of India, in his chief guest address
at the inauguration of Excon 2013 in
Bengaluru last month, acknowledged
the difficulty in land acquisition
for infrastructure projects in the
country.
In order to make land acquisitions
easier the minister suggested that
project developers should have
a human approach and take into
account needs of land owners,
interact with them, try and provide
jobs through skill development.
While talking about the issue
of disputes on compensation, the
minister said that the government is
committed towards addressing the
issues on land acquisition for speedy
implementation of projects.
On the issue of dispute resolution,
he said that the government is working
with industry bodies on a policy to
have an arbitration mechanism for
quick reconciliation. On the issue

manufacturers have reduced fuel
consumption of their range, have
radically decreased levels of exhaust
emissions, have significantly improved
safety at work and ergonomics,
created innovative construction
methods and at the same time, have
succeeded in appreciably enhancing
the performance of their machinery.
European CE – high-tech
machinery at cutting edge
of skill development, he urged the
industry bodies to work with the
National Skill Development Council
(NSDI). He also said that many
autonomous institutions are being
allowed to develop various courses
that will make students job-ready.
A conference on ‘Sustainable
Infrastructure Development’ was
organized during Excon by the
Indian Construction Equipment
Manufacturers’ Association (Icema)
in association with the Confederation
of Indian Industry (CII).
Vipin Sondhi, Chairman, Excon
2013 Steering Committee said
that with the theme on ‘Propelling
Sustainable Infrastructure Growth’,
the seventh edition of the premier
event for the construction equipment
industry is not just South-East Asia’s
largest, but is on its way to become
one of the top few in the world for
propelling infrastructure growth in
India.
Sondhi felt that there are a number
of benefits that will accrue from the
development of the construction
equipment industry. The benefits
include “increase in per capita
income in India, creation of 30 to 35
million jobs in infrastructure and other
sectors linked with infrastructure
development like steel, cement, etc,
a massive 5 to 6 per cent reduction
in unemployment rate and 3 to 4 per
cent of the population will be getting
lifted above the poverty line,” he
pointed out.
At the conference, Icema, in
association with AT Kearney, released
a report on ‘Roadmap for Realizing
ECE Industry’s Long Term Potential’.
According to the report the ECE
(earthmoving and construction
equipment) market is expected to
grow by a healthy 20 to 25 per cent

of function and design, cost-efficiency
and new service concepts are equally

equipment industry emphasis is put

of construction. Modern technology
helps process waste material into
products that can be re-used directly
onsite, thus avoiding heavy transport,
greenhouse gas emissions, noise and
air pollution in densely populated city
areas and saving natural resources.
The environmental savings are very
high.
All this progress is not attributable
to mere coincidence, it is the result of
systematic and continuous research
activities. The R&D endeavours of
the businesses are always focused
on the needs of humankind and
environment.

Because it systematically targets
all these factors, the industry is
internationally well-positioned. It enjoys
an excellent reputation throughout the
world. In 2012, European construction
equipment manufacturers achieved a
domestic and international turnover of
approximately 24 billion Euro.
They have been able to take
ample advantage of the growth in the
emerging markets, although mostly
in the high quality and higher price
segments.
There is expanding demand not
only in India and China, but also in
Eastern European countries and
the South-East Asia region. The
markets in all these countries exhibit (contd. on pg 2)
future potential; there are budding
opportunities when it comes to the
development of local production.
The sector uses its expertise to
set new standards, for example,
in concrete technology, recycling
technology or road building
equipment. European suppliers focus
their activities on customer-specific
engineering.
That, in turn, explains the need for
close customer proximity. In keeping
with the adage ‘we are where our
customers are,’ many manufacturers
of construction machinery already
produce locally in India or are
represented by dealers at least.

