    software.
   Open educational resources can promote innovative
    and creative opportunities for all learners and speed up
    the development and adoption of new technology.
   Building state & local education agency capacity for
    evolving.
   Develop and use interoperability standards for content
    and student-learning data.
   Develop and use interoperability standards for financial
    data to enable data-driven decision making.
Steps to productivity
 We must use the power of technology to
  redesign processes and structures to
  improve learning outcomes in a way that
  uses time, money, and staff efficiently.
 We must identify what we are looking for
  in learning outcomes.
   Use data to make continuous improvements.
   Evaluate current practices and remove
    processes that do not improve learning.
   Develop a system of collecting data and use it
    to determine if the current form of education is
    improving outcomes and productivity.
   Design, implement, and evaluate technology-
    powered programs to ensure they are
    appropriate for the students to progress
    through P-16 education and beyond.
   In order for us to be leaders in education, we must
    be leaders in the design and implementation using a
    new approach to R&D for education.
   There are four areas of focus
    › Continue to provide competitive grants for scaling
      innovative and evidence based practices through I3.
    › Transfer existing and emerging technology innovations
      from consumers, businesses, and entertainment into
      education.
    › Support and sustain the education R&D that is currently
      taking place at the National Science Foundation.
    › Create a new organization whose mission is to serve the
      public though R&D.
