5. Project Implementation Process 5
Defining the Situation
Begin with an understanding of the current situation
controllable elements
elements not controlled by us
Identify internal forces at work to enhance or to degrade the
core competencies and key processes
Evaluate resource constraints and limitations
Summarize SWOT:
Strengths that you want to protect
Weaknesses that must be improved
Opportunities that are present
Threats that exist
Crystallize the Situation
6. Project Implementation Process 6
Identifying Project Objectives
An objective should:
inspire action
appeal to everyone involved
describe how everyone will be better off when the objective is
achieved
be visionary
An objective must:
contribute to improve business operation
have a clear goal
be realistic and achievable
7. Project Implementation Process 7
Performance Measures
“In God we trust – every one else bring data”.
All activities and actions must be driven by data.
Key Performance Indicators:
Productivity
Quality
Cost
Delivery
Numeric Goals and Action Limits
Goals - a single value to strive for, defined by Management
Action Limits - defined by data variation and consistent
(99.7%) with the Normal distribution
8. Project Implementation Process 8
Progress Review
Purpose of Progress Review:
“Drive” participants towards achievement
Motivate exceptional performance
To reach agreement on the results expected during the next
review meeting
Effective Reviews:
Conducted on a regular basis - effective reviews are scheduled
Come as you are. Fancy presentations do not add value
Use actual performance data, not opinions or anecdotes
Quantify progress
An open, honest, non-threatening and supportive atmosphere is
maintained

Barriers, Mistakes and Implementation Tips
Finding motivation for Change:
Fear
Dissatisfaction with the current situation
A genuine desire for constant improvement
Set proper / realistic expectations
Analysis Paralysis - small improvement steps are more
effective than a “big-bang” approach
Move forward, but do not travel too fast
Train as you go instead of “mass” training - On-the-Job
training
Request management support
Stick to the Process - Plan, Do, Check and Act.
