2. The Past
 In the past reading interventions relied on special
education support services.
 Services were rendered outside the classroom
setting.
 Both special education and remedial support services
had not proven to be effective at significantly
improving the skills of struggling readers.
 Intervention services were only available to a limited
number of students and failed to help maintain the
growth of struggling readers over time.

3. The Shift
•Today reading intervention is a school-wide effort including the
classroom teacher as well as special needs support services
providers.
• Today services are rendered within the classroom setting where
the vast majority of student reading takes place.
•Today Classroom teachers, Special education and remedial
support staff work together to implement proven and effective
changes that significantly improve the skills of struggling readers.
•Intervention services are more widely available to all students and
help maintain the growth of struggling readers over time.

6. The Structure
 Tier 1: This program is

meant to enhance the

students.
 Tier 2: This program is to
be used to prevent or

 Tier 3: This program is to
be used intensively for
students who are
significantly below grade
level.
