This document discusses safety culture and how to measure and improve it. It defines safety culture as how people think, believe, intend and behave regarding safety. Developing a strong safety culture can sustain safe behaviors because people want it and believe in it. There are four pillars to measure safety culture: technical capability, management infrastructure, people mindset, and leadership. Methods to measure include document review, interviews, surveys, and observations. Measuring safety culture identifies areas for improvement and encourages continuous progress. The document outlines four options to improve safety culture: conducting a safety culture survey, a full diagnostic, a cultural improvement program, and ensuring sustainability of gains.

intention & behavior in relation of safety.
… is how to change people motivation of safety, from
“they scare with the rule” to be “they love to work
safely, they care others, they love their future and
families etc”
By developing “Safety Culture”, we can sustain people safety
behavior because people want it, they believe in it and the highest
intention in their life, and of course we need to help them with high
standard OH&S system in place.

Document Review : A review of the
company’s health and safety documentation
and written records for key safety culture
indicators. Assessors will assess specific
elements according to set criteria and give a
score from 1-4
Survey : Survey of all or a sample of
employees/supervisors in the organisation, using
a item questionnaire on key aspects of safety
culture. The survey is designed to assess each of
the key elements described above, in the form of
statements which capture the important aspects
of the element. Workers rate these statements on
a scale from 1 (strongly disagree) to 4 (strongly
agree).
10. Observation and interview
Interview : Semi-structured interviews with
management and on-the-floor managers or
supervisors, covering the key elements of
management commitment, involvement &
safety competence.The responses collected
will supplement and verify the documentation
review, the workplace observation and the
questionnaire results
Observation: Observation of safety culture
performance indicators in the workplace,
covering all work areas (including informal
questions to staff/supervisors). Assessors will
tour the workplace to observe key indicators
under each of the key safety culture elements
where appropriate, including informal questions
to supervisors and employees to verify both the
observations and the survey data

• This option allows for an initial
self‐assessment of the safety culture
in an organisation from the
perceptions of staff. The survey may
provide information about how
perceptions vary across different
departments or disciplines. It is not
intended to be a comprehensive
assessment as in the full SCM, but
provides a starting point to evaluate
the priority given to health and safety
in the organisation
