DISASTER
Disaster is a sudden accident or a
natural catastrophe that causes great
damage or loss of life.
It is an event or fact that has unfortunate
consequences.
Disaster means that any occurrence
that causes damage, ecological
disruption, loss of human life or
deterioration of health and health
services on a scale sufficient to
warrant and extraordinary response
from outside the affected
community or area (WHO 1995).
DISASTER MANAGEMENT
Disaster Management can be defined
as the organization and management
of resources and responsibilities for
dealing with all humanitarian aspects
of emergencies, in particular
preparedness, response and recovery in
order to lessen the impact of disasters.
It means that all such measures should
be taken so that hazard can not take
the form of disaster . Since we can not
prevent the coming of many natural
hazards, but can reduce their harmful
effects by proper management.

STRUCTURE
The system incorporates an “all
agencies” approach that involves all
levels of government, numerous
organisations and agencies as well as
the community.
Council is required under legislation to
form a Local Disaster Management
Group (LDMG). This
group is comprised of
representatives from a number of
agencies including Council, Police,
Emergency Services, Sate and
Commonwealth Government,
Industry and the community.

The Government of India (GOI), in recognition of the importance of Disaster Management as a
national priority, has set up a High-Powered Committee (HPC) in August 1999 and also a nation
committee after the Gujarat earthquake(2001), for making recommendations on the
preparation of Disaster Management plans and suggestion effective mitigation mechanisms.
On 23 December 2005, the Government of India enacted the Disaster Management Act, which
envisaged the creation of the National Disaster Management Authority (NDMA), headed by the
Prime Minister, and State Disaster Management Authorities (SDMAs) headed by respective Chief
Ministers, to spearhead and implement a holistic and integrated approach to Disaster
Management in India.

development strategy that involves all stakeholders and fosters a culture of prevention, preparedness and
mitigation.”
NATIONAL DISASTER MANAGEMENT
AUTHORITY (NDMA)
• The National Disaster Management Authority has been constituted under the
Disaster Management Act 2005.
General Structure
Chairman : The Prime Minister of India
Vice-chairman : Cabinet Minister
Eight members with the status of Ministers of State.
Skills and expertise of the specialists are extensively used to address
disaster related issues.
A functional and operational infrastructure has been built, which is appropriate for
disaster management involving uncertainties coupled with desired plans of action.
Conceptually the organization is based on a ‘disaster divisions-cum-secretariat’
system. Each member of the Authority heads disaster-specific divisions for specific
disaster and functional domains. Each member has also been given the responsibility
of specified states and UTs for close interaction and coordination.
The NDMA Secretariat, headed by a Secretary, is responsible for providing
secretarial support and continuity. The Secretariat deals with mitigation,
preparedness, plans, reconstruction, community awareness and financial and
administrative aspects.

  • 2. DISASTER Disaster is a sudden accident or a natural catastrophe that causes great damage or loss of life. It is an event or fact that has unfortunate consequences. Disaster means that any occurrence that causes damage, ecological disruption, loss of human life or deterioration of health and health services on a scale sufficient to warrant and extraordinary response from outside the affected community or area (WHO 1995).

DISASTER MANAGEMENT Disaster Management can be defined as the organization and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response and recovery in order to lessen the impact of disasters. It means that all such measures should be taken so that hazard can not take the form of disaster . Since we can not prevent the coming of many natural hazards, but can reduce their harmful effects by proper management.
  • 4. DISASTER MANAGEMENT STRUCTURE The system incorporates an “all agencies” approach that involves all levels of government, numerous organisations and agencies as well as the community. Council is required under legislation to form a Local Disaster Management Group (LDMG). DISASTER MANAGEMENT STRUCTURE IN INDIA The Government of India (GOI), in recognition of the importance of Disaster Management as a national priority, has set up a High-Powered Committee (HPC) in August 1999 and also a nation committee after the Gujarat earthquake(2001), for making recommendations on the preparation of Disaster Management plans and suggestion effective mitigation mechanisms. On 23 December 2005, the Government of India enacted the Disaster Management Act, which envisaged the creation of the National Disaster Management Authority (NDMA), headed by the
  • 10. Prime Minister, and State Disaster Management Authorities (SDMAs) headed by respective Chief Ministers, to spearhead and implement a holistic and integrated approach to Disaster Management in India.
  • 11. NDMA Vision “To build a safer and disaster resilient India by a holistic, pro-active, technology driven and sustainable development strategy that involves all stakeholders and fosters a culture of prevention, preparedness and mitigation.”
  • 12. NATIONAL DISASTER MANAGEMENT AUTHORITY (NDMA) • The National Disaster Management Authority has been constituted under the Disaster Management Act 2005. General Structure Chairman : The Prime Minister of India Vice-chairman : Cabinet Minister Eight members with the status of Ministers of State. Skills and expertise of the specialists are extensively used to address disaster related issues.
  • 13. A functional and operational infrastructure has been built, which is appropriate for disaster management involving uncertainties coupled with desired plans of action. Conceptually the organization is based on a ‘disaster divisions-cum-secretariat’ system. Each member of the Authority heads disaster-specific divisions for specific disaster and functional domains. Each member has also been given the responsibility of specified states and UTs for close interaction and coordination. The NDMA Secretariat, headed by a Secretary, is responsible for providing secretarial support and continuity. The Secretariat deals with mitigation, preparedness, plans, reconstruction, community awareness and financial and administrative aspects.
