First, set up English Language Standards & Quality Council
• Focus on foundation & structural changes
The result: Roadmap for English Language Education Reform (2015 – 2025)
• Joint with Cambridge English + Ministry of Education’s English Language Teaching Centre
• Aim: Align our country’s English language education system with CEFR (an international
standard)

7. CEFR
 Common European Framework of Reference for Languages
 Focus on producing learners who can communicate & interact in any
language (English, in our case)
 An initiative taken by the government for the major reform in Malaysia’s
English Language education system for the next 10 years
 To fulfil the aim of boosting the level of education as mentioned in PPPM
(Malaysia Edu. Blueprint)

suffer the same fate as previous well-
intentioned programmes.
