DoD Pre-Separation Counselor Training in Denver, CO beginning September 2012 through May 2013. The attached documents provide details and enrollment procedures. Each class has 15 seats reserved exclusively for Command Career Counselors/Command Transition Officers. A total of 135 seats are available under this new contract.
The National Learning Center, University of Colorado at Denver developed the Pre-Separation Counselor Training Course, under contract with Commander, Navy Installations Command-N913 (Fleet and Family Support Programs). This course has been designed to continue our dedicated efforts to support the increase in technical proficiency of our Command Career Counselor force.
The curriculum establishes DoD minimum standards for the delivery of pre-separation counseling to all military personnel transitioning from active duty, in full compliance with United States Code, Title X, Chapter 58, Section 1142, DoD Directive 1332.35, DoD Instruction 1332.36, and OPNAVINST 1900.2B.
DoD Pre-Separation Counselor Course Competencies:
*Participants will have knowledge and an understanding of the law, DoD guidance, and timelines related to pre-separation counseling.
*Participants will knowledge of the purpose and importance of pre-separation counseling.
*Participants will have a knowledge and understanding of the purpose and minimum standards that must be covered for each item on the Pre-Separation Counseling Checklist (DD Form 2648 and DD Form 2648-1).
*Participants will have knowledge and an understanding of basic facilitation skills and the qualities and traits necessary to create an effective learning environment.
*Participants will have knowledge and an understanding to assist transitioning personnel with the development of an individual transition plan (ITP).
All participants must submit a completed nomination form signed by an authorized official at the command. Forms can either be faxed or sent electronically (nomination form is attached). With the exception of classes scheduled for September - October 2012, all nomination forms must be received NLT 60 days prior to scheduled class convening.

Costs for attendance at National Learning Center, Denver CO: Participating
CONUS command/units will incur no costs for tuition, airline travel, lodging, meals,
hotel shuttle, or per diem. These costs are included in the contract, and do not
include: local travel/parking at departure airport, official business calls, etc. One seat
per class will be reserved for OCONUS commands with travel expenses being paid
under the contract. Additional seats may be available, but requesting command is
responsible for airline transportation. Lodging, meals, and costs for student training
materials will be provided under the provisions of the contract.
Costs for attendance at off-site (Norfolk): Participating CONUS command/units will
incur no costs for tuition and training materials at the off-site venue. This cost is
included in the contract, but does not include: travel, per diem, meals, local travel,
parking, official business calls, etc.
Navy Participants: Attendance is limited to active duty Navy Counselors and/or
personnel holding NEC-9588, in the pay grade of E6 – E9 (E5 on a case-by-case basis),
who have at least one year remaining on their present tour and currently performing
primary duties as a Command Career Counselor; Reserve Component Navy
Counselors and/or personnel holding NEC-9588 at locations with large concentration
of FTS personnel; and Fleet and Family Support Center (FFSC) staff with a primary
2. duty of Transition Assistance who have not yet attended this course. Pre-separation
counseling is not conducted for SELRES personnel who do not perform 180 days or
longer on active duty.
TAD Orders: The National Learning Center staff will coordinate all CONUS travel and
lodging requirements for attendance at the National Learning Center Denver location.
Ground transportation from Denver International Airport to hotel facility is provided;
rental car is not authorized. No travel orders will be issued by CNIC. Airline travel
will be coordinated through E-ticketing. Commands requiring orders for the
administrative accounting of personnel should prepare “no-cost” travel orders. Once
E-ticketing has been completed, there are no cancellations or changes permitted.
Participating CONUS commands may be responsible for all costs associated with
cancelled travel. Participants are to wear “Business Casual” attire while attending this
training.
No travel or lodging arrangements will be made for the Norfolk off-site event.
