CONDITIONS
• One of the most common areas for
grievances and Unfair Labor Practices (ULPs)
are “Changes in Working Conditions”
• That is, situations where management
changes some aspects of the conditions of
employment of a Bargaining Unit Employee
(BEU) without notifying and, if requested,
bargaining in good faith with the Union
6. DEFINITION: CONDITIONS OF
EMPLOYMENT
• Section 5 U.S.C. 7103(a)(14) of the Statue defines Conditions of
Employment as:
Personnel policies, practices, and matters, whether established by the rule, regulation, or otherwise,
affecting working conditions, except that such term does not include policies, practices, and matters-
Relating to prohibited political activities
Relating to classification of any position; or
Specifically provide for by Federal Statue
8. CHANGES IN
WORKING
CONDITIONS
Section 7103(a)(12) of the statue requires:
Management and the Union to meet at reasonable times
and to consult and bargain in a good-faith effort to reach
agreement with respect to the conditions of employment
affecting such employees and to execute, if requested by
either party, a written document incorporating any collective
bargaining agreement reached