“This would imply $16 to $21 billion
market by 2020, up from $3 billion at
the current level,” the report said.
The study pointed out that the
main drivers for growth of the ECE
industry are: growth in end-user
industries, higher adoption of
traditional applications to speed
up projects, development of new
applications, growing urbanization
and better availability of finance.
Amit Gossain, President Icema,
said that though the construction
equipment industry has been
witnessing sluggish growth in recent
times, the Cabinet Committee on
Investment, set up by the government,
has made some progress in getting
stalled projects worth lakhs of crores
moving again.
The Excon show witnessed
participation of over 730 exhibitors
reaching out to 35,000-plus business
visitors. The event was supported by
the Ministry of Heavy Industries &
Public Enterprises and the Ministry
of Road Transport & Highways, the
Government of India. The Government
of Karnataka was partner state for
Excon 2013.

Kalindi Kunj bypass
project cleared
Plastivision India
to be held in Mumbai
The Kalindi Kunj bypass moved
a step closer to realization after
the lieutenant governor cleared
the alignment of the project where
the bypass will reduce travel time
between Delhi and Faridabad,
besides decongesting Ashram
Chowk.
A public works department
official said the project had been
submitted to the Unified Traffic
& Transportation Infrastructure
(Planning & Engineering) Centre for
approval where the decision to clear
the project was taken at a UTTIPEC
meeting, headed by the LG.
The project, conceived in 2002,
will start on Ring Road near the DND
flyway loop and end near the Badarpur
border. Traffic moving from east Delhi
and Noida towards Faridabad will
completely avoid Ashram, which
would get decongested for local
users.
“The project will take three years
once work starts. However, this is
just the first step and we now need
to take an environment clearance. A
detailed model will also be prepared
and submitted to the Delhi Urban
Arts Commission and the Yamuna
Standing Committee for clearance.
The first big step is to get the
cabinet clearance for which we will
have to wait for the new government,”
said an official. The total length of
the bypass will be 14 km, and the
project is expected to cost about Rs
750 crore where the first at-grade
section of the bypass will be 2 km,
the stilt section will be 6km long,
while the second at-grade section
will also be 6 km long.
There is a 700 m stretch which
falls on the Haryana side. It is yet to
be decided whether construction on
that part will be undertaken by Delhi
or Haryana.
ITNL gets `427-cr road
order in Ukraine
Belgium, India

IL&FS Transportation Networks
Ltd (ITNL) said it has bagged Rs
427-crore order in Ukraine for
rehabilitation and improvement of a
road stretch through a subsidiary in
Spain. Elsamex SA, a wholly-owned
subsidiary of the company in Spain,
has been awarded the contract by
the State Road Agency of Ukraine for
rehabilitation and improvement of a
road stretch.
The contract also includes
executing the routine and periodic
maintenance of the stretch over a
period of seven years. The estimated
total contract value is euro 50.5 million
(approx Rs 427 crore) which is being
financed by the European Bank for
reconstruction and development. ITNL
said its Singapore subsidiary, ITNL
International Pte Ltd (IIPL), has entered
into a joint venture agreement with
three Chinese firms in which IIPL would

Reynders, who concluded a
five-day visit to the country, said an
agreement to set up such a fund
was signed during his meeting with
Commerce Minister Anand Sharma
in New Delhi earlier this week. He
declined to disclose the corpus of
the proposed fund, or when it will be
operational.
Cabinet okays `1,501 cr
expenditure for KoPT
The Union Cabinet has approved
Rs 1,501.35 crore expenditure for
dredging of the channel leading
to the Kolkata Port Trust (KoPT). It
approved the extension of financial
assistance to KoPT to meet the
dredging expenditure incurred for
maintenance of the river/channel.
The decision will help in making
transactions through the port
commercially viable for the port
users.
“The scheme of financial
assistance to the KoPT towards
dredging will be continued for a total
amount of Rs 1,501.35 crore for the
period from 2012-13 to 2015-16, with
effect from April 1, 2012. The extant
policy for awarding the dredging
work in other major ports will be
followed in respect of the dredging
India’s second largest plastics
show Plastivision India 2013 Organized
by AIPMA, the 9th Plastivision India
2013 will be hosted in Mumbai from
December 12 to 16. It will have a
special pavilion for solar energy.

