CCC Primary Responsibilities

 Ensures that all Sailors are given
  every opportunity to develop their
  careers to the fullest potential.
 Acts as a CDP Manager:
   Provides proper direction,
    development, and training of CDT.
   Is responsible to the CO and CMC/COB
    for all matters related to CDP and
    policies.

CDP Management Guidance

 An effective program:
   Is a result of a coordinated effort of the
    entire chain of command.
   Uses all the elements in the CCH.
   Uses OPNAVINST 1040.11(series) as a
    stand-alone document to for all Navy
    commands.

CDP Management Procedure
 Discuss the career information program
  and its benefits to command leadership.
 Conduct initial and annual reviews of the
  CDP program as outlined in the CCH,
  Appendix A.
 Ensure command has an active, trained
  CDT. Replace and train new CDT
  members as Sailors rotate.
 Assign a counselor for every 30 Sailors.

 Solicit ISIC/Type Commander (TYCOM)
  support as necessary.
 Ensure CDT members understand the
  value of customer service.
 Ensure CDT members complete
  NAVEDTRA 14056, Navy Customer
  Service Manual.
 Identify all Sailors whose EAOS or PRD
  is within the next 15 months.

 Privacy:
   Ensure the Career Counselor has
    access to a space suitable for private
    counseling so Sailors do not feel
    reluctant to discuss problems.
 Tickler files:
   Use as an invaluable tool to plan,
    schedule, and track Career
    Development Program (CDP) activities.

   CIMS is the primary means to
    plan, schedule and track CDP
    activities

 Planning Board for Training (PBFT):
   The CCC should ensure all appropriate
    items (CDBs, reenlistments,
    retirements, and training) are added to
    command schedule.
 Correct correspondence:
   Use SECNAVINST 5216.5(series) as a
    guide to ensure all correspondence is
    correctly formatted.

 Establishing an annual budget is an
  essential component of an effective
  Career Development Program
  (CDP).
 One of the first priorities should be
  a careful review of the CCC budget,
  which should be updated annually.

 The CCC is responsible for:
   Maintaining and monitoring
    retention statistics.
   Preparing monthly and quarterly
    reports.

  Retention Statistics and Reports will
   be covered in detail in NRMS Topic
   4.2.

 To have a successful CDP, the CCC
 must:
   Be knowledgeable with the use of
    applicable instructions, manuals, and
    online resources.
   Use other counselors for assistance
    and NETWORKING.

CDP Management Enabling Objectives Upon successful completion of this topic, the trainee will be able to:  LIST the primary responsibilities of the CCC in the management of the Career Development Program (CDP).  IDENTIFY the aspects of an effective CDP.  IDENTIFY the procedural steps in managing a command CDP. 2

CDP Management CCC Primary Responsibilities  Ensures that all Sailors are given every opportunity to develop their careers to the fullest potential.  Acts as a CDP Manager:  Provides proper direction, development, and training of CDT.  Is responsible to the CO and CMC/COB for all matters related to CDP and policies. 5
  • 6. CDP Management CDP Management Guidance  An effective program:  Is a result of a coordinated effort of the entire chain of command.  Uses all the elements in the CCH.  Uses OPNAVINST 1040.11(series) as a stand-alone document to for all Navy commands. 6

CDP Management CDP Management Procedure  Discuss the career information program and its benefits to command leadership.  Conduct initial and annual reviews of the CDP program as outlined in the CCH, Appendix A.  Ensure command has an active, trained CDT. Replace and train new CDT members as Sailors rotate.  Assign a counselor for every 30 Sailors. 7

CDP Management CDP Management Procedure (cont.)  Solicit ISIC/Type Commander (TYCOM) support as necessary.  Ensure CDT members understand the value of customer service.  Ensure CDT members complete NAVEDTRA 14056, Navy Customer Service Manual.  Identify all Sailors whose EAOS or PRD is within the next 15 months. 8

CDP Management Office Organization  Privacy:  Ensure the Career Counselor has access to a space suitable for private counseling so Sailors do not feel reluctant to discuss problems.  Tickler files:  Use as an invaluable tool to plan, schedule, and track Career Development Program (CDP) activities. 9

CDP Management Office Organization (cont.)  Planning Board for Training (PBFT):  The CCC should ensure all appropriate items (CDBs, reenlistments, retirements, and training) are added to command schedule.  Correct correspondence:  Use SECNAVINST 5216.5(series) as a guide to ensure all correspondence is correctly formatted. 11

  • 13. CDP Management Annual Budget  Establishing an annual budget is an essential component of an effective Career Development Program (CDP).  One of the first priorities should be a careful review of the CCC budget, which should be updated annually. 13

  • 15. CDP Management Retention Statistics and Reports  The CCC is responsible for:  Maintaining and monitoring retention statistics.  Preparing monthly and quarterly reports. Retention Statistics and Reports will be covered in detail in NRMS Topic 4.2. 15
  • 16. CDP Management Program Success  To have a successful CDP, the CCC must:  Be knowledgeable with the use of applicable instructions, manuals, and online resources.  Use other counselors for assistance and NETWORKING. 16
