Change Management consultant supporting the establishment and transition to several new change control, prioritization
and release management processes and environments. Assisted Federal Government Departmental Management in the
implementation of new Departmental Information Technology Governance, Change Management and Change
Prioritization Processes.
•     Significantly enhanced pre-existing Change Control Charters and associated process documentation, applying
      systems development life cycle (SDLC) principles to Departmental change management.

Successfully motivated a diverse team of 7 highly professional network system engineers, supporting problem
management, development and design for 20+ externally developed Element (EMS) and Network Management (NMS)
operational support systems (OSS) from 12 engineering vendors including: Alcatel-Lucent, Sonus, Fujitsu, Tellabs,
Tekelec and Nortel.
•     Effectively combined program, and project, management of highly technical implementations, with operational
      troubleshooting, using contractual interpretation, purchasing and negotiation skills. Maintained acute awareness of
      the urgency of project deliverables, derived from the latest innovations in engineering and information technology.
•     Maximized system availability, enabling 100% visibility of major engineering equipment in the field while meeting
      critically rapid development objectives for a Fortune 500 corporation, within budget. Jointly spearheaded and
      implemented 14 major multiple releases with an additional 21 critical system upgrades within the System
      Integration Lab, Production and Disaster Recovery.
•     Cost avoidances of $1.5M for systems maintenance over 3 years, with a further $250K reduction in equipment
      based surveillance license charges, setting annual precedents for rapidly growing network.
•     Managed and met all deadlines for operational implementations of leading-edge enhancements in support of
      Voice/SS7, VoIP, ATM/FR, DCS and SONET/DWDM OCS infrastructure across USA.
•     Enabled critical oversight of 1,000 long distance network elements, and monitoring automatic flow-through of 75%
      of all orders with provisioning and inventory, all the way to the network elements.
•     Improved monitoring information performance and surveillance facility, service and look-up features.
•     Introduced alarm surveillance, element and performance management of optical FiOS DWDM.

     IT Asset, Document and Procurement Manager                                                              2002 - 2003

Managing a team of 4 members, productively consolidating 20 points of IT purchase into a centralized IT procurement
process. Acquired additional responsibility, for all document storage and standards, a second team of 3 members and
improved the publishing, hardcopy and Software Library access ability for Engineering IT and Operations.

•     $7m RDBMS license cost avoided due to contract attention, cost control and license integrity.
•     $5m revision of the IT corporate Statement of Accounts following the first full long distance IT inventory.
•     The first full IT equipment and software inventory updated the IT Statement of Accounts by $4M.
•     Delays in project equipment delivery reduced due to establishing a single point of contact for delivery.
•      The first full Document Management Storage system was implemented using 3rd party development of Coextant
      and Lotus Domino. Seamlessly imported 3 types of soft, and hyperlinked workflow, document types into one single
      repository, enabling fast access, full version control and relational document cross-linking.

     Operations, Engineering, Configuration and Change Process Manager                                        1999-2005
Created new corporate level configuration, change and release management processes, covering engineering, IT and
operations during the Long Distance start-up phase.
•     On start-up of the first “Baby Bell” Long Distance, managed all engineering network element software.
•     Designed, implemented and managed a unique Change and Configuration Management workflow approval process;
      spanning the entire Vz long distance Engineering, Operations and IT Operational Support Systems inter-
      relationships.
•     Successfully implemented a unique 3rd-party developed, patentable, relational Configuration and Change
      Management Database, incorporating detailed dependency relationships, and semi-automatic workflows. This
      Database spanned all Engineering network elements in the field, System Integration Labs, IT Disaster Recovery
      Center and the main Data Center operational support system relationships in detail.
•     Developed a fast change request form/database to approve and automatically notify all system related owners in

Engineering, Operations, IT and outside vendors. Automatically distributed change requests, including external
     vendor’s Product Change Notices, to all internal and external vendor interested parties for their impact analysis.

Acquired additional responsibility, for all document storage and standards, a second team of 3 members and improved the publishing, hardcopy and Software Library access ability for Engineering IT and Operations. • $7m RDBMS license cost avoided due to contract attention, cost control and license integrity. • $5m revision of the IT corporate Statement of Accounts following the first full long distance IT inventory. • The first full IT equipment and software inventory updated the IT Statement of Accounts by $4M. • Delays in project equipment delivery reduced due to establishing a single point of contact for delivery. • The first full Document Management Storage system was implemented using 3rd party development of Coextant and Lotus Domino. Seamlessly imported 3 types of soft, and hyperlinked workflow, document types into one single repository, enabling fast access, full version control and relational document cross-linking.
