimensões constantes no projeto,
seguindo as normas técnicas específicas para a sua execução.

13. 5 – ARMADURA DE AÇO CA-50
As armaduras de aço serão dobradas conforme especificações de projeto e dentro
das normas técnicas aplicáveis.
6 – CONCRETO
O concreto a ser utilizado será de 20Mpa de acordo com a determinação de projeto
específico, utilizando-se areia lavada de granulometria média com brita nº.1 e brita
nº. 2.
7 – REATERRO MANUAL
O aterro das cavas será executado em camadas de 10 cm devidamente
compactadas.
3.2.5 – Urbanização
1 – LASTRO DE BRITA
Sobre o terreno devidamente limpo e previamente nivelado, será implantada camada
de brita nº2, com 05 cm de espessura, para cobertura da área de implantação da
ERB RSFRL07A, nas áreas de acordo com o indicado em projeto específico.
2 – PINTURA
Na pintura das alvenarias, conforme indicado em projeto, será utilizado fundo
preparador de parede e pintura PVA exterior em duas demãos sobre o concreto ou
argamassa conforme o caso.
3.2.6 – Estrutura Vertical
Poste Metálico a instalar, tipo utilizado para telefonia celular, com 40,00m de altura
útil envolvendo, a execução da fundação, instalação de escada de acesso tipo
“marinheiro”, plataforma de serviço, suportes para antenas, sistema de aterramento
e balizamento noturno e diurno (quando necessário).
A escada é complementada por um cabo trava-quedas, atendendo as normas de
“Segurança e Medicina do Trabalho”, vigentes assegurando aos nossos funcionários
proteção total na execução dos serviços.
As peças metálicas do Poste na sua fabricação são submetidas ao processo de
galvanização na cor natural cinza, disposto de sistemas de balizamento noturno com
lâmpadas vermelhas. O Poste Metálico será pintado nas cores branco e laranja
quando solicitado pelos órgãos competentes, COMAR e DENTEL.

14. 3.2.7 – Limpeza
1 - Finalizados os serviços, toda a área de implantação da ERB será limpa, ficando
livre de entulhos e restos de materiais utilizados na obra.
4 – MECANISMO DE SEGURANÇA PARA PREVENIR ACIDENTES E DANOS À
SAÚDE
Para acessar a área de instalação da ERB RSFRL07A, são previstos mecanismos
de segurança rigorosos, além do fechamento do site com alambrado em torno da
área da ERB, com portão de acesso munido de cadeado especial. A ERB será
acessada somente por pessoas autorizadas e treinadas, com uso de Equipamentos
de Proteção Individual (EPI’s) pertinentes às atividades a serem desenvolvidas,
observando os mecanismos de segurança e treinamentos previstos pela Lei de
Higiene e Segurança do trabalho – 1080 – Regulamentada pelo Ministério Trabalho
e Emprego.
5 – ESTIMATIVA DE PESSOAS QUE, DIRETA OU INDIRETAMENTE, ESTEJAM
TRABALHANDO EM FUNÇÃO DA INSTALAÇÃO DO EMPREENDIMENTO.
A execução deste empreendimento entre outros da Claro SA, visa atender os
clientes e empresas que utilizam os serviços de telefonia móvel celular, fomentando
a rede de prestação de serviços no Município; a execução deste e outros
empreendimentos, elevarão substancialmente o nível de empregos ofertados pela
Empresa.
A construção de uma ERB mobiliza desde o projeto, fabricação da Estrutura vertical,
passando pela fabricação de equipamentos e implantação civil, aproximadamente
100 pessoas para cada implantação de ERB, por um período previsto de 06 meses.
Subordinado à construção das ERB’s, está associada uma rede de novos produtos e
serviços, criando empregos diretos e indiretos na rede de comércio e serviços do
município de Farroupilha.

