management, development and design for 20+ externally developed Element (EMS) and Network Management (NMS)
operational support systems (OSS) from 12 engineering vendors including: Alcatel-Lucent, Sonus, Fujitsu, Tellabs,
Tekelec and Nortel.
• Effectively combined program, and project, management of highly technical implementations, with operational
troubleshooting, using contractual interpretation, purchasing and negotiation skills. Maintained acute awareness of
the urgency of project deliverables, derived from the latest innovations in engineering and information technology.
• Maximized system availability, enabling 100% visibility of major engineering equipment in the field while meeting
critically rapid development objectives for a Fortune 500 corporation, within budget. Jointly spearheaded and
implemented 14 major multiple releases with an additional 21 critical system upgrades within the System

Managing a team of 4 members, productively consolidating 20 points of IT purchase into a centralized IT procurement
process. Acquired additional responsibility, for all document storage and standards, a second team of 3 members and
improved the publishing, hardcopy and Software Library access ability for Engineering IT and Operations.
• $7m RDBMS license cost avoided due to contract attention, cost control and license integrity.
• $5m revision of the IT corporate Statement of Accounts following the first full long distance IT inventory.
• The first full IT equipment and software inventory updated the IT Statement of Accounts by $4M.
• Delays in project equipment delivery reduced due to establishing a single point of contact for delivery.
• The first full Document Management Storage system was implemented using 3rd party development of Coextant
and Lotus Domino. Seamlessly imported 3 types of soft, and hyperlinked workflow, document types into one single
repository, enabling fast access, full version control and relational document cross-linking.
Operations, Engineering, Configuration and Change Process Manager 1999-2005
Created new corporate level configuration, change and release management processes, covering engineering, IT and
operations during the Long Distance start-up phase.
• On start-up of the first “Baby Bell” Long Distance, managed all engineering network element software.
• Designed, implemented and managed a unique Change and Configuration Management workflow approval process;
spanning the entire Vz long distance Engineering, Operations and IT Operational Support Systems inter-
relationships.
• Successfully implemented a unique 3rd-party developed, patentable, relational Configuration and Change
Management Database, incorporating detailed dependency relationships, and semi-automatic workflows. This
Database spanned all Engineering network elements in the field, System Integration Labs, IT Disaster Recovery
Center and the main Data Center operational support system relationships in detail.

Clerical/Executive Officer Prior Experience
UK Welfare administration, finance, local IT and legal adjudication expert, unusually in all contributory and income
related benefits, pensions and allowances. Last specialty was industrial injuries adjudication.
• Successfully created a pilot scheme and process management for welfare grant single payments, processes and
