Prerequisites and ASSET IF A COURSE HAS A PREREQUISITE, THERE ARE NO WAIVERS You must be able to show the contractor that you have met the requirements for the course at official registration SMART transcripts, college transcripts, other documents WHAT IS ASSET TESTING? Used for course placement, usually English and math ASSET placement may consist of two 25-minute tests: English Mathematics (numerical skills, elementary algebra, or intermediate algebra) WHO NEEDS IT? Anyone who plans to take math or English courses

Brief, ASSET, Advising, Registration Everyone who participates in NCPACE must complete an NCPACE Briefmust complete an NCPACE Brief and should meet with an Education Advisor If you need to take an ASSET, it should be done before you meet with an advisor ASSET and advising must be done before Official Registration -the contractor does not have time for and is not the person for orientation, advising or testing

Courseload Your Courseload should be designed to help you be successful, not to commit you to an unrealistic schedule Thumb rule = @ 45-48 hours PLUS twice that for reading/homework = approx. 150 hours per course, or about 1 hour 15 minutes per day for one class To be successful (considering military duties and outside distractions) you may want to take only one course at a time Your initial enrollment is limited to one course (no exceptions) The maximum amount of NCPACE courses allowed at any one time is two courses Courses may not overlap, e.g. 12-week DL classes may not overlap 8-week IL classes if it results in a student taking three classes simultaneously If a course is not completed, then continuing the following term is not allowed If you are struggling with your course, talk with your command/ ESO/Navy College Office! Ignoring it will not make it go away.
- 19. What if I’m not there for Official Registration? You must still have completed an NCPACE Brief in order to participate in NCPACE You may not enroll in Distance-learning (DL) courses because all materials must be pre-ordered and delivered by a specific date by the contractor You might be able to enroll in Instructor-led (IL) courses; subject to space-available/course-available basis Check with your ESO and see what they recommend If you miss registering for courses your choice may be to study for college-credit-by-examination
- 20. What about books? - 21. What if I have to drop/Withdraw? It is the STUDENT’S responsibilityIt is the STUDENT’S responsibility to follow procedure to drop or withdraw from course(es) For IL -- until the 3rd class meeting to drop without penalty For DL -- 14 days14 days from the start of the term (not from the receipt of materials) to drop without penalty Failure to properly drop a classFailure to properly drop a class will result in a permanent “F” grade which cannot be erasedwill result in a permanent “F” grade which cannot be erased Withdrawals for any reason after 3rd class meeting/14 days are command approved only, charged at the full tuition cost to the government, show in the command’s completion record and result in a “F” on the student’s transcript (Deployed submarines - 30 calendar days from the start date of the term set in the delivery order)

- Hello. This presentation is an important part of NCPACE Orientation Services designed to provide Sailors with important information to help them better understand NCPACE and how it can help them maximize their educational opportunities at sea. Orientation Services (OS) are conducted by Navy College Office staff to prepare a command and its personnel for participation in NCPACE. Please ensure your ESO has documented your completion of this brief so that you can proceed in the enrollment process.
- The Navy College Program for Afloat College Education (NCPACE) was created to allow seagoing servicemembers to easily participate in voluntary education. Sailors at sea may begin, continue, or complete college courses, or they may complete an entire degree program using NCPACE.
- NCPACE Orientation consists of a series of events conducted by Navy College Office staff, beginning with a command level briefing and culminating in the presentation of a Command Education Plan to a Commanding Officer. Events include the command briefing, crew briefings, ASSET placement testing and individual counseling for interested crew members. While Navy College assists with planning a program and preparing the crew, the ship makes all decisions about when, what type, and where NCPACE is conducted.
- There are many things that have to be completed before an NCPACE program can begin: briefings, requests, approvals, registration, and delivery of materials all take time. Sailors must attend mandatory briefings and be on hand for official registration. When a ship goes on deployment the crew is often not available the month prior to leaving due to Pre-Overseas Movement, and the month prior to that is often taken up with underway preparations. Because of this commands and Sailors need to put together their programs and order their courses well in advance of deployment and term start dates. Too often the Sailor who plans to “wait until later” winds up not being able to participate at all.
