1. ASSESSORS (HOT-WORK CERTIFICATION) COURSE
Course Objective
The course covers following elements which are:
 Safety & Health (WSH) legislation
 WSH Risk Management
 WSH controls for High Risk Activities
 WSH measurement & monitoring
 WSH Objective & Programme
 Investigation & Analysis
 Audit & Review.

2. Learning Objectives
At the end of the course, learners will be able to:
 Interpret & Advise on WSH legal compliance issue
 Advise on WSH risk management in the workplace
 Advise on WSH control measures for high impact risk activities i.e CS,
WAH, Hot-Work,
Lifting, Electrical, Vehicular safety etc
 Measure and monitor WSH performance in the organization.
 Manage WSH incident investigation and analysis process
 Develop & Implement WSH objective, target and management
program.
 Manage internal audit system
 Advise on emergency preparedness and response
 Lead and direct a safety and health audit and review for
shipbuilding/ship repair

Entry Requirements
 Successfully completed a Technical Diploma from an approved
technical college OR
 Attained ESS WPLN 6 or 'O' Level English Grade6 & 'O' Level Math’s
Grade6 and WSH skills & knowledge equivalent to advanced certificate
in WSH OR
 5 years of relevant working experience in operations and co-ordination
of safety work.

 Understanding the Workplace Safety and Health (WSH) Act & the Factories (Shipbuilding & Ship-
repairing) Regulations, 1994
 Roles of Safety Assessors (Hot work Certification)
 Accident Prevention Principle
 Chemistry of Fires and Explosions
 Gas Free Inspections carried out by Petroleum Inspectors appointed under the PSA (Dangerous Goods,
Petroleum and Explosives) Regulations
 Guidelines for the Approval of Hot works
 Accident Case Studies on Fires and Explosions
 Safety Practices during the cleaning and repairs of tankers
 Operations and inspections of tankers and other vessels
 Occupational Health
 Meters for Measurement and detection of oxygen, flammable and toxic vapours/gases
 Permit-to-work system in shipyards and VSCC
 Practical learning on the calibration, maintenance and use of oxygen detectors, combustible gas indicators
and toxic gas indicators

5. Passing Mark
 Theory assessment : 70 %
