This document discusses the use of pattern languages by Kawasaki City, Japan to improve welfare policies. It presents two sets of patterns: 1) Employment of the Disabled Patterns, which includes 30 patterns to promote hiring people with disabilities, and 2) Welfare Innovation Patterns, which includes 27 patterns to develop innovative products and services for welfare. Example cases are provided that demonstrate how people with disabilities have gained work experience and confidence through the application of these patterns. The authors propose continuing to refine the patterns and use new products identified to further improve living standards.
