The security situation in Laikipia County, Kenya is unstable, with violence affecting several sub-counties since 2013. 1. MEMORANDUM TO THE CABINET SECRETARY INTERIOR,
HON MAJ . GEN (RTD) JOSEPH NKAISERI ON THE
INSECURITY SITUATION AND INVASION AND
DESTRUCTION OF PRIVATE PROPERTY IN LAIKIPIA BY
THE LEADERS OF LAIKIPIA, ON THE 21ST
MONDAY
NOVEMBER 2016.
The security situation in Laikipia County is generally wanting; however the most
affected parts are Laikipia North and Laikipia West sub counties and parts of
Laikipia East. The affected wards and areas being;
1. Mukogodo East
2. Mukogodo West
3. Sosian
4. Segera
5. Rumuruti
6. Olmoran
The wave of insecurity started in mid-2013 in Mukogodo East and West , and
quickly spread across the other sub counties in Laikipia.
It is quite clear that what is affecting the people of Laikipia North is a well-planned
strategy by politicians bothin Laikipia county and a bulk in Samburu which is
aimed at displacing the residents for obvious political reasons.
The residents of Laikipia has suffered loss of property and lives, for a considerable
length of time even after several representation in this regard has been made to
your office both to the previous occupantof this office and to yourself. Indeed you
have had the occasionof attending one of the meetings that was called to address
the issue at Ngarendare after a series of raids and killings in Ilngwesi, Tasia and
Makurian where over a thousand livestock were stolen and several people killed or
injured , many more were displaced, on that occasionyou made a commitment to
deal firmly with the agressors ,but immediately you left a local politician who did
not attend your meeting, visited the area and promised to return the stolen
Animals, in a move that was aimed at scuttling any action by government, to date
nothing came out of it. The question is does he know who stole the livestock?
2. The recent killings in Rumuruti where six people were killed , Y800 livestock
stolen and over 6400 people displaced and now camping at Kapkures area. The
same scenario is playing out again where politicians from Samburu and the
Laikipia North Mp are at it again claiming that the Samburu community is targeted
by the ongoing operation and demanding the cessation of the operation which
indeed you have ordered. It stopped without consulting the leadership of Laikipia.
Hon CS, it is obvious that the happenings in Laikipia is not as a result of drought
as many will want you to believe, but instead is as a result of expansionism with
the main aim being forceful eviction of ranchers both private and group ranches.
The following is just part of the chronology of events that has happened since
2013.
- On February 2014 Loisaba lodge was burnt down by illegal grazers after
police attempted to throw them out of the conservancy
- At around the same time Tassia lodge which is owned by Lekurruki group
ranch was invaded and vandalized and a police officer was short and injured
when the police tried to intervene, to date Tassia has closed shop.
- Ilngwesi lodge has been invaded since then, and more than six people killed
and property destroyed, the lodge that is community owned and run is
deserted as a result of insecurity
- Kijabe group ranch which has Olentile lodge is equally empty as a result of
invasion by heavily armed invaders, it is important to note the proceeds from
this lodges contributes a lot in giving bursaries and supporting other
community projects as the pastoral community living in Laikipia look for
alternative means of livelihoods out of livestock keeping, all this has been
destroyed by this invasions.
- The Koija star bed facility which is owned by the Koija group ranch has
been vandalized and just like the others it has also closed shop.
3. The investors has not been spared either
- Thousands of livestock has been driven into Segera ranch, Tango Maos,
Kamuge, Loisaba, Sosian and Olmaisor , Kifuko ranch, George Mwai who
is still hospitalized after he was shotand injured and his house torched.
Despite the fact that there is structured way between the ranchers and the
locals on how to assist the locals during drought. This external invaders
know no rules whatsoever for such structures. a number of employees who
are mainly from the Turkana community has fled after several of them
became victims of insecurity, two were killed in Segera and one in ADC
Mutara, hundreds of cows were stolen and this has led to massive losses in
investments and loss of employment by the locals’
- It has becomea norm in Sosian ward that no other community other than
Samburu and Pokotcan keep livestock. In Olmoran more than eight people
have died in the last two years and their livestock driven away, it is obvious
that the aim is to displace locals as one can’t understand why one would kill
a woman and take three goats.
- Hon CS, we have credible information that your meeting slated for
Wednesday 23/11/2016 will be turned into vilification of the leaders of
Laikipia other than the authors who is defending the aggressors. We
therefore has no intention to attend that meeting as we believe that nothing
much will come out of it as the meeting is intended to sanitize criminal
activity by a few.
4. We, therefore demand the following:
1. That , the operation to flush out illegal firearms and illegal grazers to
continue
2. That, the 23/11/2016 meeting is called off until such a time as you have
properconsultation with the entire leadership of Laikipia
3. We demand that the leadership of Samburu must stop misleading its people
to think that they can takeover ranches and run Laikipia from Samburu
4. The government investigates and bring to bookall the perpetrators of this
insecurity both external and internal
5. Finally the people of Laikipia demand that the government assures them of
their security and the security of their property, and a fair treatment by all
concerned authorities as they seek to restore normalcy.
