The Ministry of Regional Development and Public Administration carries out, as
appropriate, together with the line ministries, the government policy in the following areas
of activity: regional development, cohesion and spatial development, cross-border,
transnational and interregional cooperation, discipline in construction
GENERAL PRESENTATION

spatial planning, urban planning and architecture, habitation, housing, residential
buildings, thermal rehabilitation of buildings, real estate and urban planning
management and development, public works, construction, central and local public
administration, decentralisation, reform and administrative-territorial reorganisation,
taxation and regional and local public finance, dialogue with the associative structures
of local public administration authorities, development of public community services,
state aid provided to local public administration authorities, industrial parks, public
service management, planning, coordination, monitoring and control of the use of non-
reimbursable financial assistance provided to Romania by the European Union
programmes in its areas of activity.
In these areas, the MRDPA initiates, finances and / or manages / implements, under
the law, development programmes and projects of national, regional and local interest
in the areas of: housing, thermal rehabilitation of buildings, reducing seismic
vulnerability of buildings, public utility infrastructure of the water supply and sewer
service and / or of thermal energy supply service for localities, road infrastructure of
local and county interest at the level of villages, activity.

In these areas, the MRDPA initiates, finances and / or manages / implements, under the
law, development programmes and projects of national, regional and local interest in the
areas of: housing, thermal rehabilitation of buildings, reducing seismic vulnerability of
buildings, public utility infrastructure of the water supply and sewer service and / or of
thermal energy supply service for localities, road infrastructure of local and county
interest at the level of villages, communes, towns, municipalities, counties, as well as the
transport infrastructure providing connections between them, the social, cultural and
sports infrastructure, business infrastructure, urban planning, urban real estate and
housing information system and databases, as well as in other areas of activity. The
MRDPA also provides financial and technical management of regional development
programmes and projects, cross-border and transnational cooperation, administrative
capacity development, urban rehabilitation, including urban transport, European spatial
planning, of those financed by the European Regional Development Fund, under the
Regional Operational Programme, by the European Social Fund, under the Operational
Programme Administrative Capacity Development, of programmes and projects financed
under the European Territorial Cooperation objective, by the ERDF,

of the European Neighbourhood and Partnership Instrument – the cross-border
cooperation component, as well as other European financing instruments specific to its
areas of activity, in accordance with the legislation in force, financed by PHARE funds, in
the extended decentralised system.

REGULATED PROFESSIONS IN THE CONSTRUCTION WORKS AREAREGULATED PROFESSIONS IN THE CONSTRUCTION WORKS AREA
The MRDPA is competent Romanian authority for regulated professions:
certified verifier of construction works designs;
certified technical expert;
certified technical executive for quality management of construction works execution;
certified experts on the energy performance of buildings.
in accordance with Directive 2005/36/EC on the recognition of professional
qualifications, transposed into national law by Law nr.200/2004 and Recognition of
professional qualifications for regulated professions in Romania.

A. By Law No 10/1995 on the quality of the construction works,
three regulated professions are set:

 certified verifier of construction works designs;
 certified technical expert;
 certified technical executive for quality management of
construction works execution.
B. By Law No 372/2005 on the energy performance of buildings,
one regulated profession is set, in the same manner to
reformatted Directive 2002/91/CE:
 certified experts on the energy performance of
buildings

Te designated Competent Authority (CA) and its main responsibilities
According to:
A. Law No 10/1995 and its subsequent legislation:
• Regulation on the verification of quality of the construction works designs and technical expertise of the quality
of construction works, approved by Government Decision No 925/1995;
• Technical advisor for professional certification specialists working in construction, approved by Order MLPTL no.
777/2003.
B. Law No 372/2005 and its subsequent legislation:
• Regulation on certification of experts on the energy performance of buildings approved by Order No. MDRT.
2237/2010
 CA for these four regulated professions is the Ministry of Regional Development and
Public Administration, which is the state authority in the construction area;
 CA organizes, directs and carries out the procedures to evaluate the applicants and
awards / suspends / withdraws the certificates of the mentioned regulated
professions;
 CA keeps the register and publishes the list of the certificated professionals.

Qualification Conditions for the applicants
Both Romanian and other Member States citizens applying in Romania for the
certification in one of the four mentioned regulated professions shall have a
formal qualification recognized by an authority in a Member State (at least
diploma) certifying successful completion of relevant engineering training.
The other Member States citizens shall have their diplomas recognized by the
Romanian Ministry of National Education.
Besides the above mentioned requirement, applicants shall have a minimum
period*) of qualification internship relevant for regulated profession for which
they apply.
*) - 3 years for certified experts on the energy performance of buildings
- 8 years for certified verifiers of construction works designs;
-12 years for certified technical experts;
- 8 years for certified technical executive for quality management of construction works
execution.

The main responsibility of the four mentioned certificated professionals is
to verify the application of and/or apply the relevant national technical regulations
in :
 Designing
 Assessment
 Execution
of construction works in order to attain the basic requirements for those
construction works.

Future goals
Qualification of workers in energy efficiency and renewable energy
BUILD UP SKILLS In proceedings of the Intelligent Energy - Europe (IEE) in Romania was
completed national project - BUILD UP Skills Romania - ROBUST undertaken to achieve
the objectives for 2020 on energy efficiency and renewable energy use in buildings .
The project aimed to assess the situation at national level in the construction sector in
terms of vocational training and the training necessary for the energy performance of
buildings and the use of renewable energy in buildings.
The results of the project is to develop a national strategy for workforce training
necessary to achieve the objectives of energy efficiency and use of systems based on
renewable energy in buildings under Directive 2010/31/EU on the Energy
Performance of Buildings Directive 2012/27/UE energy efficiency and Directive
2009/28/EC on the promotion of renewable energy.

Analysis of the national service training showed that:
- is necessary to review existing occupational standards in construction,
- be introduced in the current qualification of new occupations related to
energy efficiency;
- awareness of the concepts of "sustainable building" or "green building"
with the introduction of skills needed for the installation, operation and
maintenance of modern energy saving.
