1. ANNEX L – CODE OF CONDUCT
Document aimed at contrasting sexual exploitation of children in tourism.
Tour Operators companies, travel agencies (federated and non federated), airlines and airports
adopting the following code will commit to – in addition to what is already provided for by law n.
269 of 1998 “Norms against exploitation of prostitution, pornography and sex tourism considered to
be new forms of reduction to slavery” - adopting all measures for fighting sexual exploitation of
children in tourism in all cases and every occasion useful to reach such an objective.
In particular, they commit to:
1. Enact policies to inform and update staff in Italy and destination countries on the topic of
sexual exploitation of children;
2. Inform their clients – in addition to the information obligations provided for by law 269 of
1998 – about their commitment against sexual exploitation of children in tourism, informing
them also about their adhesion to this Code of Conduct;
3. Insert in contracts with foreign correspondents clauses requesting to:
a) don't facilitate in any way the contact between the tourist and potential child exploiter; between
the tourist and the child himself, with the aim of having a sexual relation;
b) monitor, as much as possible, that during the stay of the tourist, no contact or encounter with
exploiters and/or children happens, having as objective a sexual relationship.
4. Request hotel structures – during contract negotiations – to forbid access to clients' rooms to
local children having the objective of a sexual relationship. Do not renew the contract if
such a serious non compliance is verified.
5. Enclose the text of the Code of Conduct, translated in English, in contracts with foreign
correspondents and hotel managers.
6. Don't use on paper, video or internet that may suggest or give reasons to recall anything
which is in contrast with the campaign brought forth by ECPAR, or with the inspiring
principles of this Code.
7. Insert in communication supports destined to the sale of products: “Our company adheres to
the Code of Conduct against sexual exploitation of children in tourism”.
8. To inform your employees about the present Code of Conduct that, if necessary, will be
inserted in national collective labor contracts (sector CCNL).
9. Include it in new labor contracts.
ADDITIONAL RULES REGARDING:
Airlines:
The company, in addition to the aforementioned, commits to pursuing with any useful or suitable
means, awareness raising of general public on the inspiring principles of the Code (board journal,
ticket jacket, internet links, on board videos on long range flights, etc.).
Company managing airports:
The Company commits to projecting awareness raising messages (spots) on monitors present in
2. transit areas and to use Ticket Jackets and/or any other awareness raising material in ticket offices.
SPREADING OF CODE OF CONDUCT
Sector associations adopting the present Code of Conduct commit to supporting the spreading in
adhering companies.
Its promotion and spreading is entrusted to ECPAT Italy that, together with all sector associations
that will deem useful to subscribe it, will take care of implementing it.
VERIFICATION TABLE
The verification table has the task of assuring the actual implementation of the Code of Conduct o
behalf of its subscribers.
ECPAT-Italy, as promoter of the Code of Conduct, has the task of summoning the components of
the Verification table.
One representative of each subscribing association, one representative of ECPAT Italy,
representatives of sector trade union associations, two institutional representatives and one
representative of Adiconsum will take part to the verification table.
The verification table meets at least twice every year.
