We want to reflect these propositions to you and ask Q1. do you agree? Q2. what’s your experience?
Question is no longer how and whether citizens should participate in the governance of public affairs but what the dynamics and outcomes are when they do. Policy making, planning & resource allocation often viewed as benefiting the “universal” citizen without regard to age or gender. Children are not considered political actors – denied the right to vote or stand for political office.
The CRC is the first human rights treaty to affirm children’s civil rights, including the rights to name and identity, info, expression, association, justice & non-discrimination. These rights are essential instruments to enable children to take part in the life of heir community & to influence public decisions But “right to participate in all matters that affect them” is vague – primary focus is on children’s protection, survival & development. Does not articulate their role as political actors.
Youth double disadvantage i.e. “invited vs claimed, one off vs regularised Children’s participation is shaped by: country's political system & level of democratisation, degree of decentralisation Of political authority, strength & nature of civil society, independence off media & justice system. Decentralisation may open up opportunities but also authorities may feel move removed from CRC.
“ participation” is not sufficiently clear/progressive vision for children’s active citizenship – led to fragmentation & diverse definitions – need a common understanding of the value of promoting children’s civil rights. Are parliaments just debating chambers for the elite? Are youth at conferences just party pieces? Are youth campaigners just fronting adult agendas? Moving beyond the one-off event/consultation – build permanent mechanisms to influence. Long-term approach to gradually increase children’s control over dec & strengthen sustainasble mechanisms for involvement in dec-masking.
“ everyday democracy” – children develop & exercise citizenship in family & community life, education, civic responsibilities – evolving capacities “ parallel” governance institutions, children as members of existing dec-making bodies, children as political activists outside formal gov institutions
