Project Management International Standard
ISO21502 - 2020ISO21500 - 2012
On 22nd December 2020 ISO (International Organization for Standardization) released the
ISO21502, “Project, programme and portfolio management — Guidance on project management”.
It replaces the previous ISO21500, “Guidance on Project Management”, the first PM international
standard (2012).

VOLATILITY
Changes occur much more often
than before and require
continuous analysis and
evaluation
COMPLEXITY
The number of factors
determining the development
process increase significantly or
become unknown
UNCERTAINTY
We are not able to
unambiguously predict and
prioritise factors that may
influence the situation
AMBIGUITY
Information is difficult to interpret

Agile
Cristiano Ottavian 13
Since the 1980’s there were several «pre-Agile» software
development practices, for example: DSDM (Dynamic
Systems Development Method), FDD (Feature Driven
Development), Crystal, XP (Extreme Programming).
Other practices were also introduced, generating Agile Practices and framework (Lean,
Kanban, Scrum).
Later on Agile practices have been applied also to non-software projects, especially
knowledge or business projects, in which there is no “tangible” deliverable.
In 2001 the Manifesto for Agile software development was
created, and since then a new movement began in PM.
Agile = Iterative + Incremental + Adaptive

PM organizations and their Credentials/Certifications
Cristiano Ottavian 15
Cristiano Ottavian 16
Why PM credentials/certifications?
Professional PM Credentials/Certifications attest to the possession of specific
knowledge required by a specific reference, and they usually are attested by the body
that created and holds the reference (second party).
A Professional Credential/Certification is used to mark one's knowledge in a particular
professional area. Professionals choose to earn and maintain certifications for a variety
of personal and professional reasons at different stages of their careers.
Professional Certifications do not certify compliance with requirements of
professionality, third party Professional Credentials do (i.e. Government, Public
Agencies, or Professional Registers).
Cristiano Ottavian 17
PM Credentials and Certifications
Cristiano Ottavian 18
ExperienceKnowledge
Several Professional Bodies or Reference Holders have defined professional credentials
and certifications, even multi-level, to be obtained by passing exams (various types).
In order to attempt an exam, there can be some prerequisites, based on:
• Academic education (min, or determining different needed experience)
• Professional education (provided or recognized by the institution)
• PM Experience (min months/years, to be demonstrated – random audit)
• Knowledge (verified via exam, in presence or online)
Some certifications have "expiration" and must be renewed (with an exam or collecting
credits), others are "eternal“ (should be called qualification).
Project Management Organizations
Project Management Professional Certifications are issued by private organizations
(second party), such as:
• PMI (Project Management Institute)
• IPMA (International Project Management Association)
• AXELOS (that holds the PRINCE2)
• European Commission (Centre of Excellence in PM2, that holds the PM2 credentials
(and their Agencies)
• APM (Association for Project Management) - Chartered body
• …
Cristiano Ottavian 19
International Project Management Association
IPMA is a non-profit organization, founded in Vienna (now
headquartered in Switzerland) in 1965 (its original name was
INTERNET) that promotes the professionalism of Project Management,
originally to facilitate international cooperation.
It is a confederation of over 150 PM associations from over 50 different countries.
Cristiano Ottavian 20
It has developed its own reference, the IPMA Competence
Baseline (ICB), according to which the management of the
project must place equal emphasis on technical, contextual and
behavioral skills.
IPMA ICB is consistent with ISO21500.

Il Project Management Institute
The PMI® was founded in the USA in 1969, with the aim of
spreading and strengthening Project Management practices through
the affirmation of a standard.
It is based on the belief that the different fields of application had a broad common
basis in project management processes and methodologies.
Cristiano Ottavian 22
In 1981 PMI® began developing the Guide to the "Project
Management Body of Knowledge" (PMBoK® Guide), a complete
and concise guide to the standard.
Today at its 6th edition (since 2017), consistent with ISO21500,
the revolutionary 7th edition is expected within Q1 of 2021.

The Office of Government Commerce (on behalf of the British
government) during the 1990s developed an IT project methodology,
PRINCE (Project IN a Controlled Environment).
After some years, it became a PRINCE2, a methodology for any kind of projects.
Now PRINCE2 is managed by Axelos, a joint venture between the UK
Government and a private company that manages and promotes
various management approaches, such as MSP, ITIL, and others.
Managing Successful Projects with PRINCE2 is a structured
methodology, adaptable to different contexts, based on product
development, 7 principles, 7 themes, 7 processes.