15. 6 – DIAGNÓSTICO DA ÁREA DE INFLUÊNCIA DA ESTAÇÃO DE TRANSMISSÃO
Tendo em vista as características distintas deste tipo de empreendimento, a
definição e a delimitação de uma área de influência ambiental tornam-se
extremamente difíceis, se adotados os mesmos critérios utilizados para outros
empreendimentos, como indústrias, estabelecimentos comerciais e shopping
centers. Em vista disto, para a definição da área de influência das estações de rádio
base, serão adotados critérios específicos para cada meio - físico e antrópico.
Considerando o meio físico, a área diretamente afetada pela ERB RSFRL07A é
pouco significativa, estando em loteamento urbano residencial ainda com pouca
ocupação. Com relação aos níveis de intensidade de potência, estes decrescem
rapidamente com o aumento da distância. Por isso, para a delimitação da área de
influência sob o meio físico, será adotada uma área circular de 200m de diâmetro ao
redor da ERB RSFRL07A, uma vez que, a operadora utilize o empreendimento,
dentro das normas estabelecidas pela Anatel.
Com relação ao meio antrópico, a área de influência será delimitada em função do
impacto visual do Poste Metálico a instalar. A faixa na qual é possível a visualização
das antenas, a serem instaladas futuramente na ERB, é extremamente dependente
das características próprias de cada área, como topografia, tipos de construções da
região, altura das estruturas existentes, etc. Para o caso da ERB RSFRL07A a ser
implantada, será adotada como área de influência sob o meio antrópico, toda a
região a 500,00m ao redor da estação.
Com a instalação desta ERB a Claro S/A que tem por objetivo oferecer um serviço
de alta qualidade e necessário aos clientes, às Corporações e Empresas do
município de Farroupilha.
7 – CARACTERIZAÇÃO DO MEIO ANTRÓPICO
7.1 – Tipologias de uso e ocupação do solo
As tipologias de uso e ocupação do solo existentes na área de influência da Estação
de Rádio Base RSFRL07A, Rua Adelina Ângela Fae Guerra, Lote 03, Quadra 989,
Loteamento Dante Guerra, Bairro Santa Catarina, Farroupilha/RS, zoneamento
urbano, localizada na Zona Ambiental E (ZAE). Tendo em vista que já existe Projeto
Aprovado e Licença de Instalação nº. 02/2002 que autoriza a implantação desta
atividade no local pretendido.

16. 7.2 - Bens de valor cultural, paisagístico e sócio-ambiental
Não se encontra próximo ao local de implantação da ERB, nenhum bem tombado
pelo Patrimônio Histórico ou construção de expressivo valor cultural.
7.3 – Relevo
O relevo em que se encontra este site, de média altitude, em torno de 750,00m, com
os meios físicos modificados pela urbanização do município.
7.4 – Radiofreqüência
A Anatel – Agência nacional de telecomunicações é responsável por definir regras
que se apliquem uniformemente em todo território nacional, para assegurar que a
operação das estações de radio base por ela regulamentada não exponha
trabalhadores e a população em geral a campos elétricos, magnéticos e
eletromagnéticos de valores acima dos limites considerados seguros.
O regulamento aprovado pela Anatel é baseado em diretrizes internacionais
desenvolvidas por cientistas da Comissão internacional de proteção contra
Radiações eletromagnéticas não ionizantes (ICNIRP), vinculado a Organização
mundial da saúde (OMS). O regramento tem como objetivo proteger trabalhadores e
população em geral contra os efeitos adversos à saúde causados por ondas
eletromagnéticas. A aplicação do regramento em todo o país assegura proteção por
igual e normas idênticas para a instalação e a operação de equipamentos que
produzem ondas eletromagnéticas de radiofreqüência.

