5. Why is the situation like this?
Low (or non-existent) awareness of OER on
ministerial level
Sweden is a very decentralized country – makes
knowledge building more difficult
ICT in education has not been on the political
agenda for 12 years
Strong reform agenda in other areas – decision
makers on all levels have been very busy