technology from Europe can help to
strengthen and develop the Indian
manufacturing sector in the long run,
and thus to boost India’s role in world
economy.
The European construction
equipment industry organized within
CECE comprises 1,200 companies
from 14 European countries. The
annual industry turnover exceeds 24
billion Euros.
The sector employs 130,000
people directly and 400,000 indirectly
in the supply chain or the distribution
and maintenance network. European
construction machines represent
around 20 per cent of worldwide
production. Manufacturers are
predominantly small and medium-size
companies, but also big European
and multinational companies with
production sites in Europe.
The equipment for building
construction like cranes, building
hoists, formworks, concrete pumps,
mixers and related technology;
civil engineering and earthmoving
equipment like excavators, loaders,
graders, drilling equipment, tunneling
machines; road building equipment
like compaction machines, pavers and
milling machines, mobile recyclers,
cutters; and crushing and screening
technology.
European GDP in 2014 is expected
to grow by just under 1 per cent,
clearly below the average global
growth. Positive signals come from
a recovery of budgets and expected
reduction of national debts as share
of GDP over the next 5 years in the
majority of EU countries. After another
year of decline in construction activity
the forecast for 2014+ for Europe
is slightly positive. The regional
difference between the booming
construction markets in the middle
and north of Europe and the countries
most affected by the Euro crisis will
remain and even grow.
All main European areas are in
contracting mode at the moment:
Southern Europe continued the
downward trend; the sales boom
in the Nordic countries ended at
least temporarily; Western European
demand decreased slightly, and in
Eastern Europe there was a mod¬est
decline.
For earthmoving and road
equipment, the second quarter of
the year brought some improvement
after a very weak start of the year,
without compensat¬ing the slump of
the first quarter. For equipment used
to construct buildings, the second
quarter brought decline on a moderate
level in Europe.
RussiaandTurkeyforthissub-sector
are still growth areas. For Europe, the
weak start of the year cannot be
compensated over the remaining
months, a single to double-digit
decline seems real¬istic. Concrete
equipment, cranes and other building
construction equipment will perform
better than road construction and
earthmov¬ing equipment. Positive
signs come from some non-European
markets; while China, India and Brazil
stay difficult, Southeast Asia and the
Middle East countries are promising.

Liebherr 85 EC-B 5i Flat-Top Crane:
Liebherr is presented the 85 EC-B
5i flat-top cranes. This crane model
is being assembled at Liebherr’s
Pune plant since 2012. The 85 EC
B 5i has the potential to exceed the
71 EC-B. Currently Liebherr’s most
popular model offers widely similar
specifications. 85 EC-B 5i has a
maximum load capacity of 5,000 kg
and can lift 1,300 kg at the jib end,
up to a maximum working radius of
50 m.
When the 85 EC-B 5i was
developed, the emphasis was not only
on the superstructure but also on the
low-width 85 LC tower system, which
has been optimally matched to the
new crane and has new pin connectors
among the many features that qualify it

the new 85 EC-B 5i are so compact.
The new 85 LC tower system has a
cross-section of only 1.2x1.2 m, which
simplifies both transportation and
erecting work if the inner-city site is
small or access is difficult.
Standard equipment on the A 934
C Litronic is a reliable semi-automatic
central lubrication system, which can
be upgraded without difficulty as an
option to fully-automatic operation if
desired. The spacious Liebherr cab
provides distinctly more freedom of
movement; the version exhibited at
Excon is mounted on the hydraulic
elevating cab mounting that is available
as an optional extra. With the aid of the
hydraulic elevating system the driver
can select the most suitable position
for an ideal view of the work area
during material handling.
The ergonomically designed seat in
the cab has a wide range of position
settings and can be adjusted to suit the
driver’s weight. Automatic air condition
is a standard feature, and helps to
keep the driver fit and free from fatigue
during the entire working day.
For maximum driver protection,
strongly constructed protective guards
can be mounted as an optional extra
on top of and at the front of the cab.