17. 7.4.1 – Ondas Eletromagnéticas de Radiofreqüência
As ondas eletromagnéticas usadas para comunicação sem fio correspondem à
energia transportada através do “espaço”, na velocidade da luz, na forma de campo
elétrico e magnético. A quantidade de energia associada à onda eletromagnética
depende de suas freqüências, as quais são medidas pelo número de oscilações
(ciclos) por segundo. Exemplificando, ondas elétricas e magnéticas de uma estação
de rádio FM oscilam em uma freqüência 100 milhões de vezes por segundo ou, em
termos técnicos, a uma faixa de 100 milhões de Hertz – 100 MHz. Estações de canal
aberto televisivo operam em canais com freqüência que variam de 54 MHz a 806
MHz. A faixa de radiofreqüência das estações de radio base cujo sistema de
transmissão é o sem fio, ou seja, utilizam o “espaço”, são de 9000 Hertz (9 KHz) a
300 bilhões de Hertz (300 GHz), existem subdivisões como faixas de
radiofreqüências extra baixa, baixa, média, alta, muito alta, entre outras.
As transmissões de rádio, TV canal aberto, telefonia fixa, telefonia celular móvel,
radares entre vários outros exemplos, são usos das ondas eletromagnéticas de
radiofreqüência, através de antenas RF.
7.4.2 – Ondas Eletromagnéticas “Não Ionizantes” e Ondas Eletromagnéticas
“Ionizantes”
Ondas eletromagnéticas também ocorrem em freqüência além da faixa de
radiofreqüências. Radiofreqüência são freqüências delimitadas na faixa entre zero
(0) HZ a 3000 GHz (3x1012 Hz), este valor foi estabelecido pela União Internacional
de Telecomunicações (UTI). A cor verde tem uma freqüência acima de meio
quatrilhões de Hz (5,8x1014 Hz); os Raios X utilizados na medicina e na odontologia
têm freqüência mil (1000) vezes maiores.
A variação da freqüência das ondas eletromagnéticas determina as ondas de
radiofreqüência que estão na faixa das radiações “não ionizantes”, e ondas de
freqüência mais alta que estão na faixa das ondas eletromagnéticas “ionizantes”. As
radiações “ionizantes”, onde está incluída a ultravioleta da luz solar (raios UVB e
UVA), Raios-X, o Raio Gama, por exemplo, estão localizados na faixa de freqüência
acima de 3x1015 Hz e são capazes de produzir quebras dos vínculos moleculares
dos tecidos e órgãos.
As ondas de radiofreqüência são radiações “não ionizantes”, e até mesmo outras
ondas de intensidade de radiações mais altas; pois estas não possuem a
capacidade de quebrar os vínculos moleculares dos tecidos e órgãos, incluindo as
moléculas de DNA, que codificam a informação biológica das células.

18. 7.4.3 – Ondas Eletromagnéticas e sua interferência em dispositivos eletrônicos
Existem dispositivos que por ventura podem ser afetados pela radiofreqüência, por
exemplo, marca-passos cardíacos e desfibriladores, isto ocorre quando os usuários
destes mecanismos são expostos a campos elétricos, magnéticos e
eletromagnéticos muito intensos. Em virtude disto, as pessoas que utilizam estes
dispositivos, necessitam tomar precauções caso estejam expostos a campos
eletromagnéticos muito intensos.
7.4.4 – Estações de Radio Base
As Estações de Radio Base – ERB’s são estações dispostas de equipamentos que
por finalidade de funcionar como transmissor e receptor de radiação em
radiofreqüência, ou seja, radiação eletromagnética “não ionizante”. A Anatel estipula
a fixa de freqüência da operação de ERB’s entre 825 a 890 MHz, com potência
máxima de canal na faixa de 4,79 W/m2.
As antenas RF são instaladas geralmente na parte superior de estruturas verticais,
com altura variando de 30,00m a 100,00m; prédios residenciais e comerciais
também são utilizados para instalações de ERB’s, neste caso as antenas RF ficam
instaladas nas áreas de maior cota de nível, geralmente na laje e estruturas do topo
da caixa d’água.
A grande maioria das antenas de RF utilizadas nas ERB’s apresenta um diagrama
de irradiação no plano horizontal com abertura de cerca de 120º, por setor e cada
setor com no mínimo uma e no máximo três antenas, como a grande maioria das
ERB’s tem cobertura em 03 (três) setores, tem-se uma cobertura em 360º. Cada
ERB atende uma área específica e a um determinado número de usuários do
sistema por vez. Objetivando o acesso da população é rede do serviço móvel
especializado, interligando os aparelhos móveis através de dois canais de
radiofreqüência, um de transmissão e outro de recepção, proporcionando a
comunicação telefônica.
7.4.5 – Controle do Nível de Densidade de Potência
A operação da ERB objeto deste EIV, irão proceder à avaliação dos níveis de
densidade de potência; estudo conforme o regulamento da Anatel que trata da
exposição a campos eletromagnéticos de radiofreqüência, aprovado pela resolução
nº. 303 e adota os limites recomendados pelo ICNIRP, apresentando laudo com
responsabilização técnica de engenheiro ou físico habilitado.

