FRACTIONALS
Da noção de turismo residencial exposta no Plano Estratégico Nacional do Turismo (PENT),
entende-se que se trata de um tipo de propriedade plena de um imóvel integrado em ambiente
de resort devidamente providenciado por serviços complementares de restauração, animação,
lazer, limpeza e manutenção.

O turismo residencial tem visto nos últimos anos um aumento bastante significativo ao nível da
oferta, em todo o caso, este caracteriza-se essencialmente pela propriedade plena dos imóveis.
Contudo, existe a possibilidade de trabalhar a noção de propriedade plena, no sentido de
potenciar a dimensão da procura potencial de turismo residencial.

Os Fractionals, são uma forma de propriedade plena, tendo subjacente para o seu detentor,
todos os direitos e deveres associados a este princípio. No entanto, em vez de se deter a
totalidade dos 100% da propriedade, podendo-se usufruir livremente o imóvel em qualquer
altura do ano, o fractional permite ao seu proprietário possuir uma percentagem da totalidade
da propriedade, usufruindo da utilização da sua propriedade num período designado.

O conceito de fractional incorpora no seu princípio pilares como a propriedade plena e o direito
de utilização, sendo claramente diferente do conceito de timeshare, na medida em que este
apenas se refere ao direito de utilização.

Os fractionals para além de serem uma forma de propriedade de imobiliário turístico, são
sobretudo uma forma de distribuição do produto de imobiliário turístico. Este modelo
apresenta-se como uma forma de aumentar o mercado comprador potencial, na medida em
que se colocam a totalidade dos direitos e regalias dos proprietários, a uma fracção do valor do
imóvel, estando a sua utilização consignada a um determinado período correspondente ao
fractional adquirido.

A aplicação deste modelo de distribuição em ambiente de resort integrado, em nada condiciona
a aplicação do tradicional modelo de 100 % de propriedade plena, na medida em que o
princípio de pluripropriedade está sempre presente em resorts integrados, quer seja pelo facto
de existirem diferentes proprietários a compartilharem o espaço do resort integrado quer seja
por propriedades detidas por mais do que um proprietário.

Dada a realidade que hoje nos envolve, e considerando que o produto imobiliário turístico
(maioritariamente de segunda habitação) foi pensado e desenvolvido face as reais necessidades
do mercado, os fractionals apresentam-se como um modelo de distribuição mais flexível e
apelativo ao consumidor final.

The supply of fully-owned residential tourism properties has grown significantly in recent years.
However, there's still much to do in the way of developing the market as a means to increasing
potential demand for properties of this kind.

Fractionals are a form of full ownership, giving the purchaser exactly the same rights and
privileges. Instead of owning the property outright, fractional ownership entitles the purchaser
free use of the property at any time of the year for a specific duration.

Fractional ownership operates with the same rights of use and exactly the same principles as
full ownership, which differs from timeshare in the sense that timeshare owners only have
rights of use and none of the privileges of ownership.



Besides offering a chance to actually own a property, fractional ownership is an important way
of developing the residential tourism product. By offering full rights of use and ownership, it
also helps to increase the number of potential buyers in the market, with the amount of usage
corresponding with the percentage of fraction acquired.



Having fractional ownership in a resort by no means affects the full ownership product because
the latter is a regular resort component whether there's a mix of properties available or
whether some of the properties have more than one owner.



Given the reality of today's situation, and taking into account the fact that the ownership of
holiday homes (the majority of which are second properties) was triggered by and developed in
tune with market demand, fractional ownership is generally seen by the consumer as a more
flexible and appealing form of property ownership.
