• Poverty: Lowest incidence, with only 1 of every 5
households below poverty line. Half of the regional average
– where 2 of every 5 live below the poverty line.
• Hunger: Lowest preschool malnutrition rate of about 5% –
half of next best performer in Bicol. Almost erased cases of
severe malnutrition.
• Education: 100% participation rate, highest in Bicol. Need
to work harder in ensuring that every child entering Grade I
will go on to finish Grade VI and eventually high school.
• Health services: One of the lowest incidence of child and
infant mortality rates, maternal mortality ratio and highest
immunization coverage.
• Urban basic services: The only locality in Bicol with 100%
access to safe water and sanitary facilities

– Relocation of Balatas dumpsite within the next three years. Mandatory
provision of greenbelt spaces around built up areas, new developments
• Stronger institutions for culture and the arts
– Revitalize operations of Raul S. Roco Library to anchor a network of
community‐ and school‐based reading centers. Establish local institute
that will standardize the Bicol‐Naga language; work for inclusion of Bicol
subjects in high school curriculum. Revive, expand previous efforts to
promote Bikol literature to complement existing programmes
