Lagos is the fastest growing Megacity in Sub-Saharan Africa, with its population estimated to double in the first quarter of this century; it is expected to be the third largest urban agglomerations in the world. This growth is not without challenges, as the city is grappling with myriads of urban management problems. City planners lack the most important ingredient of land use management, which is Information. In spite of huge investment on spatial data infrastructures at the national and state levels of government, most land use planners at both state and local government level agencies are ignorant of existing geospatial technology portals and unlock the full potentials of information and communication technologies. A statewide survey of the spatial data infrastructures of the city’s urban and land use management ministry and agencies proves its pathetic state, thereby creating information gap void between urban development and intelligent management. The result is has led to a sporadic growth of slums and unplanned settlements which now accounts for over 60% of the city. To avoid an impasse, it is necessary to review the level of geospatial technologies used at the local level and recommend formidable means of integration in the decision making process. This paper examines the level of geospatial technologies and Spatial Data Infrastructure use in spatial planning agencies and barriers to implementation in the 20 local governments of Lagos State and suggests the way forward.

Presentation at the 13th International Free Software Forum, Sao Paulo, Brazil. Abstract: In Latin America, it’s well-understood that Brazil was pioneering in considering FOSS to be both a strategy and a tool for regional economic development. But what about the rest of the world? As FOSS/OSS enters the mainstream of industry, how are countries in Europe and Asia looking at this disruptive force in software development? And what is happening in the United States where one could argue a very strong proprietary software industry is reinventing itself, with the U.S. government both following and leading the open development model? This talk discusses FOSS from the perspective of open information technology ecosystems and government’s role in them, providing a picture of the changing landscape of software industries and the potential for localized economic benefit to those participating. It includes a perspective of how governments are experimenting with becoming more directly involved with the open source community, and to learn from them. Stories and examples are drawn for the speakers experience, research and direct involvement with government, academic and industry bodies creating exemplary projects and reference models for others to consider.

Knowledge of ongoing research, practice, and organizational collaborations has been distributed widely across disciplines, sectors, and communities of practice. The National Agenda for Digital Stewardship annually integrates the perspective of dozens of experts and hundreds of institutions, convened through the Library of Congress, to identify the highest-impact opportunities to advance the state of the art; the state of practice; and the state of collaboration within the next 3-5 years. This talk discusses key highlights from the inaugural report and related ongoing work by the National Digital Stewardship Alliance.

‘A Guide to Data Innovation for Development - From idea to proof-of-concept,’ provides step-by-step guidance for development practitioners to leverage new sources of data. It is a result of a collaboration of UNDP and UN Global Pulse with support from UN Volunteers. The publication builds on successful case trials of six UNDP offices and on the expertise of data innovators from UNDP and UN Global Pulse who managed the design and development of those projects. The guide is structured into three sections - (I) Explore the Problem & System, (II) Assemble the Team and (III) Create the Workplan. Each of the sections comprises of a series of tools for completing the steps needed to initiate and design a data innovation project, to engage the right partners and to make sure that adequate privacy and protection mechanisms are applied.

The National Environmental Information Infrastructure (NEII) aims to improve the discovery of and access to fundamental environmental data for Australia. It has been conceived as a network of standards-based IT components supported by institutional collaborations. Information infrastructures (II), also known as systems of systems, comprise information systems that are inter-connected rather than being independent and disconnected. Developing and sustaining II represents an interwoven socio-technical challenge. II typically evolve over a long period of time, building on and extending existing infrastructure or ‘installed base’. The nature of the “installed base”, including both ‘social’ aspects such as standards, work routines, and institutional arrangements, interwoven with information and technology resources, influences the design of new elements (Hanseth, Monteiro et al. 1996). In Australia, the installed base of environmental information infrastructure is complex, with a large number of interwoven technical infrastructure development activities and governance mechanisms. The limits of ‘governance’ Institutional arrangements have long been recognised as a key enabler for II (Coleman and McLaughlin 1998, Masser 1999, Masser 2005, Lance, Georgiadou et al. 2009), enabling community efforts to build and maintain infrastructure. A key function of institutional arraignments is governance which provides ‘steering’, collaborative decision making and accountability mechanisms. Governance comprises: the rules, policies and mandates; institutional frameworks and processes that enable communities to develop, manage and implement agreements enabling access to information resources (Box 2013). However, a range of ‘social’ issues much broader than governance influence II implementation. These include: barriers to and motivation and mechanisms to support collective action and participation, trust and leadership. Given the typically large number and complexity of relationships between II stakeholders, addressing these concerns is a challenge. Understanding and navigating this complex landscape of relationships, personal and institutional drivers and blockers for participation is a key success factor for II. A social architecture This presentation will present a ‘social architecture’ that has been developed to guide the NEII programme in addressing concerns in the social domain. The term social architecture refers to social aspects of infrastructure development with a particular focus on governance, participation and the management of the agreements that together define how II stakeholders collaborate to achieve collective goals. Results of a review of II initiatives undertaken to identify common themes and lessons learned that could be applied to NEII will be presented together with recommendations for applying the social architecture to the NEII.

Created by Mozilla Research in 2012 and now part of Linux Foundation Europe, the Servo project is an experimental rendering engine written in Rust. It combines memory safety and concurrency to create an independent, modular, and embeddable rendering engine that adheres to web standards. Stewardship of Servo moved from Mozilla Research to the Linux Foundation in 2020, where its mission remains unchanged. After some slow years, in 2023 there has been renewed activity on the project, with a roadmap now focused on improving the engine’s CSS 2 conformance, exploring Android support, and making Servo a practical embeddable rendering engine. In this presentation, Rakhi Sharma reviews the status of the project, our recent developments in 2023, our collaboration with Tauri to make Servo an easy-to-use embeddable rendering engine, and our plans for the future to make Servo an alternative web rendering engine for the embedded devices industry. Membership: State GIS Coordinators, private companies, federal sector reps, others. State caucus restricted to state and local reps (no private sector, no federal agencies).
