1. Who is Ferbritas S.A.?
Ferbritas SA was founded in 1976. Over more than three decades of existence has undergone
many changes arising from processes of development and growth, which contributed
significantly to the technical independence of the national railway, through the systematic and
progressive development of skills in several areas of specialty.
Ferbritas is currently dedicated to the transport sector and in particular the railway (light,
heavy, conventional and high speed).
It is the only national company in the areas of consulting and engineering projects, which has
competence in all Railway areas and specialties, which gives particular vocation for the
comprehensive management and integrated projects and undertakings of this nature and
enables the provision of services related to transport planning, feasibility studies and project
detail; expropriations; quality control materials, specialized construction management and
supervision.
In this case, it should be noted that, Ferbritas S.A. as an experience of more than 20 years of
work in this area, which results are known and recognized, involving more than three dozen
employees dedicated to:
- Consolidation of the survey and registration data;
- Management and achieving the full land acquisition processes.
The specificity of these activities and the attributes of honesty, accuracy and professionalism
that allowed for over two decades of achievements, consolidate and optimize production
processes and methodologies, effective, and collect a solid experience, founded on the
confrontation with need to solve every day huge inefficiencies in the Portuguese rustic and
urban register, necessary to achieve the objective to design, develop and implement an
integrated cadastre and property management.

2. Why a cadastre information system based on GIS (Geographic Information Systems)
technology?
The concepts of integration, complementarity and coordination are particularly important
especially in the field of railway infrastructures.
The requirements of the associated interventions are very technical in nature and involve
multiple specialties and technologies, and the final result is only guaranteed if the various
components of this interwoven puzzle are compatible and properly joined together.
Moreover, linear infrastructures such as roads, rail, energy, etc. are long lasting, and with long
life-cycles. Starting at the planning stage, these infrastructures can last for several decades,
during which information is produced by multiple generations and organizations, running the
risk of not being used at present, or future, or even get lost in time, if not properly organized
and maintained.
The resulting information and knowledge have high economic value and significance for
organizations, making it vital to preserve. Although the immediate reason for the development
of this information system stems from the need to provide a complete answer to the dynamic
control of the registration and real estate status of the national rail infrastructure, the results
obtained are of relevance to individuals, companies and public administration.
Land asset management is a cross cutting societal topic which is the basis for many economic
and control activities. This results as very important since the opportunity and return on
investment on, for instances, ownership transfers, land use and taxation cannot be based on
inadequate or wrong information.
For these reasons, from the beginning, the Cadastre Information System (FBSIC) was designed
to meet the needs of the rail sector and beyond. It also is applicable to the activities of entities
or organizations to which it is important to ensure the dynamic control of cadastral and real
estate property.

3. How important is the cadastre?
Cadaster it’s strategic!
It is a basic theme, indispensable, cross-cutting societies, relevant to: individuals, families,
businesses, and local, regional and central institutions. Its absence and, or poor quality, have a
negative economic translation of enormous significance for the citizen, to business and public
administration, that had even the cause of relevant social conflicts.
Have a reasonable cadastre is a major step towards improved social justice, economic and tax.
Fulfill this purpose means to start the work by foundations from which to build a "building"
multidisciplinary sustainable, efficient and effective.
4. What is FBSIC?
The FBSIC is a new tool to work with very unique and distinctive features for the purposes it
serves. Among others:
- Brings together a multitude of cases that occur every day in pre-defined formats and
streamlined immediately to the user;
- Integrates standardized and normalized information produced by third parties (Courts,
Registries, Financial Services, Postcode, etc.).
- Focuses on the user's perspective;
- Allows corporate sector and uses integrated and multidisciplinary;
- Adds accuracy, efficiency and effectiveness of action;
- Ensures the traceability of changes;
- Exports to other information technology platforms, including SAP;
- Provides a platform for information and knowledge is a valuable asset in itself;
- Adds immediate value in a trend that grows exponentially over time, as the database is
being enriched.
FBSIC is supported by a scalable architecture, standards-based information technology and
communication, and interoperability, ensuring a high sustainability of long-term application.
Allows viewing and editing of geographic, alphanumeric and documental information.

Has a modular character (seven modules) comprising:
• Data Migration (geographic and alphanumeric), with some features for element
validation;
• Field (supporting the activities of gathering information);
• Information Processing (import and validation of field data);
• Central (which provides tools that enable: load and edit information on a geographical,
alphanumeric and document basis, monitor the quality of the project phases and their
transitions (workflow); print maps and formal documents, among other features);
• Backoffice (to support the system administrator);
• Approval (enables to perform a cycle of approval of the design data before sending to
DUP);
• Domain Management (enables to perform the management cycle of land parcels till
their acquisition by the national authorities).

The benefits are evident at the level of operational efficiency, with including tools that enable
process integration and standardization of procedures, facilitate analysis and quality control
and maximize performance in the acquisition, maintenance and management of registration
information and expropriation (expropriation projects). The implemented system achieves
levels of robustness, comprehensiveness, openness, scalability and reliability suitable for a
structural platform.
5. Starting point
The terrain, the cadastral and real estate control.
The processes of mobilization of land for infrastructures of public and private domain are
developed according to proper legal frameworks and systematically confronted with the
impoverished national situation as regards the cadastral identification and regularization,
which leads to big inefficiencies, sometimes with very negative impact to the overall
effectiveness.

7. What specific results can be obtained with FBSIC?
FBSIC tools, in conjunction with other applications, allow managing the entire life-cycle of Land
Acquisition and Cadastre, including support to field activities with the integration of
information collected in the field, the development of multi-criteria analysis information,
monitoring all information in the exploration stage, and the automated generation of outputs.
The integrative nature of the architecture allows the users fit current needs, providing the
possibility of scaling the platform to meet future services, with a wide range of self-service
support features.
FBSIC increases the rigor and productivity of all process, and represents a solution to Cadastre
and Land Acquisition.

8. Awards
Despite its short existence, FBSIC has already received two distinctions particularly honorable
assigned by experts: one at a national level, another at a worldwide level.
2010 Esri Portugal took the initiative to give the Ferbritas SA “The GIS Project Award”
"... the innovative character of the Cadastre Information System project. The
ability and vision of Ferbritas allowed this solution, whose architecture, and its
integrative nature, provides the basis for present needs, providing the possibility
of scaling the platform to meet future services ... “The GIS Project Award” aims
to distinguish projects that by their innovation and vision, demonstrate the
power of GIS technology for the success of organizations that use geographic
intelligence to look at reality, analyze, act and share to a Singular Vision of
Portugal and the World ... "
2011 On their own initiative, the U.S. company ESRI Inc. (Environmental Systems
Research Institute, Inc.) distinguished Ferbritas with the SAG award - Special
Achievement in GIS - 2011.
This award is given annually to works that stand out in the fields of
development and application of geographic information systems, and in 2011
elected ESRI Inc. 150 cases worldwide, less than half of them outside the U.S.,
in a universe of more than 130,000 organizations.
