The people are held
to be the principal
actors in human
scale development.
Traditional welfare economics had focused on
incomes as the main measure of well-being
until 1980's.
Amartya Sen argued that that poverty
involved a wider range of deprivations in
health, education and living standards which
were not captured by income alone.
3. Development must be judged by its impact on
people, not only by changes in their income
but more generally in terms of their choices,
capabilities and freedoms; and we should be
concerned about the distribution of these
improvements, not just the simple average for
a society.

Multidimensional poverty is made up of several factors that constitute
poor people’s experience of deprivation, such as -
-Poor health,
-Lack of education,
-Inadequate living standard,
-Lack of income (as one of several factors considered),
-Disempowerment,
-Poor quality of work and
-Threat from violence.
4. The Human Development Index (HDI) is a summary
measure of average achievement in three key dimensions
of human development: a long and healthy life, being
knowledgeable and have a decent standard of living.
1. A long healthy life dimension is assessed by life
expectancy at birth,
2. The education and knowledge dimension is measured
by mean of years of schooling for adults aged 25 years and
more and expected years of schooling for children of school
entering age.
3. The standard of living dimension is measured by gross
national income per capita.
5. Development Indicators:
i. The capacity to obtain physical necessities, particularly food;
ii. A job
iii. Equality, which should be considered an objective in its own right;
iv. Participation in government;
v. Belonging to an independent nation that is truly independent, both
economically and politically; and
vi. Adequate educational levels (especially literacy).
Development consists of more than
improvements in the well-being of
citizens. it also conveys something about
the capacity of economic, political and
social systems to provide the
circumstances for that well-being on a
sustainable, long-term basis.

People acquire the knowledge and skills they need to improve their condition
and the society, to improve the effectiveness of institutions.”

-linkages at all levels of society;
- To raise people's awareness of development
projects and opportunities.
- To help foster attitudes that contribute to
development and motivation.
- To provide relevant information.
- To provide support for specific development
projects and social services.
- To lift the beneficiaries through their own
efforts, from a state of ignorance, poverty
and disease to one of economic, social and moral
well-being.
