 To create Opportunities and Projects to rehabilitate
Ex-Criminal Offenders in an effort to drastically
reduce crime and violence in our country and to enable
them to become Valuable Citizens of our Nation.
 To Educate Individuals Companies and Organisations
concerning the need to embrace and support
Rehabilitative Efforts for Ex-Criminal Offenders.
 To be a Relevant link in the
Community between the Ex-Offenders
Service Users, The Judicial System, The
Community and all National and
International Bodies associated with
the safe Rehabilitation of Adult and
Juvenile Ex-Offenders
 Honesty: In our dealings with our
Associates, Partners, Sponsors and Service Users — the
decisions we make and the actions we carry out are
governed by HONESTY and integrity.
 Opportunity: We endeavour to treat service users fairly
and respectfully and give them the ability to have an Equal
OPPORTUNITY at becoming Valuable Citizens.
 Purpose: To be Accountable to our
Associates, Partners, Sponsors and Service Users for
Maintaining and Fulfilling our laid out PURPOSE.
 Enthusiasm: We will perform all tasks and carry out our
projects with both Passion and ENTHUSIASM.
 To Rehabilitate adult and juvenile Ex-Offenders
 To Create and Foster cohesive relationships with the Community, Police and other
Relevant Law Enforcement Agencies.
 To Create Opportunities for Ex-Offenders to make Alternative Career Choices as
opposed to relying on the drug trade or other illegal means of support.
 To Create an Infrastructure for Ex-Offenders, with an aim to facilitate their Safe Re-
entry into the working community.
 To Foster and Develop working relationships with members of the
Community, Governmental and Non-Governmental Organizations, with a mutual
interest in Rehabilitation at the level of Sharing Information, Giving Inspiration and
Encouragement and Creating Working Opportunities for Ex-offenders.
 To be The Launch Pad for other Initiatives which would Showcase the efforts of Ex-
Offenders who have a desire to change their odious behavioural patterns.
 To Give Individuals, Companies and Organisations Opportunities to assist in tangible
ways in the Rehabilitation of adult and juvenile Ex-offenders.
In keeping with Hope Transplant Ministry’s
Vision "To be a Ministry committed to improving the
lives of the individuals in the communities in which we
operate", we present this proposal as one of the tools
that we believe would enable us to reach our targeted
audience and fulfill our Goals.
The Turn Around Project [TAP] is established to
encourage persons from all areas of the society to play a
part in the Rehabilitation of the Ex-offenders among
us.
To be an Offender is punishable according to those Laws
and Regulations that Govern our judicial system. We
can ALL agree to this, due process in keeping Law and
Order in our Community.
HOWEVER, being an Ex-offender means that one has
already served his or her sentence for crimes committed
and one should NOT have to suffer eternally at the
hands of society being considered a reject, and then to
be discarded as one who is invaluable to society or the
nation as a whole.
Let us be mindful that ….
To Err is Human - To Forgive is Divine …
and to
RESTORE HOPE is our Goal.
Since 1999 and even before then, Reverend Michael Steele
has been working with the “Boys from the blocks” and the
Ghetto Areas – This has prompted the establishment of Hope
Transplant Ministries.
Reverend Steele spent many years getting to know and
understand The Culture, Lifestyles and Ways of Thinking of
these Vulnerable Individuals both in
Barbados, UK, USA and among the Gypsies of Romania.
Vulnerable in a number of defined areas namely:
Negative peer pressure
 Penal Institutional Re-Stimulation
 Use and abuse of Marijuana and other illegal substances
Gun and Ammunition Violence
 The Cultural established and accepted lifestyle of
promiscuity which becomes even more destabilizing when
mixed with the substance abuse culture.
BEING FATHERLESS – Raised without the full parental
support of the biological father. [ Major Issue]
Vulnerable Individuals
In an effort to take this drive forward, a committee has been formed.

The following proposal has been prepared to request your Organization’s
Endorsement and Support .
We would also like to embrace your Commitment to assisting with the
Raising Awareness, the Processing and Validation of the Service Users.
This project is designed with the awareness of over 20 years of PERSONAL
RESEARCH and we trust that its Integration into the Penal Reform System of
Barbados would be Established.

Twelve Consecutive Weeks12 Week Rehab Program

 Service Users [SUs] MUST
attend Two Church Services a
Month where they will be
awarded their bonus
fortnightly.
 As a part of the Rehabilitation
– SUs will have to become a part
of the Hope Transplant
Ministries Mentoring Program
which is setup to Motivate and
empower them to reach the next
level of their Development.

This program is made up of Four Main Parts with each
part having a number of Key Elements all carefully
thought out and designed for a FULL Re-integration of
the SUs back into the Family, Community and Society
as a whole. More importantly though, are those
Elements catering to the SUs Finding Themselves and
Re-establishing their Purpose FOR living.

Each part is made up of key Elements to complete the
whole.
VERY IMPORTANT - For this program to be a total
success it MUST incorporate ALL Four PARTS and their
ELEMENTS at the right sections of the program.
Personal Experience have taught us that TIMING is of
most importance when dealing with Ex-Offenders.
They are those who have unpredictable behavioural
patterns and also those who join programs for their own
personal benefit and nothing to do with the expected
outcomes of the Project Managers.
This is where Training, Experience and Divine help are
crucial to the successful execution of said Program.
Personal Development
Mentored – Reflection – Employment – Work – Moral & Spiritual
Development. Discover how they wronged themselves and how to right
those wrongs.
Family Development - ALL SUs MUST be Fathers
Establish their role in the children’s life – Family Values – Moral Values –
Establish methods to reconnect with family and regain the family Trust
and Confidence.
Community Development
Discover what is Community – Develop Value for Community – Understand
the ripple effect of their errors to the Community – Learn ways to restore
broken connections to the community

Giving back to the Country