- NCPACE is not only valuable for students seeking college credits, It is useful to the command in providing opportunities and services to sailors; It is useful to each sailor in professional development for advancement, rating choices, and career success; and It can allow sailors to prepare themselves for college and life after their military career.
- Combined with traditional college coursework; ACE recommended military training and qualifications; and credits recommended through testing, NCPACE is an important piece of the voluntary education process.
- NCPACE is tuition=free; students only pay for books and necessary fees. Sailors using Tuition Assistance and online schooling need to worry about having a reliable Internet connection: with NCPACE there is NO INTERNET REQUIRED – everything is completely self-contained. NCPACE is an additional benefit to seagoing servicemembers – it does not affect access to Tuition Assistance, GI Bill benefits, or DANTES testing, but is another method of earning credit
- There are TWO types of qualifications a Sailor must complete in order to participate in NCPACE: FIRST, they must meet the requirements of NAVADMIN 161/07 and meet their military responsibilities prior to enrolling in schooling. A second NAVADMIN, NAVADMIN 105/10 requires Sailors to have met with Navy College Office personnel to ensure they have a valid education plan and understand their funding choices. This NAVADMIN is designed to avoid wasting time and money. SECOND, they must meet the specific requirements to participate in NCPACE: command approval, attendance at a Crew Brief, meeting any pre-requisites, and being present for Official Registration.
- The command may combine various methods of delivery in an NCPACE program. Instructor-Led, or IL, consists of having a qualifed teacher onboard offering courses. Distance Learning, or DL, allows Sailors to conduct one-on-one, self-paced schooling. Both are NCPACE, they are just different ways to complete courses.
- If the ship desires to provide Instructor-based classes, certain requirements must be met. The ship must provide enough student demand to justify assignment of an instructor onboard. The ship must also meet obligations concerning classroom availability and class size, in addition to addressing messing and berthing for attached instructors. Active duty navy personnel have the opportunity to teach while at sea. With command approval, qualified shipboard personnel may teach specific courses. Active duty personnel interested in teaching should contact the colleges directly for qualification requirements.
- IL Courses may be ordered for Academic Skills, college prep, and undergraduate or graduate college courses. The courses must run for 48 contact hours, and are traditionally scheduled to be completed in an eight-week term.
- DL courses are ordered and delivered to the ship prior to deployment. Each DL term runs for 90 days, but the Sailor has flexibility in how they complete it. When their books and student packages are delivered a test folder is delivered to the NCPACE Coordinator. The NCPACE Coordinator is responsible for maintaining and safeguarding tests and materials, and oversees each student’s progress.
- Commands may request a contractor-supplied laptop computer to allow students to work on their courses,or allow students to work on their courses on their personal or government machines. If government systems are authorized, ships IT personnel may be asked by the NCPACE coordinator to check the configuration of certain CDs to ensure they work on the ship’s systems. Command support for access is crucial, as lack of access to a computer is not considered a valid reason for non-completion of a technology course. This is one of the major benefits of NCPACE, since INTERNET access is not required.
- The entire NCPACE program is run by Central Texas College of Kileen, Texas. It has subcontracted with eleven other schools to offer courses. While some of the schools offer preparatory, undergraduate and graduate courses via Instructor, most of them are part of the DL network offering undergraduate and graduate courses. All of the schools are regionally accredited, military-friendly institutions that work with Sailors provide the best mix of traditional and non-traditional schooling. Student transcripts do not indicate that a course was completed at sea, with the Navy, or through NCPACE. They read the same as any other traditional transcript from that school.
- Academic Skills is one of the most important components of the NCPACE program. It cannot be done via DL, this program is available with an instructor to anyone regardless of their academic level. However, it is most beneficial for those who need refresher courses in reading, writing and math or will need to re-take their ASVAB for Perform to Serve. These courses are usually offered over a 3 or 4 week term. They are offered at no cost to the Sailor. Unlike other NCPACE courses, for Academic Skills books and materials are provided at no charge.