How to study
1. There’s a lot to study! Take your time, … plan for it!
2. It’s better to study 1 h/d for 3 or 4 months, rather than to study 4 or 6 h/d in a
shorter period.
3. Test continuously your acquired knowledge, not only at the end of your studying.
Questions are situational, so you have to practice recognizing the learned concepts
in real(istic) situations.
4. Train yourself allowing just a minute per question, even though you’ll have 15 sec
more.
5. In correcting your test, do not analyze only wrong answers, you may have answered
correctly to a question with wrong reasoning. Correcting a test should take more
time than the test itself.
6. Take at least a realistic test simulation (180 questions in 230 min), in order to
experience the effort and help yourself to manage the tension and the pace…

  • 13. Agile Cristiano Ottavian 13 Since the 1980’s there were several «pre-Agile» software development practices, for example: DSDM (Dynamic Systems Development Method), FDD (Feature Driven Development), Crystal, XP (Extreme Programming). Other practices were also introduced, generating Agile Practices and framework (Lean, Kanban, Scrum). Later on Agile practices have been applied also to non-software projects, especially knowledge or business projects, in which there is no “tangible” deliverable. In 2001 the Manifesto for Agile software development was created, and since then a new movement began in PM.

  • 15. PM organizations and their Credentials/Certifications Cristiano Ottavian 15
  • 17. Why PM credentials/certifications? Professional PM Credentials/Certifications attest to the possession of specific knowledge required by a specific reference, and they usually are attested by the body that created and holds the reference (second party). A Professional Credential/Certification is used to mark one's knowledge in a particular professional area. Professionals choose to earn and maintain certifications for a variety of personal and professional reasons at different stages of their careers. Professional Certifications do not certify compliance with requirements of professionality, third party Professional Credentials do (i.e. Government, Public Agencies, or Professional Registers). Cristiano Ottavian 17
  • 18. PM Credentials and Certifications Cristiano Ottavian 18 ExperienceKnowledge Several Professional Bodies or Reference Holders have defined professional credentials and certifications, even multi-level, to be obtained by passing exams (various types). In order to attempt an exam, there can be some prerequisites, based on: • Academic education (min, or determining different needed experience) • Professional education (provided or recognized by the institution) • PM Experience (min months/years, to be demonstrated – random audit) • Knowledge (verified via exam, in presence or online) Some certifications have "expiration" and must be renewed (with an exam or collecting credits), others are "eternal“ (should be called qualification).
  • 19. Project Management Organizations Project Management Professional Certifications are issued by private organizations (second party), such as: • PMI (Project Management Institute) • IPMA (International Project Management Association) • AXELOS (that holds the PRINCE2) • European Commission (Centre of Excellence in PM2, that holds the PM2 credentials (and their Agencies) • APM (Association for Project Management) - Chartered body • … Cristiano Ottavian 19
  • 20. International Project Management Association IPMA is a non-profit organization, founded in Vienna (now headquartered in Switzerland) in 1965 (its original name was INTERNET) that promotes the professionalism of Project Management, originally to facilitate international cooperation. It is a confederation of over 150 PM associations from over 50 different countries. Cristiano Ottavian 20 It has developed its own reference, the IPMA Competence Baseline (ICB), according to which the management of the project must place equal emphasis on technical, contextual and behavioral skills. IPMA ICB is consistent with ISO21500.

  • 22. Il Project Management Institute The PMI® was founded in the USA in 1969, with the aim of spreading and strengthening Project Management practices through the affirmation of a standard. It is based on the belief that the different fields of application had a broad common basis in project management processes and methodologies. Cristiano Ottavian 22 In 1981 PMI® began developing the Guide to the "Project Management Body of Knowledge" (PMBoK® Guide), a complete and concise guide to the standard. Today at its 6th edition (since 2017), consistent with ISO21500, the revolutionary 7th edition is expected within Q1 of 2021.

Cristiano Ottavian 24 The Office of Government Commerce (on behalf of the British government) during the 1990s developed an IT project methodology, PRINCE (Project IN a Controlled Environment). After some years, it became a PRINCE2, a methodology for any kind of projects. Now PRINCE2 is managed by Axelos, a joint venture between the UK Government and a private company that manages and promotes various management approaches, such as MSP, ITIL, and others. • 58. Cristiano Ottavian 58 How to study 1. There’s a lot to study! Take your time, … plan for it! 2. It’s better to study 1 h/d for 3 or 4 months, rather than to study 4 or 6 h/d in a shorter period. 3. Test continuously your acquired knowledge, not only at the end of your studying. Questions are situational, so you have to practice recognizing the learned concepts in real(istic) situations. 4. Train yourself allowing just a minute per question, even though you’ll have 15 sec more. 5. In correcting your test, do not analyze only wrong answers, you may have answered correctly to a question with wrong reasoning. Correcting a test should take more time than the test itself. 6. Take at least a realistic test simulation (180 questions in 230 min), in order to experience the effort and help yourself to manage the tension and the pace…
