3. Governor-General Lord Cornwallis (1786–1793 and
1805)
He was a loyalist and a true patriot.
Came India to succeed Warren Hastings.
Demanded government support and great authority
over his subordinates.
He was focused towards the betterment of the
company in India.
He had a paradoxical view towards native of India.
Introduced well thought out reforms to improve
company’s judicial administrative and land revenue
system in India.
He also introduced the Cornwallis code.

5. Cornwallis suspended the whole Board of Revenue for
irregularities and enforced the new rules against private
trade. He insisted on the company providing generous
salaries in its place.
He then reorganized the whole administration. From then on,
a Company servant could join either the commercial or
political branch of the East India Company, but not both. As a
merchant, a man could still trade on his own account; as an
official he had to be content with a large salary.
Cornwallis' next major measure was the Europeanization of
the services. All high Indian officials were dismissed and all
posts worth more than £500 a year were reserved for
Europeans.
He also settled the revenue and land system of Bengal by
giving the tax-farmers ten-year contracts.
Cornwallis took over criminal administration from the
Indians and pruned the Muslim criminal code of some of its
less humane features. The consequence was that the Indian
legal code became one of the most enlightened in the world
and was much more humane than the English system.
6. Governor-General Lord Cornwallis was a very wise,
intelligent and foresighted persons he learnt from his
mistakes and worked upon them and that also showed
up in his reforms which were so well thought out and
most logical ones. He establish the ‘rule of law’ for the
first time through his judicial reforms. He did
everything but he could not reform the criminal law
which was based on Muslim law and had many
defects. Still, He made very important and far-
reaching reforms in the judicial administration, some
of the basic principles of which exist even up to now.
his ignorance towards Indians can be a result of his
jingoistic thinking which made Indians annoyed but
at the end gave him the results.
