Blusukan is a new Indonesian paradigm of collaborative leadership where high-ranking government officials directly engage with communities to understand problems and connect them to policy solutions. Two prominent examples are Risma, the mayor of Surabaya, and Jokowi, the former governor of Jakarta, who led community cleanups and development projects. Blusukan improves government performance, develops effective programs, builds public trust and support, and creates a government closer to the people. If replicated more broadly with policy adoption and further public participation, it could be enriched from international best practices to advance open and collaborative governance under Indonesia's Government 3.0 vision.
