Digitization of Beneficiary Database:
1. List of beneficiary shall be compiled at DDO level for each scheme.
2. For this, the last drawn grant-in-aid bill wherein the benefit was
sanctioned to the concerned beneficiary treated as authentic document.
3. The list as finalized for the respective DDOs by the concerned District
Level officer/ Departments be updated in the standard digitization
format of the Planning Commission.
4. As it is essential that the database digitized for each beneficiary is free
from error and discrepancy.

Opening of Core Banking Accounts:
1. The beneficiary database shall be shared by all DDOs with the concerned BDOs
indicating the status of availability of Bank Account.
2. For beneficiaries either do not have a bank account or account without core
banking system.
2.1 The Bank Managers shall open the Bank Accounts based on Application Form
and Documents (only Electoral Photo Identity Card and ROR is sufficient)
2.2 Service of CSC may be utilized (outside core banking system) for opening
bank account in the SBI. ( Ref MEMO No. 577-583 of 31st May,2013 )
2.3 After having opened bank account for all the beneficiaries in the CBS
enabled Bank Branches, the DDOs shall update the digitized database.

Seeding of Aadhaar Nos. in the beneficiary data base:
1. Opening of bank account of the leftover beneficiaries being done by the
bank officials - parallel process - updating the Aadhaar number being by
the DM & Collectors.
2. The beneficiaries is not having EID number divided into two categories –
a) Category A - enrolled for Aadhaar number, but their EID number is not
available.
b) Category B –not enrolled for Aadhaar.
3. For the beneficiaries falling in category-A, the KYR+ database along with
software available with NIC shall be used at the Block level for finding
the EID number. Once the EID number is available, the Online Aadhaar
facility shall be used to print the Aadhaar Card of the beneficiary.

Aadhaar Enrollment (2nd round):
For the beneficiaries falling under category-B, the facility
being extended by CSCs for registration under Aadhaar/
EID be utilized.
Special Camp being organized by the DMs with
coordination of BDOs and CSC in-charge. The objective of
these camps is to enroll as many leftover beneficiaries
under Aadhaar.

Daily reporting mechanism :
