In August 2014, Partners in Education and the Scholarship Foundation of Santa Barbara, in collaboration with other local organizations, launched The College Scholars Academy, a week-long pilot program. The goal was to give young men of color the opportunity to learn about college and to provide them with skills and tools to successfully complete high school and pursue a higher degree. Twelve young men from high schools in Southern Santa Barbara County were selected for the program.

Much of the impetus for this research was the growing interest among institutional policy makers on how they might influence student enrollments. In this webinar, we will provide an overview of research about college choice that is relevant for admissions and enrollment management professionals. In particular, we will review the factors that influence students’ decisions and the timing of their college choice process. We will discuss differences among white, African American, Latino, and Asian American students with respect to these factors, as well as research on the factors influencing nontraditional students’ college choice. Throughout this webinar, we will highlight the relevance of this body of research for institutional policies and practices.

It is well known that children and adolescents in care often experience significant academic difficulties; however, little research has been conducted to assess which variables predict long- term academic performance. The Ontario Looking After Children (OnLAC) project involves annual data collection with the Assessment and Action Record (AAR), mandated by the Ontario government for use in all 46 Children's Aid Societies in Ontario, Canada, with young people who have been in care for one year or more. The current study will use OnLAC data from the AAR to identify trajectories of overall educational performance as well as performance in specific subjects (i.e., mathematics, science, reading and other language arts) in children and adolescents in care over a 4-year period. Specifically, we will track the educational performance of a large sample of children from 2009, when they were 5-9 years of age, to 2012 when they were 8-12 years old. Likewise, we will also examine academic trajectories from 2009 to 2012 in a different sample of 10- 15 year old children and adolescents living in out-of-home care. Analyses will be conducted by means of the SAS PROC TRAJ procedure, which identifies distinctive trajectories for variables of interest as a function of increasing age. We will then use multinomial logistic regression to investigate time-stable and time-varying predictors of the identified educational performance trajectories, including variables from different levels of the ecological model, such as youth-level (e.g., placement type, attachment to foster parent) and family-level factors (e.g., positive parenting practices, number of children in the home). We expect that several distinct educational trajectories will emerge (e.g., poor versus good educational performance over time) and that variables from each level within the ecological model will be significantly associated with trajectory group membership. The findings will provide a more comprehensive developmental picture of the factors impacting educational performance in both primary and secondary school, with a focus on variables that can promote better functioning for children and adolescents in care

Blanchett This article places the problem of disproportionate representation of African American students in special education in the context of the White privilege and racism that exist in American society as a whole. The author discusses how educational resource allocation, inappro- priate curriculum and pedagogy, and inadequate teacher preparation have contributed to the problem of disproportionate representation. More important, she argues that remedies designed to address the disproportionality challenge must place the aforementioned structural forces at the center of education research, policy, and practice. Ithough the field of special education was formed on the heels of the Brown decision and applied rhetoric and tactics from the Civil Rights Movement, the dispropor- tionate referral and placement of African American students in special education has become a discursive tool for exercising White privilege and racism. First, African American students are dispro- portionately referred to and placed in the high-incidence special education categories of mental retardation, emotional or behavioral disorders, and learning disabilities (Zhang & Katsiyannis, 2002). Second, once labeled as having disabilities and placed in special education, African American students make achievement gains and exit special education at rates considerably lower than those of White students identified as having .

Racial/ethnic diversity in study abroad increased 10 percent from 2004 to 2014. Despite the increase, study abroad continues to fall low on students of color’s priority list. Irrespective of their rationale for not going, students of color continue to receive fewer messages that study abroad is worthwhile. To fill this gap, panelists in this session will argue that faculty involvement – particularly faculty of color– in the planning process and while on-site is imperative. The inclusion will allow students to see themselves reflected in study abroad programs and may increase the likelihood that students will participate. This session will feature multiple perspectives to demonstrate the important ways to utilize faculty in the effort to increase student of color participation.

7.1 What Is Gifted and Talented? This section provides definitions of gifted and talented. These definitions do not come from IDEA 2004 because this legislation does not cover students who are gifted. The section continues with a discussion of the prevalence of gifted and talented students in schools. Defining Gifted and Talented Gifted is often used as an umbrella term that describes individuals who are gifted or talented. Students who are gifted demonstrate innate abilities that are exceptional. Students who are talented demonstrate exceptional performance related to their ability. Most people use the terms gifted and talented interchangeably. While there are no universal definitions of gifted or talented, the primary organization that represents gifted students, the National Association for Gifted Children (NAGC), provides the following guideline: Gifted individuals are those who demonstrate outstanding levels of aptitude (defined as an exceptional ability to reason and learn) or competence (documented performance or achievement in top 10% or rarer) in one or more domains. Domains include any structured area of activity with its own symbol system (e.g., mathematics, music, language) and/or set of sensorimotor skills (e.g., painting, dance, sports). (2008) According to the NAGC definition, gifted and talented students demonstrate or have the potential for exceptional abilities in one or more areas. Another definition, this one from a federal statute, explains that gifted and talented students demonstrate higher performance or are capable of higher performance in intellectual, creative, or leadership domains. According to these definitions, which also vary from state to state, gifted and talented students need specialized instruction, activities, or services in order to develop their exceptional abilities above and beyond general classroom instruction (Stephens & Karnes, 2000). Gifted and Talented and IDEA 2004 Giftedness is not a category under IDEA 2004, but many school districts serve gifted students through special education offices or programs. The thinking is that students with disabilities require individualized instruction to meet their learning needs, and the same should be true for gifted students. The wide variability in definitions of gifted by both states and districts, though, means that many gifted students are not identified and are underserved (Robertson, Pfeiffer, & Taylor, 2011). Furthermore, money to provide specialized programs to gifted students does not come from funds provided to school districts under IDEA 2004. Districts provide services through their district budgets; some schools apply for grant funding or work with private organizations to provide programs for gifted students.