compact mix 1.0 A-TR:
A very popular model in Liebherr’s
extensive range of batching plants is
the Compact mix 1.0. The compactly
designed batching plant is capable
of a maximum discharge output of
60 m³ of compacted concrete per
hour.
The space-saving overall concept
and the flexible 180° truck mixer
approach angle underneath the
plant enables to position the mixer
in a relatively small area. Most of the
steel parts are zinc-coated, ensuring
excellent corrosion protection and
therefore a long working life.
The Compact mix 1.0 has been
designed particularly with use as a
semi mobile concrete mixer in mind
when mounted on a skid foundation
but can also be operated without any
difficulty on any construction sites,
thanks to its modular design.
The compact batching plant is
equipped with the tried-and-tested
Liebherr RIM 1.0 ring-pan mixer
with 1 m³ rated capacity or 1,500
liters volume. The mixing system is
available with either a mechanical
or a hydraulic whirler (Agitator)
system.
Whirler systems are especially
beneficial if there is a need for
particularly high concrete quality or if
additives or colouring agents are part
of the mix for a homogenous mix.
This is why the Compactmix 1.0 is
also ideally suited to the prefab and
concrete-products industry, where
low slump is required.
ThebasicformatoftheCompactmix
1.0 can, if desired, be combined with
in-line bins, pocket bins or star bins.
The in-line bins are available in
various size configurations. Thus,
storage compartments of volume of
35 m³ each up to 5 compartments
can be accommodated for different
aggregates.
As with all other Liebherr concrete
mixers, many useful options are
available for the new Compactmix 1.0.
Examples are additive scales, high-
pressure mixer cleaning equipment,
housings and winter fittings.
There is an optional extension to
the mixer’s skip, meaning that the
inline bins can be positioned lower,
thus reducing the need for ramping
facilities or direct dumping from the
truck is possible.
HTM 604+ PTO & slave
engine truck mixers:
Liebherr also presented two HTM
604+ truck mixers having a capacity
of 6 m³ with additional capacity of 0.5
m3 each. One HTM is a truck mixer
with PTO drive mounted on a MAN
25:220 chassis. The other HTM has a
slave engine drive and Ashok Leyland
2518 chassis. Liebherr builds its own
mixers in house to the highest quality
standards, using special grade of steel
with high wear resistance, low centre
of gravity for good road dynamics.

Liebherr’s expanded wheel
loader product range:
Liebherr is presenting two
models of the expanded wheel
loader product range for the Indian
market. On display are the models
L 550 and L 580. The wheel loaders
are specially tailored to the needs
of Indian customers while featuring
time-tested Liebherr quality.
Designed as robust standard
machines with the familiar high
performance and the low operating
costs for which Liebherr is well known,
they comply with the ‘Bharat Stage III’
(BSIII) emissions regulations required
in India. The first wheel loader of
this range available for the Indian
market is the L 550 with deliveries
just started. The L 580 model will
follow in 2014.
The L 550 wheel loader, weighing
in at 16,800 kg, achieves a tipping
load of 10,850 kg. The machine is
equipped with a 4.5 m³ bucket. The
wheel loader is driven by a 147 kW
/ 200 HP diesel engines and with its
robust design, is ideal for use in the
most challenging of conditions. The L
580 achieves a tipping load of 17,650
kg and weighs in at an operating
weight of 24,730 kg.
The machine is equipped with a
5.5 m³ bucket and is driven by a 200
kW / 272 HP diesel engines. The key
features offered by all wheel loaders
from Liebherr are high handling
capacity, low fuel consumption and
exceptional stability, making them
particularly safe. The combination of
the hydrostatic Liebherr travel drive
and the special mounting position of
the diesel engine enable movement
of high load-weighs.
The 85 EC B 5i City Crane can be
erected quickly and safely in just about
every gap in the building line. The 85
LC tower system consists of 11.7 m,
5.85 m or 3.9 m tower sections, with a
tower base element 12.0 m long.
The 3.9 m long climbing tower
section is highly versatile, and can be
used inside or outside the building.
The 85 LC tower can climb to extreme
heightswhenusedoutsidethebuilding.
If other structures prevent this, the new
climbing tower can be installed in an
elevator shaft.
The 22-kW hoist gear, which is
standard equipment, permits lifting
heights up to 278 m. The maximum
free-standing height under the hook is
46.2 m. Connecting pins that can be
inserted in either direction are a very
practical feature, especially when the
85 LC tower has to be erected or taken
down in an elevator shaft where room
to manoeuvre is limited.
The new pins can be inserted and
removed from the inside or outside.
Pin magazines installed in each
tower and jib section also ensure
efficient erection. The pins are always
accessible during erecting work
and can be stored conveniently for
transport after removal.
The 85 EC-B 5i, like all Liebherr
Flat-Top Cranes, features Liebherr’s
‘ConnectandWork’erectingtechnology
as well as the patented LiConnect jib
connector and electrical connections
for the drives and switchgear.
Liebherr A 934 C litronic
material handler
Liebherr exhibited the high-
performance A 934 C Litronic. It has
an operating weight of approximately
37 t. The power unit is a robust Liebherr
diesel engine with turbocharger and
charge-air intercooler, which complies
with Tier-3/Stage IIIA limits. It is of 7,000
cc capacity with an engine output of
150 kW (204 hp) available at an engine
speed of only 1800 min-1.
The A 934 C Litronic material
handler has a wide support base
with large pads for maximum stability.
Depending on the working equipment,
extremely heavy loads can be raised
by up to 17 m and moved out to the
same working radius.
Thanks to the ‘Vario Lift Plus’
system, the desired working equipment
can be pinned into position individually
to suit the local operating situation
and the nature of the load being
handled. Attachment holes on the
boom and slewing platform can be
used to reposition the lifting cylinders
for maximum load capacity within the
same working range.
‘Vario Lift Plus’ makes it possible
to combine a wide variety of working
situations individually with the most
suitable kinematics for high load
capacity where there is even a specially
optimised mounting pattern for efficient
loading and unloading from ships.