- Military service does not take the place of formal schooling. If a course has a pre-requisite there is no waiver. Proof of meeting a pre-requisite must be shown the contractor during Official Registration. The ASSET is designed to determine a person’s current skill level in reading and math. Normally an individual will take both tests, however, it is possible to test in only one skill area, e.g. math ASSET tests are scored at the Navy College Office and results are provided to the NCPACE counselors. ASSET scores from tests administered at on-base colleges can also be used for NCPACE course selection.
- It’s important to understand that Navy College Counselors help with preparing a program, but that Official Registration is required for the contractor to put together each student’s course packages. Pre-registration does not obligate a Sailor, they only become a student after official registration. The official registration will be conducted by the contractor aboard the ship, when they will collect registration forms, collect book money, and (21 days later) deliver student packages. A student may need to take an ASSET test in order to sign up for NCPACE courses. If you have had prior college, bring copies of any transcripts or SOCNAV agreements to the counseling session. These documents will enable the counselor to verify prerequisites and ensure that courses selected will meet your degree requirements.
- NCPACE courses are offered in compressed terms and a single course constitutes a half-time student load. Often this is a heavy load in addition to a Sailor’s workload. Many commands institute a policy that no one should be enrolled in more than one course at a time. However, if there is a compelling reason for someone to enroll in two courses in a term, the individual’s commanding officer can allow it. This does not apply to Navy’s policy of one course policy for the initial Distance Learning term.
- If you are unable to pre-register, you may still have limited options. For instructor-based courses, if a course is not fully enrolled, you may be able to go to that class and be added to the roster provided you have taken all other steps, e.g. reviewed this brief, taken the ASSET (if required) and have other documentation (transcripts) if there are prerequisites involved. For computer-based courses, you may not be able to enroll because the contractor has not created a student package. Ensure your ESO knows what you are doing so they can make sure your enrollment status is correct for funding and grading purposes.
- For IL courses books are sold the first night of class. For DL courses a Sailor has the option of ordering materials from the contractor during Official Registration or trying to order them on their own. The advantages of ordering from the contractor include guaranteed delivery of all materials and replacement of any missing/damaged materials. If a Sailor wants to order materials on their own they must realize that they will not find great savings over the NCPACE prices, and that failure to have their materials IS NOT justification for a command-supported withdrawal from a course. Approximate book prices will be available during pre-registration but actual book prices will be provided by the contractor. DL book orders are placed at OFFICIAL REGISTRATION. The command may use the Navy Cash system, or Sailors can buy a money order or cashier’s check to purchase books as the contractor will not accept personal checks or credit cards. While the contractor sells books they do not buy back texts. They will provide information on how to return books to MBS for resale.
- ONE OF THE MOST IMPORTANT SLIDES IN THIS PRESENTATION. The Navy is making a sizable investment for each NCPACE enrollment so it is very important that Sailors do their part by finishing what they start. If you get off to a bad start in a class and start feeling that you may not be able to successfully complete it, you need to seriously consider official withdrawal. Not attending the class, or not starting on the course WILL NOT REMOVE YOU FROM THE NCPACE PROGRAM!
- This completes the NCPACE Crew Briefing, now it is up to you. You must do the following: 1 – Make sure you are qualified for NCPACE by completing/meeting your military requirements 2 – Attend an NCPACE Crew Brief, pay attention, and ASK QUESTIONS 3 – Sign up for classes with your ESO or NCPACE Coordinator – if you do not sign up then the command may not have enough people to conduct a program, so if you wait you may actually prevent the command from having anything. 4 – SHOW UP for Official Registration. It does not matter how much you want to do NCPACE or what you have told your ESO, NCPACE Coordinator, or Navy College advisor. If you are not present to officially register you will not be a student. And 5 – Take NCPACE seriously – these courses are not simplified for Sailors at sea, they do not expect or accept substandard work. They are actual college courses no different than those offered on campus, they are just using a different delivery method.