Descrição básica da metodologia adotada para a avaliação dos impactos sócio-
ambientais decorrentes da instalação e operação da estação de rádio base
RSFRL07A localizada à Rua Adelina Ângela Fae Guerra, Lote 03, Quadra 989,
Loteamento Dante Guerra, Bairro Santa Catarina, Farroupilha/RS, localizada na
Zona Ambiental E (ZAE).
8.1 – Metodologia de Avaliação dos Impactos Sócio-ambientais
Na descrição dos impactos sócio-ambientais foram incluídas suas caracterizações,
hierarquização em termos de significância, efeitos derivados (impactos indiretos) e
medidas de mitigação, compensação ou potencialização (no caso de impactos
positivos) recomendadas para cada situação particular.
Para a significância de um impacto, foi considerada a importância da distribuição dos
atributos no tempo e no espaço, a magnitude e a confiabilidade das alterações
previstas ou medidas. Esta metodologia é essencialmente qualitativa, no sentido de
que não atribui notas ou pesos para a valoração dos impactos.
A significância (ou importância relativa) dos impactos foi estimada tendo em vista
sua magnitude, tempo de ocorrência, reversibilidade e grau de importância do fator,
com relação ao impacto da implantação do empreendimento. Assim, os impactos
puderam ser classificados como significativos, moderados, pouco significativos ou
desprezíveis. Além disso, os impactos foram tipificados quanto ao seu sentido, isto
é, se positivos ou negativos.
Os critérios que foram utilizados nessa classificação estão expressos nas tabelas
seguintes:

21. 8.2 – Avaliação dos Impactos Sócio-ambientais
Emissão de ruídos
Os equipamentos de radio transmissão a serem instalados, serão acondicionados
dentro de gabinetes Eltek’s / BTS GSM de estrutura metálica, que proporcionam
isolamento térmico e acústico, sendo que os equipamentos já possuem tecnologia
para não utilização de refrigeração por sistema eletro-mecânico, ou seja, não
produzem ruído, nem resíduos líquidos na sua operação.
Impacto visual
A localização de implantação da ERB RSFRL07A; topologia do local foi modificada
pela urbanização do município, situado em zoneamento urbano; este site será
cercado por alambrado, solução esta que minimiza o impacto visual quanto ao seu
cercamento, o local situado à Rua Adelina Ângela Fae Guerra, Lote 03, Quadra 989,
Loteamento Dante Guerra, Bairro Santa Catarina, Farroupilha/RS, localizada na
Zona Ambiental E (ZAE); como já mencionado, a implantação consta da instalação
de Poste Metálico, tipo utilizado para telefonia celular e gabinetes outdoor.
Portanto, sob o ponto de vista da classificação, o impacto visual gerado por este site
é de abrangência local, de sentido negativo. Para esta região, este impacto tem um
caráter pouco importante, mas totalmente reversível. Tal impacto, de maneira
global, pode ser classificado como pouco significativo.
Geração de radiação eletromagnética
Os valores estimados para a densidade de potência na área de entorno do site (local
de implantação da ERB) são bastante reduzidos, e estão dentro dos limites
estabelecidos pela Anatel.
Em vista disto, o impacto relacionado à geração de radiação de radiofreqüência é
classificado como não importante e de magnitude regional. Além disto, é
caracterizado por ser reversível, visto que a emissão de radiação cessará
imediatamente se a estação for desativada, e de curto prazo de ocorrência.
Portanto, tal impacto é classificado como pouco significativo.

22. Ampliação da cobertura telefônica
Com a instalação desta nova ERB, tem por objetivo ampliar a área de cobertura e
melhorar a qualidade do sinal da telefonia celular no Município de Farroupilha,
oferecendo um serviço de alta qualidade e necessário às Corporações, Empresas,
clientes e Entidades locais.
Esta ampliação da rede de cobertura é significativa e se faz necessária para garantir
a qualidade e melhoria na prestação do serviço, para que assim mais clientes
utilizem os serviços de telecomunicações; salientando que esta forma de
comunicação traz grandes benefícios locais e Regionais.
Com base no exposto, a instalação desta ERB representa um impacto social
regional, de caráter positivo e de médio prazo de ocorrência. Este impacto
representa um fator social importante e que deverá influenciar todo o Município de
Farroupilha, de maneira reversível.
Geração de empregos e implementação de programas sócio-ambientais
A geração de empregos ocasionada pela instalação da ERB RSFRL07A representa
um fator significativo no mercado de trabalho do Município de Farroupilha.
A presença da Claro S/A, como empresa participativa e promotora de programas
sócio-ambientais, sócio-culturais e beneficentes também é um fator significativo e de
impacto positivo.
Em vista da argumentação acima, o importante da instalação da ERB e,
conseqüentemente, da atuação da Claro S/A, representa um impacto regional -
estará distribuído em todo o Estado do Rio Grande do Sul - de curto em médio
prazo de ocorrência, que trará conseqüências reversíveis para toda a população do
Estado, e de um fator social importante atualmente. Portanto, este impacto é
classificado como significativo.