How do you view the present
status of India’s construction
equipment market?
The Indian industrial overhead
cra nes market is extr emely
fragmented. According to our
estimate, the industrial cranes
market in India this year would have
dropped to the region of Rs 1,500 –
Rs 1,800 crore. Almost 30 per cent of
the demand for cranes comes from
government-owned companies and
the remaining 70 per cent from the
private sector.
The private sector is the most
vibrant part of the Indian economy,
thus creating scope for innovation
in the crane industry. If we divide
this sector region-wise in terms of
quantities of the total requirement,
Western India contributes 50-55 per
cent, Southern India contributes with
20-25 per cent, Northern India with
15-20 per cent, and Eastern India
with 5-10 per cent.
Over 40 per cent of the total
market is captured by a handful of
reputed names in the organized
sector. The rest of the market is
shared by an excess of 250 small
crane companies.
How can such events make the
construction equipment industry
more robust?

In general Indian construction

crane industry in India. Most of

For example, Gantry cranes are
used for precast segment yards and

bridge launching girders etc. Other

and cement are growing at a good

prerequisite for a variety of cranes
and hoists for their material handling

The power sector is also
expanding in India, with the
government promoting expenditure
on several new projects; hence
there is demand for a large range of
cranes from this sector. The power
sector requires cranes for a variety of
applications and their requirements
could be up to 250 mt, as in the case
of Transformer manufacturers, TG
Hall cranes. The demand for cranes
will majorly be dependent on India’s
industrial output and infrastructure
needs.

World Bank favours new
framework for projects
The executive directors of the World
Bank have approved a new framework
for the way projects are procured. If
adopted as policy, this could change
the way contracts for Bank-funded
construction projects are awarded and
administered
The Bank said in a statement,
“Procurement in the Bank operations
supports clients to achieve value
for money with integrity in delivering
sustainable developments.”
This could signal a change in
several aspects of how the Bank
awards contracts, and the stance it will
take towards fraud and corruption.
A major change in considering
economic value of bids, the Bank
stated in its proposal that it will consider
initial price along with competitiveness,
quality, lifecycle costs and benefits.
This implies a move away from ‘lowest
price wins’ policies.
The Bank has also signalled a
desire to do more on the issues of
fraud and corruption. It says it will help
national institutions through which it
acts – usually national government
departments – to develop better
procurement procedures that are open
and transparent.
It has also mentioned that it wants
procurement to reflect the scale and
risk of projects, which could signal less
complicated procedures for smaller
contracts.
There are also indications that
the Bank will look to introduce
harmonized international standards
in its procurement work. While national
procurement procedures (country
systems) seem likely to remain a
mainstay, the Bank has acknowledged
they are not appropriate for every
situation.
The framework document was
produced following a consultation
process with some 2,000 stakeholders
which began in May 2012. The Bank
will now develop details of how these
principles can be implemented, with a
view to securing final approval from its
Board next year.

