Documents include information about the accession, training, education, performance, discipline, decoration and awards, assignments, duties, casualty status, and separation/retirement of the Navy member. Compensation, physical condition, medical treatment, personal documents, and non-service related documents might be maintained as part of the OMPF record if deemed necessary and appropriate by the Navy. ESR: Established t o comply with the Government Paperwork Elimination Act (GPEA) of 1998 -Implemented in 2006, made mandatory for use in 2009 - NAVADMIN 043/09. -ESR is now producing the majority of documents that sent to NPC to be scanned into the Sailor’s OMPF. -ESR is rapidly replacing FSRs throughout the Navy. EFSR Close Out Project Training via teleconference for all FSR holders Onsite visit for FSR holders responsible for more than 1,000 FSRs. CNIC: All 70 commands have received training. Commands in Rota, Sigonella, Naples, and Bahrain will receive onsite visit in July. CNRFC: All 143 FSR holders (NOSCs) have received training. CNAF: 2 of 11 carriers have been trained. USFF: Training to commence as soon as a schedule is provided to us. For the close out project documents are submitted to NPC electronically instead of the mail system. The electronic submission will continue after the project is completed. We will expand the list of documents that can be submitted electronically to include all documents retained in the OMPF.
