This document outlines a project on user empowerment in social media culture. The project will examine how people are empowered or disempowered through everyday social media use, considering issues of inclusion, media literacy, and privacy. It will be conducted by researchers from three universities - Ghent, VUB, and KUL - and consists of three work packages focused on literacy, privacy, and inclusion respectively. The overall objectives are to develop a conceptual framework, a measurement instrument, gather empirical data on media literacy, and make recommendations. A PhD study is also mentioned that will use virtual ethnography to examine what practices, learning, and literacies develop in digital public spaces and how these may influence institutions.
