         •     Information Technology jobs are steadily being siphoned off
               by other states

                       FLA, GA, VA, NC; even CA?

         •     IT Startups with MA roots are finding that with the reduction
               in startup costs and current price deflation, MA location no
               longer provides significant competitive cost advantage

         •     To counter this migration, MA state government should
               create incentives specifically targeted towards startups with
               potential to stay local and create IT jobs

Suggested Incentives
         •     To increase “stickiness” of MA-created startups, the following are
               suggested:

                       Startup Tax Exemption for 3-5 years

                       Exemption from Workforce Training Fund

                       Enhanced R&D Tax Credit

                       IT Education Tax Credit for Employers

                             Educational “Info-ring” with MA educational institutions

                       IT “Empowerment Zones”

                             Downtown Boston, Seaport, Lowell, Amherst,etc

                             Corporate AMT moratorium on companies located in these areas

                       Encourage Federal enhancement of SBA/SBIC program

                             Fund Emerging Managers; MA as a LP

                             Florida “Opportunity Fund”
