1. Introduction and concept of racism
Racism and racial discrimination is any and every way that imposes the superiority or
inferiority among ethnic groups of a few the right to dominate or eliminate
others, presumed to be inferior, or which bases value judgments based on racial
differentiation. Thus the racist suppresses their civil, social, political and human.
Racism is advertised from almost the entire history of mankind.
Racial discrimination is a concept that is often identified with racism and
embracing, although it is not exactly similar concepts. While racism is an ideology
based on the superiority of one race or ethnicity over others, racial discrimination is
an act which, although often based on a racist ideology, it always is. In this sense we
must take into account that racial preferences (when establishing discrimination in
order to ensure equality of persons affected), constitutes a form of discrimination to
combat racism.
Racism is often closely linked and be confused with xenophobia, ie "hatred, disgust
or hostility to foreigners". However, there are some differences between the two
concepts, and that racism is an ideology of superiority, while xenophobia is a feeling
of rejection, and secondly xenophobia is directed only against foreigners, unlike
racism. Racism is also related to other concepts with which it may sometimes be
confused as ethnocentrism, caste systems (in the colonial age, most were classified
in: mestizos, mulattos, , etc..), The classism, and even homophobia.
Attitudes, values ​and systems established racist, overtly or covertly, a hierarchy
between ethnic or racial groups, used to justify the privileges or advantages which
the dominant group enjoys.

2. Relaed to: Nazi racism and the Holocaust
The evolution of racist ideology in German culture had its peak development in
National Socialist Movement (Nazi) led by Adolf Hitler, who won the accession of a
large part of the German population in the 1930s and 1940s, to that collapsed with the
defeat of Germany in World War II, in 1945.
The Germans introduced all kinds of retaliation, persecution and marginalization
against Jews, mainly, and against Gypsies, homosexuals, Jehovah's Witnesses, etc..

the Nazis soon introduced the concentration camp, where they were forced to comply
with forced labor and finally executed.
The Nazis introduced all sorts of racist and antisemitic propaganda, and influenced their
image to the world, which came to the United States and the Ku Klux Klan. National
Socialism emerged as an ideology of superiority of the "white race" and within a
hypothetical supremacy "Aryan race", from which the Germans were considered its
purest expression in the twentieth century. Adolf Hitler and the concept of "Greater
Germany" remained an idea of concentrating the whole race "Aryan" in a State and that
if there was an "Aryan" in one part of the world, Germany should conquer.

3. Outlawing Racism
In 1963 he promulgated the Declaration on the Elimination of all forms of racial discrimination and is due
to advances in the various sciences, especially the discovery of DNA, which scientifically affirms that all
humans are equal, and the gradual decline of social obscurantism , moral and religious, that since the last
quarter of the twentieth century, there is a social stigma associated with those who describe themselves as
racist. The causes are various, including social and technological progress, but mainly the attention
generated by the horrendous crimes committed by British and Spanish against the inhabitants of the West
Indies and America, trade with European nations and African slaves created by sumistrados Arab-American
against Indian nations of the continent, the Turks with the extermination of the Armenians, or Nazi
Germany against Jews, Gypsies and others, and the horror caused by imperial Japan in Korea, China and
elsewhere places, and advances in the socio-political achievements of African Americans in USA.
So the identification of a group or person as racist have a highly negative value load. The last country has
been declared officially racist South Africa in 1990 changed its apartheid system by internal and external
pressures.
Racism is now defined at all levels and international fora as an affront to basic human dignity and a
violation of human rights. A number of international treaties have sought to end racism. The United
Nations Organization (UN) uses a definition of racial discrimination established in the Declaration on the
Elimination of All Forms of Racial Discrimination.
In some countries today is penalized penalties racism among minor to major, considering this
discrimination as a crime the same as in the case of sexual orientation, cultural or other characteristics.
Some of the penalized with sanctions such as the collection of fines with money.

4. Racism Today
You can say that racism is almost "dead", the same is banned in all countries and
there are various organizations against. However, there are several groups in favor
of racism that act illegally, some turn to measures of violence, such as
killings, beatings, persecutions. Notably, the Skinheads, neo-Nazi groups organized
in favor of racism and violence to perpetuate it, but acting illegally and in an almost
hidden. There are also some groups that survived the proscription, as the Ku Klux
Klan, who are marginalized by law and have about 3000 current members. But
prejudice still existing in Spain and parts of Europe abounds racism and prejudice
towards American and African immigrants in Argentina still existing discrimination
against immigrants from neighboring countries. In Bolivia, currently called "Collas"
and "Cambas are discriminated from each other. These facts, generated facts of

in favor of the rights of foreign riots in Paris, or as well, where the 2008
violence, protests and assassinations occur in Bolivia for autonomy from the
Department of Santa Cruz which reappeared the old rivalry between "Collas" and
"Cambas".

5. INSTITUTIONS AGAINST RACISM
Since the banning of racism and the enactment of human rights and international
conventions against racism arose worldwide organizations against racism in
Argentina is the INADI and is responsible for advising people to denounce

discrimination. The UN has its anti-racism organization called: International
Convention on the Elimination of All Forms of Racial Discrimination, established in

not discriminate against certain nationalities. Finally the convention clarifies that it
is prohibited by it to take affirmative action.
