Goal
• Individuals must be able to show what they are really capable
of, be given the opportunity for lifelong learning and, based on
their own choices, match it with education and jobs.
• Employers must get access to the right skills to be able to
develop their business and achieve their goals.
• Society must be given the opportunity to secure both short-
term and long-term skills supply in order to strengthen welfare
and competitivness.
Cooperation and collaboration between authorities
for skills supply and lifelong learning

The purpose of cooperation and collaboration
• Skills supply and the individual's lifelong learning concern a wide field of
several authorities' assignments.
• Difficult for an individual authority to solve the issue on its own.
• More effective measures and actions if they are not implemented
separately but are integrated into a wider context

External added value
Through collaboration, we can:
• Become clearer in our roles and we have knowledge of who does what.
• Build more coordinated and more relevant meeting places that will be
easier to reach – for both individuals and employers.
• Facilitate interaction with multiple parties, such as regions and industries.
• Make needs from several perspectives more visible, e.g. different
individuals' study paths and ways to become established in the labor
market.
• Make visible the need and supply of education and other learning paths to
in-demand skills.

Internal added value
By discussing challenges and opportunities together we can;
• Become more efficient and reach higher quality.
• Increase the spread and impact of efforts.
• Avoid reinventing already completed activities.
• Learn from each other, make broader analyzes and jointly prioritize.
• Build lasting relationships and create openness between each
other.

Dimensioning of upper secondary education for
better skills supply
• The needs of the labour market will be given importance in the planning and
dimensioning of certain educations in upper secondary school and
municipal adult education.
• The municipalities must collaborate on the planning, dimensioning and how
to provide education.
• It must be possible to apply for all provided vocational education in
municipal adult education in the area of collaboration.
• Information about the education should show its direction and what it leads
to.

Regional planning documents
• The Swedish National Agency for
Education will produce regional planning
documents for all counties.
• The planning documents will provide the
responsible organisers of educational
institutions to support better planning
conditions.
• The goal is a broader range of education
that meets both students demands and
society's competence needs.
