The vital functions of government
are classified under four headings:
health, justice, education and
opportunity
The foundation of good government is
morality, the basis of which is
righteousness.

Righteousness is an inner impulse by
which we act or refrain from acting out
of respect and reverence for law and out
of purity of motives, without fear or
anticipation of reward.
Every generation, according to Laurel,
must bear in mind that the path to a
healthy political and economic growth
and progress lies in balancing and
synchronizing the development of social
and economic forces so as to avoid the
overdevelopment.