and the International Federation of
Consulting Engineers (FIDIC) have
said they will prepare a joint position
paper on the proposals.
A statement from the EIC said, “The
three federations will call upon the
World Bank to maintain authority on
when to use the Bank’s documents or
national procurement arrangements,
to insist on the use of fair and balanced
contract conditions even under
national procurement arrangements
and to consult the private sector
continuously as the implementation
process progresses.”
According to the Bank, it signed
8,082 contracts in the 2013 fiscal year
to the end of June, worth some $9.37
billion. Some 1,051 of these were for
civil works, with a total value of $6.15
billion.
Indonesia
to get $400 m
to update infra
Indonesia is to receive a
$400 million loan from the Asian
Development Bank (ADB) to help it
improve infrastructure and transport
regulations. The funds will be used to
address weak transport connectivity
and poor logistics, among other
developments aimed at kick-starting
its economy.
The ADB loan covers the second
phase of a programme to strengthen
regulatory frameworks for transport
and logistics, increase investments
in the transport sector, boost
domestic connectivity, and enhance
international connectivity by making
the country's ports more efficient in
handling traffic and trade volumes.
Funding will also be invested into
improving inter-island links between
poorer eastern parts of the country
with growth centres and markets in
the west.
Jordan wind
farm project
gets $220 m aid
Jordan’s JWPC Tafila Wind Farm
project has received financial support
worth $220 million, representing
almost 77 per cent of the total cost –
according to the European Investment
Bank (EIB).

PSC (JWPC) is developing a 117 mw
wind farm and associated electrical
facilities in the Tafila Governorate in
Jordan. The wind farm will run 38
turbines. Once fully developed, the
project will account for almost 10
per cent of the country's renewable
energy target by 2020 (1,200 mw).
The EIB said the investment was
part of an International Finance
Cooperation effort to increase the
use of renewable energy in the
Middle East and North Africa, where
abundant sunshine and strong winds
are said to make it a natural fit.
Jordan has made progress in the
renewable energy field, developing
several solar and wind power projects
while aiming to have renewables
account for 10 per cent of electricity
generation by 2020.

Conclave 2013 on December 13-14,
2013 in New Delhi.
Credai aims to bring together more
than 9,000 real estate developers from
137 city chapters across 20 states
of India under a single umbrella. It
will continue its legacy of creating
a platform for all its members,
representatives from allied industries,
to understand different markets across
India. Over the years Credai has been
taking various initiatives to increase the
potential of the housing sector and
accordingly themes for the conclaves
are selected. This year, the theme for
the Credai Conclave 2013, is ‘Housing:
The Game Changer; Leading to
double digit growth’.

economic activity contributing 6.3 per

Over the past two years stagnating
global economic conditions have led to
a declining GDP of 5 per cent. However,
to dispel the general feeling of gloom,
the government has continued to
maintain its momentum of introducing
structural reforms in the economy.
Credai aimed in facilitating a correct
fillip through governmental and policy
decisions, through which the sector
could prove to be the growth propeller
for the country. Currently, the real estate
sector has a share of approximately
6.3 per cent in the GDP.
The sector is also witnessing a
huge potential in the coming decade
since urbanization has been increasing
at an unprecedented rate, with almost
71 million people added to the urban
population from 2001 to 2011.
At this rate, close to 534 million
people (greater than the combined
population of the United States,
Russia, and France) will live in Indian
cities by 2026. In addition, this year
the sector has provided a significant
boost to affordable housing where 85
per cent of India’s housing shortage
of 18.4 million units in 2012 was
concentrated in the EWS and LIG
sections.
