            setup a community portal2
            To promote best practice+ tools built on widely
            used systems (e2g2 Drupal+ moodle* are more
            likely to be adopted sooner2
            Peer reviewing and rating of resources does not
            work+ just as metadata entering does not2 There is
            no reward in doing it2
            Bridges to other communities take time to build2
